2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.
22. Identify all zoning classifications on and adjacent to the project (including across any adjacent right-of-way) on the drawing with zoning boundaries clearly defined on the site map, sheet 1.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.
23. Provide sight visibility triangles on plan per 10-01.5.0.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.
28. Provide definition of GSF (specified on parking requirements table) to ensure that is matches the UDC definition of GFA or revise the calculations to show GFA.
29. Keynote the gates leading to the surface parking and parking structure.
30. Identify how pedestrian access, stair and elevator, is provided form the lower level of the garage to the building.

07/03/2017 ALEXANDRA HINES COT NON-DSD ENVIRONMENTAL SERVICES Reqs Change The City of Tucson - Environmental and General Services Department was asked to review the Development Plan for the Caterpillar site from the perspective of the closed Congress landfill site located on the subject parcel. The City of Tucson operated the Congress landfill from 1953 through 1960. The Congress landfill site is approximately 8.2 acres in size.

Approximately 2 acres of the Congress landfill is located on the southeast portion of the Caterpillar parcel. The remainder of the Congress landfill is located south of the Caterpillar parcel extending south to Mission Lane. The average thickness of the refuse in the 2 acre area is 22 feet. Rio Nuevo has authorized the removal of all of the waste located on the Caterpillar parcel. In addition to the removal of the waste on the Caterpillar parcel, all refuse located in a 100 foot wide strip to the south and east of the Caterpillar parcel will be removed. The City of Tucson Ordinance No. 10037 (the landfill ordinance) states that all proposed development within 100 feet from a landfill shall receive the building permit only after approval of a Landfill Methane Development Plan. This plan shall include a site assessment of the adjacent landfill, describe existing methane conditions within the proposed development area and propose steps to be taken for the control or extraction of the methane gas. By removing the refuse from the 100 foot wide strip on the south and east sides of the Caterpillar parcel, Caterpillar will not have to comply with the requirement to prepare and implement the Landfill Methane Development Plan. Methane gas probes will be installed in the 100 foot wide strip to monitor the soil vapor for the potential presence of methane gas.

Excavation of the refuse from the Congress landfill is anticipated to begin in the second week of August. The refuse excavation is expected to take from three to four months to complete. The excavated refuse will be transported to the Los Reales landfill for disposal. Environmental Services and Engineering and Environmental Consultants, Inc. will be monitoring the excavated refuse and diverting wastes that cannot be disposed at the Los Reales landfill. Wastes that cannot be disposed at Los Reales include tires, batteries, liquid wastes and others. A construction documentation report will be prepared at the conclusion of the project and submitted to the Arizona Department of Environmental Quality for their review and file.

07/06/2017 PAUL BAUGHMAN ENGINEERING REVIEW Reqs Change DP 17-142 PDSD Engineering comments.
1) General note 4 has a typo. It should read compatible with RNA instead of RND.
2) On sheet 4 keynote 13 which calls out header curb should line up with the accessible ramp as called out by keynote 7 in the northwest parking area.
3) On sheet 4 the trash enclosure as called out by keynote 9 should be drafted such that it scales to be 28 feet wide per the detail shown on sheet C5.1 (sheet 9). They layout for the concrete header and the PAAL fronting the solid waste receptacle will also need to be adjusted as appropriate.
4) There is a section of HDPE stormdrain pipe being called out in the South Avenida Del convent right of way that should be RCP. Please consider the use of keynote 31 and provide an update for the section of HDPE in the right of way to use RCP instead. Please see UDC 7.14.4, Section 10.3, item 9 for design requirements.
5) There are sections of the stormdrain system that may need to be reconfigured to provide the minimum 45 degree crossing angle with other utilities such as the sewer and water lines. Please see UDC 7.14.4, Section 10.9.1, item 19 for requirements.
6) There are sections of the stormdrain system shown on sheets 6 and 7 that the designer should consider for reconfiguration to provide the minimum 3 feet of cover recommended by UDC 7.14.4, Section 10.9.1, item 21.
7) Per AM 2-06.3.10 please include all symbols used on the drawing in the legend. The concern is that keynote 5 on sheet 6 is being used to call out existing monitoring wells using two different types of symbols. Is there a difference in the type of monitoring well as shown on sheet 6 as shown 35 feet north of the proposed stormdrain system.
8) Per AM 2-06.4.8B please provide abandonment information for all easements in conflict with buildings or acquire permission from easement holders to construct structures over the easements in question. See keynotes 2 and 3 on sheet 6 for area of concern.
9) Per AM 2-06.4.9H3 and T please show vehicle circulation and maneuverability for fire and solid waste service.
10) Per AM 2-06.4.9H2 please show the site visibility triangles.
11) Per AM 2-06.4.9N please verify that the callouts for keynote 14 and 16 on sheets 6 and 7 match the sizes required by the inlet calculations contained in the drainage report. The concern is that graphics show multiple EF-1 grates where keynote 16 only calls out one EF-1 grate and the graphic shows a single EF-1 grate where keynote 14 calls for the use of 4 EF-1 grates. Please confirm callouts and layout for catch basins are as intended by drainage report. The inlet calculations contained in the drainage report may need to be more detailed beyond what is currently provided to cover additional flow ranges. Currently the flows are calculated for 58.6 cfs and 67.8 cfs. The effective areas and perimeters are shown for the various options for using 1 to 5 EF-1 grates. Additional clarity could be provided if the inlet calculations specified the number of EF grates based on the applicable concentration point instead of flow ranges and effective areas.
12) Keynotes 18 and 30 on sheets 6 and 7 are duplicates and the callouts may be consolidated.
13) Keynotes 16 and 27 one sheets 6 and 7 are duplicates and the callouts may be consolidated.
14) An erroneous keynote 23 call out is being made at the northwest corner of South Avenida Del Convento and West Cushing Street. There is what appears to be a water line fixture being called out as a 100 year floodplain. Please update as appropriate.
15) Per UDC 7.6.6C2 all hardscape surfaces should be sloped to water harvesting areas. Please update spot grade and drainage slopes such that hardscape surfaces drain toward water harvesting areas. Some ideas PDSD engineering will be looking to see implemented are, sloping of the building and parking areas to the northern most water harvesting areas. These are the water harvesting areas located on the south side of West Cushing Street. Sloping the top floor of the parking structure towards the water harvesting areas along South Avenida Del Convento is also an area that PDSD Engineering would like to see water harvesting. Please also show how hardscape surfaces are being routed towards the water harvesting area at the northeast corner of sheet 7. This will require some updates to spot grades and curb openings. Alternatively, some roof drainage may be scuppered to this water harvesting area to provide supplemental watering. There is a small water harvesting area at the southeast corner of the two story parking structure that should also have a hard scape area shown being sloped to harvest water in this proposed water harvesting location. Show spot grades within and around this water harvesting basin to show compliance. Please update water harvesting plan to show, by hatching, what hardscape and what non hardscape areas are being routed to water harvesting basins. Please also update sheet 10 which shows hard scape roof area draining directly to the Santa Cruz River via an existing offsite culvert. Please also update figure 3 and corresponding calculations and text contained in the drainage report.
16) Please provide clarifying details and spot grades on the plans to show how watershed D6 has positive drainage to concentration point D6. It is not clear if there is curbing or other obstructions blocking the runoff from Watershed D6 to the catch basin called out by keynote 14 on sheet 6.
17) Per UDC 7.14.3, Section 4.3.3 please show what erosion control measures are being taken to prevent erosion at Water Harvesting area inlets. Also please show what erosion control measures are being taken where surface drainage passes over bank or slope protection on its way to the Santa Cruz River.
18) Per UDC 7.14.3, Section 5.2, item 6, please provide a site plan showing the volumes of stormwater runoff being collected by each of the water harvesting areas, such that the total volume adds up to the 0.26 acre-foot retention requirement contained in section 3.2.2 of the drainage report. Please see also UDC 7.14.3, Section 2.2 and AM 2-06.4.9N for clarifying regulatory requirements.
19) Please show how compliance with resolution 21669 (Pima Regional Trails System Master Plan ( https://www.tucsonaz.gov/files/parks/docs/capital/prtsmaster.pdf ) is being achieved as it relates to the multiuse path area between the developed portion of the site and the existing multiuse trail. One suggestion is to call out the bank protection, currently being called out by keynote 11 on sheets 6 and 7 as being decorative, handset, grouted rip rap. This involves setting the rock with the flat side exposed to the surface and placed interlocking style configuration. The decorative rip rap located along Silverbell Road, between Ina and Cortaro is a good example of one type of esthetic treatment that could help show compliance with the Pima Regional Trails System Master Plan.
20) Bank Protection detail cross sections on sheet 8 should be clarified to show the grouted or wire tied nature of all the proposed rip rap placement. Alternatively, the drainage report may be updated to show that that 6" hand placed rip rap can withstand the Santa Cruz River flows without the benefit of grouting or wire tie protection. It is preferable that these details call out decorative grouted, hand set rip rap as opposed to normal grouted rip rap.
21) Please consult with the flood control district and then specify the cement content of the soil cement and the compaction criteria (ie. Maximum lifts and density) for the soil cement wedge repair shown in detail 4 on sheet 9. Please also show any required doweling if required by the Pima County Flood Control District.
22) Please specify the Asphalt thickness to be employed for replacement of the existing pathway in detail 4 on sheet 9.
23) Please update the limits of disturbance shown on sheet 10 to include the stormdrain inlet on the east side of Avenida Del Convento. Also include the crossing.
24) Keynotes 11 and 12 on sheet 10 should refer to the stabilized decomposed granite and steel header details on sheet 12. The details on sheet 12 should have numbers or letters assigned so that they can be easily referenced on other sheets. Line work should be shown in the plan view on sheet 10. There appears to be a conflict between the location where keynotes 11 and 12 are being called out on sheet 10 and where sheet 14 has a series of slipper plants being called out. Please resolve conflict.
25) Keynote 18 should refer to the appropriate detail on sheet 12 by number.
26) The keynote 13 on sheet 10 should be called out in the plan view if it is going to be listed in the keynotes.
27) There is a conflict between the keynote 1 callout on sheet 4 and the keynote 14 callout on sheet 10 for the northwest parking area.
28) There appears to be a potential conflict between the post foundations for the swinging gates associated with the keynote 23 callout on sheet 10 and the storm drain or catch basin linework ghosted under them. The catch basin ghosted into the back ground on the south side of the swinging gate (shown on sheets 10, 14, 17 and 20) does not coorespond to a catch basin callout on sheet 6 where such linework and design details would be expected. Please check ghosted linework for consistency.
29) The section of Stairs detail on sheet 13 refers to a finished grade callout on the plan. There are no finished grade callouts at these specified locations on sheet 6 where sheet 10 shows this detail is being proposed.
30) Please show how Avenida Del Convento that serves this site meets design and cross section criteria contained in TSM Section 10.
31) Per TSM 8-01.5.5 the property owner shall be responsible for keeping the collection and storage areas free from obstructions and vegetation. Since the PAAL scales to about 21 feet in front of the solid waste pick up location shown on sheet 14 and a blue palo verde is encroaching into this PAAL where the solid waste collection vehicle is anticipated to need to back up there should be a review and adjustment of the layout at this location.
32) Per TSM 8-01.5.3C a safe turn around for solid waste collection vehicles is required. Per UDC 7.4.6H barriers, such as post barricades or wheel stop curbing, are required in a vehicle use are to prevent vehicles from damaging adjacent landscaping, walls, or buildings or overhanging adjacent sidewalk areas. Sheet 4 shows header curb is all that separates the Solid waste collection vehicle from hitting the building when it is backing up. There is also concern the Solid Waste Collection vehicle back up area is being placed over a pedestrian circulation route. Reconfiguration of the layout should be considered.
33) Grading note 7 on sheet 2 refers to a geotechnical report. Please submit a copy of this geotechnical report with the next submittal for comparison to development package design. If this Geotechnical report is a preliminary report or only applies to the mass grading, it should be updated and finalized prior to inclusion with the 2nd submittal. Grading note 7 should be updated to reflect any revisions to this report.

1) Per the current Pima Regional Trails System Master Plan adopted by Mayor and Council on December 21, 2010 (Resolution No. 21669), the bank of the Santa Cruz River east of this development and west of the top of the existing bank protection is designated as a "River Park" (Specifically, the Santa Cruz River Park). See Page 59 of the PRTSMP for a description of River Park Design standards. Additionally this section of River Park is part of two identified "Trails of National Significance": it is part of the Juan Bautista de Anza Trail (see page 21), and a part of the "Urban Loop" (see page 22 - currently just referred to as "The Loop"). The Pima Regional Trails System Master Plan document and maps can be found on the Tucson Parks and Recreation Department's website: https://www.tucsonaz.gov/parks/planning-documents-and-master-plans . Per the previously mentioned standards, this segment of the Santa Cruz River Park should contain at a minimum:

1.A continuous 12' wide paved multi-use path (existing)
2.A continuous 10' wide "soft" path (Decomposed Granite)
3.Landscaping with supplemental irrigation

2) It appears that concentrated run-off is expected to cross the paved multi-use path east of the water harvesting basins on the Cushing Street frontage. A scupper will be needed at this location to convey water under the path.

3) A series of ramps and what appears to be a small amphitheater are shown on the plans on the east side of the building. The amphitheater seems to be placed on top of a grouted rip-rap bank and does not show up on section 1/page 8. Please clarify. A series of ramps and stairs appear to wind down to the east property line and then just end. Is this ramp meant to connect to the multi-use path?
