The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer design for the above-referenced project. The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2016.

1- Sheet #1: call out General public sewer notes.

GENERAL SEWER NOTES

1. ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS- OF-WAY, WILL BE PR/VA TE AND WILL BE CONSTRUCTED, OPERA TED AND MAINTAINED ON A PRIVATE BASIS. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY REGIONAL WASTEWATER RECLAMATION DEPARTMENT.

2. THE REQUIRED OFF-SITE PUBLIC SANITARY SEWER LINE WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY REGIONAL WASTEWATER RECLAMATION DEPARTMENT STANDARDS.

3. ANY WASTEWATER DISCHARGED INTO THE PUBLIC SANITARY SEWERAGE SYSTEM SHALL MEET THE REQUIREMENTS OF THE INDUSTRIAL WASTE ORDINANCE (PIMA COUNTY ORDINANCE NO. 1991-140, AS AMENDED).

4. MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWER TO ITS POINT OF CONNECTION TO THE PUBLIC SANITARY SEWER IS THE RESPONSIBILITY OF THE PROPERTY OWNER.
5. ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS- OF-WAY, WILL BE PR/VA TE AND WILL BE CONSTRUCTED, OPERA TED AND MAINTAINED ON A PR/VA TE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. 6. A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY REGIONAL WASTWATER RECLAMATION DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

7. CONSTRUCTION AUTHORIZATION FROM THE PIMA COUNTY DEPARTMENT OF ENVIROMENTAL QUALITY IS REQUIRED BEFORE BEGINNING ANY WORK ON THIS PROJECT. APPROVAL OR THIS DEVELOPMENT PLAN DOES NOT CONSTITUTE CONSTRUCTION AUTHORIZATION.

2- Sheet #2: call-out stabilized surface treatment per S.D. RWRD-111 for the proposed public sewer easement.
3- Sheet #2: Provide post barricades, lockable gates or other types of removable barriers, Approved by the Department, to limit public access per E.D.S. Sec. 7.6.
4- Sheet #2: Call-out increasing the thickness of concrete to 6-inches per E.D.S. Sec. 7.6 north of proposed public sewer MH#1.

This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2016 and PCRWRD Standard Specifications and Details for Construction 2016.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next plan submittal will require a review fee of $100.00 made payable to Pima County Treasurer.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. Resubmittal Required: The following items must be revised or added to the plat. Include a response letter with the next submittal that states how all comments have been addressed.

1. Along Starr Pass Boulevard ensure that all existing signs that are affected by the off-site improvements and are applicable to the roadway remain in place or relocated to an appropriate location. If damaged or unsuitable for reuse then replace with new sign and/or post.

2. An existing signal pole at the North West corner of Greasewood and Starr Pass may be impacted with the installation of the proposed improvements to the new curb radius and access ramp. If applicable, relocate the pole. Contact City of Tucson electric shop for additional information. A private improvement agreement (PIA) will be required.

3. On the plan show improvements in the right of way. Along Starr pass identify curb, 6 foot sidewalk, and curb access ramps according to PAG 2015 standard details. Sidewalk shall tie into existing asphalt trail, and new access ramp at signal.

4. A private improvement agreement (PIA) will be necessary for the proposed work to be performed within the Right-of-way. An approved tentative plat is required prior to applying for a PIA.

SECTION 2-06.0.0 - DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

Drainage Report Comments:

1. Clarify how concentration points 3P and 4P will discharge onto Greasewood. Will the discharge be concentrated and will it require erosion/scour protection.
2. Is the detention basin proposed to discharge directly into Silvercroft Wash? Will erosion/scour protection be required at the outlet?
3. Show, clearly, the erosion hazard setback on Figures 5 & 6. Additionally, will the proposed lot require protection from Silvercroft Wash Erosion?
4. It is not clear if the proposed improvements/grading will encroach on the Silvercroft Wash ERZ area. Address this issue and clarify whether encroachment is proposed or not.
5. Provide proposed buildings pad elevations on Figure 5 and Figure 6.
6. Determine the required setback from the proposed detention basin.

Development Package Comments:

1. Add a note, which states that all unused easements granted by the previous plat (add recordation information) shall be released by the current plat.
2. The Development Package has been assigned the following Activity Number: DP17-0117. Provide this number on every sheet.
3. Show the basis of bearing and the tie to one of the parcel corners.
4. The following information regarding existing utilities shall be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and street lights. If water mains and sewers are not located on or adjacent to the tract, indicate the direction, distance to, and sizes of those nearest the property. Identifying the locations of all utilities and service equipment immediately adjacent to the project is especially important in situations where pedestrian and vehicular access and circulation or landscaping can be in conflict. By knowing the location of the existing utilities, design of the project can take those elements into consideration and can help avoid expensive and time-consuming relocation of utilities, major redesign, or requests to vary regulations after commencement of construction (Ref. 2-06.4.8.D)
5. Correct, on Sheet 2/21, the street cross section detail callout to A/1.
6. Correct, on Sheet 4/21, the street cross section detail callout to A/1.
