Thank you for the opportunity to comment on DP17-0297, Sueno Hermosa, Lots 1-6; 4th Submittal, a Tentative Plat application for a Minor Subdivision with Site/Grading of an approximately 1.5 acre site located southeast of the intersection of East Alvord Road and South Randall Boulevard. The zoning for the project site is residential (R-2) and will remain unchanged. This project site is proposed to be developed into single family homes.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority is satisfied with the 4th submittal of the project and has no additional comments to submit.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 18, 2018.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

COMMENTS: Address the following remaining comments

1. For consistency, the Common Area "A" square footage should be labeled on all site sheets.

2. Approval of the interior street proposed street cross section is required through a TSMR. Contact Steve Shields Zoning Manager for more information on the TSMR. The TSMR caser number will have to be listed in the lower right corner of all plan sheets. The TSMR case number will also have to be listed as a general note that includes the date of approval, modification requested and approved and if applicable of conditions of approval.

It is noted that the street within the subdivision will be a private street. Streets must be designed with parking on both sides of the street. If proposing no on street parking, visitor parking can be provided in a common area at a ratio of one space per unit, in this case 12 visitor parking spaces would be required if provided in a common area that complies with the parking lot design criteria in UDC 7.4.6. Visitor parking is based on a ratio of .25 spaces per dwelling when on-street parking is provided. When a street is designed with parking on both sides of the street, the number of visitor parking spaces required is usually met.


3. Label the square footage of Common Area "B" on the site sheets.

Previous Comment: It is still not clear on the site plans if there is a utility easement proposed along the frontage of each lot. There is a note with an arrow pointing to a dashed line and callout for a Common Area. If this is a common area, it shall be enclosed with a solid line and is to be labeled with the purpose of the common area and square footage. Keep in mind that if this is what is proposed the lot areas will decrease and in some cases the minimum lot size may be insufficient for two dwellings. If the area identified as common area c is to be for utility placement, it is best to reserve the area as a utility easement. If so label the width of the area and remove any annotation related to common area c. Label the square footage of Common Area "A". If the area labeled as Common Area C is to remain revise the line work to a solid dark line and annotate the use and square footage.

4. Approval of the interior street proposed street cross section is required through a TSMR. Contact Steve Shields Zoning Manager for more information on the TSMR. The TSMR caser number will have to be listed in the lower right corner of all plan sheets. The TSMR case number will also have to be listed as a general note that includes the date of approval and conditions of approval. Also see the engineering comments related to the TSMR request to verify the correct Technical Standard that is to be requested for modification.

As noted above, a street must be designed with parking on sides of the street. When not providing on street parking a street must be designed with 24 foot drive lanes and vertical curbs, see T.S. 10-01.9.0 Figure 1 for street design criteria. (A TSMR is still required to use this cross section without on-street parking within the subdivision.)

5. Label the 18-foot dimension for the parking spaces in front of the carports. The 18-foot parking space must be entirely on the property. The current version of the parking areas are not drawn with the 18 feet from the carport or garage to the property line. On several of the lots the spaces are14 or 15 feet from the property line. Revise the plan accordingly.

Also, remove the vehicle symbols from the drawing. The carports may have to be adjusted or moved in order to provide a full 18 foot parking space in front of the carport and a minimum of two spaces where a carport is not proposed which should be 36 feet minimum.

6. The building setbacks for this development were spelled out in the previous set of comments. To make it simple, include the following notes on sheet 1 or 2; the interior side yard setbacks are based on the greatest of 6 feet or 2/3rds x hgt. The subdivision boundary building setbacks are based on the greatest of 6 feet or 2/3rds x hgt. The interior street building setbacks are based on an ADT of 0 to 140 and are based on the greatest of 5 feet, ½ x hgt, or 1 foot from property line for this development. The street building setbacks along Alvord and Randall is based on the greatest of 21 feet or the hgt. from the nearest edge of travel lane.

7. Remove all cross hatching from the building footprints and darken the outline of the dwelling footprint and carport. Label the dwelling and carport as such and clearly draw and label the 8.5' x 18' parking spaces.

The portion of the 7-foot Utility Easement drawn next to lot 4 in the right of way of Randall Road should be removed.

Assure that all site sheets have been corrected to match the base site sheet with all changes.
