COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 28, 2018.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

1. COMMENT: Provide the development package case number, DP17-0183, adjacent to the title block on each sheet.

2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2. COMMENT: Label 23rd St in the location map.

2-06.4.7.A.8.a - Floor area for each building;

3. COMMENT: List the existing and proposed building square footages next to the height matrix or include a separate building square footage matrix. Also, label the buildings with the proposed or existing use of that building.

4. Include in the next submittal of the DP a site plan depicting existing conditions, building square footages, existing paved areas, etc. In order to review the information listed in the phasing calculations and demon and rebuild areas this shall be provided.

2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage;

5. COMMENT: Provide for reference the square footages of the vehicular use and building areas under the lot coverage calculation based on existing and future conditions.

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

6. COMMENT: Review your expansion calculation information and revise as required. The information appears to include the wrong building numbers in the phasing, additional square footages in Phase I etc. For consistency use the building numbers in the calculations or include a building name for each existing and new building.

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

7. COMMENT: Review the phasing calculations and revise accordingly. In addition, the landscape plan indicates 3 phases of work and the civil plans only have 2 phases, which is correct? Revise as required for consistency.

2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information.

8. COMMENT: The phasing calculations will be reviewed again on the next submittal of the DP.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

9. COMMENT: Draw and label the future SVT's for the parking. The future details on sheet 2 have been incorrectly labeled. Revise as required.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

10. COMMENT: Draw the existing wheel stops for the existing parking spaces for both existing parking lot areas.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

11. COMMENT: Clarify if the number of short term facilities is to be reduced in the second phase as noted? Short term facilities must be within 50 feet of the main public entrance of the principal building(s). Demonstrate on the DP compliance with the distance requirement.

12. Draw and label the existing long and short term bicycle parking facilities. If some or all of the facilities are being relocated include a keynote as such.

13. Clarify where the long term facility will be provided, closet, enclosed and locked room etc.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

14. COMMENT: List within the building footprint or building matrix the use of each existing and proposed building as noted by the standard above.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

15. COMMENT: Demonstrate the future onsite pedestrian connection from Building 2 to the new sidewalk along the eastside of Building 7. The connection must be accessible with access ramps where required.

16. Demonstrate the accessible route to the dumpster location, TS 7.0.3.3.B.

2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

17. COMMENT: Based on the proposed and future building expansion full code compliance will be required for the overall site. Demonstrate how the future landscaping requirements will be met. A future landscape plan will be required.

18. COMMENT: Based on a discussion with the Zoning Administrator for the proposed vehicle parking shown north of 23rd Street to be considered part of the existing religious use a well-defined prayer garden must be provided including additional landscape material, seating facilities etc.

4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
1. Legal description and address of site;
2. Cross-reference to:
a. Rezoning case;
b. Subdivision case;
c. Board of Adjustment case;
d. Design Development Option case;
e. Development Review Board (DRB) case; and/or,
f. Any other relevant case number for reviews or modifications that affect the site.
Buildings 10,000 Square Feet or Less
On sites where the gross floor area of the existing building(s) is 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows.
a. If the expansion is less than 50%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval.
b. If the expansion is 50% or greater or if expansions as of February 15, 1991, cumulatively result in a 50% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site.

7.6. LANDSCAPING AND SCREENING
Minimum Width
Street landscape borders must be a minimum of ten feet wide as measured from the street property line. Non-required pathways cannot be included in the width and coverage calculation
The following apply to street landscape borders.
Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover.
Calculations:
Square footage of all landscaped borders and calculation of the percentage of vegetative coverage.
7.6.5. SCREENING STANDARDS
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 5' wall is required to screen vehicle use area from adjacent residential zoned properties.
SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING
A separate Water Harvesting Implementation Plan shall be submitted with all applications for new commercial developments where landscaping is required. The plan shall detail the landscape water demand and the harvested water supply needed to meet 50 percent of landscape demand.

1. Provide water budget data, along with the background data and assumptions used to develop it. This water budget format is available to applicants as an Excel spreadsheet @ cms3.tucsonaz.gov/files/dsd/water_budget_spreadsheet.xls.
