Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 27, 2018.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS


2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

1. COMMENT: Label the contour interval under the north arrow on the appropriate sheets, (Grading).


CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

2. COMMENT: Label the Landscape Architects information on the cover sheet as noted by the standard above.


2-06.4.2 - The title block shall include the following information and be provided on each sheet:
2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

3. COMMENT: Provide a more descriptive legal description of the subject property in the title block of all plan sheets.


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

4. COMMENT: Provide the development package case number, DP17-0153, adjacent to the title block on each sheet.


2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.
2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.1 - List as a general note: "Existing zoning is ____."

5. COMMENT: The overall area is one parcel with two zones. List the C-2 zone under general note one. (It is acknowledged that the zoning boundary within the parcel has been delineated and labeled.)


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

6. COMMENT: Clarify if this is a Storage facility exclusively for the storage of Personal RV units. If so, general note 3 "proposed use" shall be revised to state the proposed use is "Personal Storage (RV)" subject to compliance with UDC Sect. 4.9.10.C.3 & .6 and 4.9.13.Q, revise General Note 3 accordingly.


2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

7. COMMENT: Revise general note 8 to include the following statement; "This development has been designed to comply with UDC Section 5.6 criteria of the AEZ overlay ADC-2 and NCDA 65-70 Ldn."

This development fronts on two major streets. Add the following statement as a general note or include it in general note 8; "This development has been designed to comply with UDC Section 5.4 criteria of the Major Streets and Routes overlay".



2-06.4.7.A.6.c - If the property includes Protected Riparian Area add a note stating that the project is designed to comply with Technical Manual Section 4-02, Floodplain, WASH, and ERZ Standard, specifying all lots impacted and including a total for the regulated area and the Protected Riparian Area.

8. COMMENT: Include the statement as noted by the standard above in general 9.


2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

9. COMMENT: Label the site boundary information for the overall parcel.


2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

10. COMMENT: Draw, label and dimension the future curb, sidewalk for Rita Road.


2-06.4.9.D - Delineate proposed Natural Undisturbed Open Space (NUOS) in a surveyable manner.

11. COMMENT: Clarify if the Xeroriparian area or any of the undisturbed area is to be preserved as a NUOS area.


2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

12. COMMENT: After reviewing the dimensioned striping details it was noted that there are three different lengths of storage spaces. Clarify if this development is strictly for RV storage or will passenger vehicles and trucks be stored as well. (If the various sizes spaces are to accommodate various size RV indicate as such.)


2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

13. COMMENT: A minimum of two short term bicycle parking spaces are required for this project. Add the calculation for the number of bicycle parking spaces required and provided. Provide the fully dimensioned detail drawing for the short term bicycle parking facility, security lighting type, and label the distance to the main public entrance from the facility to the door, (50 feet maximum). See UDC section 7.4.8 and table 7.4.8-1.


2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

14. COMMENT: The street perimeter building setbacks for the office building could not be verified on the plans. Label the existing and future building setbacks from the existing and future back of curb location to building along the Old Vail Road frontage.

Draw and label the building setback from the south property line to the storage buildings. The minimum building setback adjacent to the RX-1 zone is 2 times the height.


2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

15. COMMENT: Label the use, building square footage, and height of the building within the building footprint as noted by the standard above.

Label the square footage of the proposed storage buildings. If the storage buildings will vary in size, label the size and heights on the plans. The size and heights shall be listed on the cover sheet as a general note or added to general note 7. (The storage building square footage shall be noted as a general note.)

The storage buildings will have to comply with the UDC section 4.9.10.C. & .6, demonstrate compliance on the plans either by notes or drawing.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

16. COMMENT: Provide a pedestrian connection from the onsite sidewalk to the Old Vail Road sidewalk. Label the cross and horizontal slopes for the sidewalk system onsite and to the street sidewalk. If accessible ramps are required to make the connection to the street sidewalk draw and label the ramps as needed.


2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

17. COMMENT: If refuse and recycle containers are required for this development drawn and label the location and type on the plans.


2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required in accordance with Section 2-11.0.0, Landscape Plan Requirements.

18. COMMENT: Review the Landscape Reviewer's comments related to Landscape and screening requirements.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the: City of Tucson Unified Development Code (UDC) Article 5, 7 & 8; the UDC Technical Standards Manual (TSM) Section 2, 4, 7, 8, 9, 10 & 11; Tucson Code Chapter 25, 26 & 29; Access Management Guidelines; City of Tucson Standards Manual for Drainage Design and Floodplain Management; Pima County Detention/Retention Manual; Water Harvesting Guidance Manual; and, Drainage Design Manual and Stormwater Retention Detention Manual.

" 2-06.4.7.B.2.b - "A floodplain use permit is required for the proposed work within the regulatory floodplain.

3. 2-06.4.7.C - Provide the recordation data for Old vail Road and Rita Road and the width of the existing sidewalks.
4. 2-06.4.8.F - Existing storm drainage facilities on and adjacent to the site will be shown.
5. Dimension the proposed driveway and PAAL's.
6. 2-06.4.9.N - In conjunction with a drainage report or statement, as applicable, prepared in accordance with the City Engineer's instructions and procedures, the following information will be indicated on the development package documents. " 2-06.4.9.N.6 - The 100-year flood limits with water surface elevations for all future flows of 100 cfs or more will be drawn on the development package documents.

Is Old Vail Road right of way proposed to be widened? If so, the proposed building appears to be located too close to the parcel line that it may not meet the setback requirements.

SWPPP

SWPP Plan appears to be acceptable, however a SWPPP Report was not included in the submittal. Provide the report, with all required information and forms, in the next submittal submitted.

07/24/2017 ANDREW CONNOR LANDSCAPE REVIEW Reqs Change 4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
B. The landscape plan will contain the following identification in the lower right corner of each sheet:
1. Legal description and address of site;
2. Cross-reference to:
a. Rezoning case;
b. Subdivision case;
c. Board of Adjustment case;
d. Design Development Option case;
e. Development Review Board (DRB) case; and/or,
f. Any other relevant case number for reviews or modifications that affect the site.
7.6.4. LANDSCAPE STANDARDS:
Stormwater Runoff
1. Storm water detention/retention basins not integrated with paved vehicular use areas must be designed in accordance with the Storm Water Detention Retention Manual.
For basins located adjacent to arterial thoroughfares, planted areas shall account for 35% of the total basin area. Verify that basin meets minimum requierments.
2-11.0.0: NATIVE PLANT PRESERVATION PLAN REQUIREMENTS
Verify that all NPP calculations and summary tables are correct.
SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING.
Verify that the site water budget calculations are correct.
SECTION 4-02.0.0: FLOODPLAIN, WASH AND ERZ STANDARDS.

If the project proposes encroachment within the regulated areas, it shall conform to the following.
1. Environmental Resource Report. Applicants are required to submit an Environmental Resource Report as defined in Section 11.4.6 of the UDC.
