SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per AM 2-06.4.3 please add the case number (DP17-0086).
2) Provide a solid waste stream calculation per TSM 8-01.8.0.
3) Per UDC 7.6.6C2 please show how water harvesting is incorporated into the cross section details on sheet 8. Details on this sheet should reflect depressed water harvesting area similar to cross section 8.
4) Per AM 2-06.4.9N please show where the volume of water harvesting proposed in the drainage report (ie. 3,959 cu ft) is being provided on the plan. This involves the callout of how many cubic feet are being provided in each water harvesting area. The footprint of the depressed areas also need to be shown. Please note that the drainage report should be updated to reflect the requirements of the rezone conditions for the volume of required water harvesting.
5) Page 19 of the traffic study indicates that a right turn lane into the proposed driveway off of Campbell is warranted but not proposed. Please verify with TDOT that a right turn lane will not be required based on warrants and update site plan layout if required.
6) General, Grading, Paving and Drainage note on sheet 4 lists a geotechnical report that has been prepared in support of this plan. Per TSM 2-01.4.1C6 please provide a copy of this report for review to PDSD Engineering to provide support for the design as presented in the development package.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 13, 2018.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.6 - Provide a blank three-inch by five-inch block in the lower right corner of the plan adjacent to the title block on the first sheet only of the development package for use by Pima County Addressing.

2. 2-06.3.7 - On sheet 1, add the appropriate section numbers to the lower part of the location map (see redline).

3. 2-06.3.8 - On sheet 11, the north arrow, contour interval, and scale should be placed together in the upper right corner of the sheet.

4. 2-06.3.12 - On sheet 1 in the index of sheets, provide the page numbers corresponding to each sheet. Also correct the landscape sheet numbers to match the index, and name the sheets as listed in the index (see redline).




CONTENT REQUIREMENTS

5. 2-06.4.2.A - On sheet 1, zoning is requesting that the two parcel numbers listed be replaced with one parcel number issued through the Pima County Tax Parcel Combo process and completed prior to approval of the DP. As part of the combo the two tax code numbers will no longer be applicable as Pima County will issue a new tax parcel number.

6. 2-06.4.2.D - On the landscape sheets, increase the font size of the page numbers to match the rest of the DP.

7. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

8. 2-06.4.4.B - On sheet 1, label Mountain Avenue and Grant Road on the location map.

9. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. See related comment 2.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Be aware that the use specific standards for alcoholic beverage service as an accessory use are applicable, additional comments may be forth coming related to the accessory use.

10. 2-06.4.7.A.3 - On sheet 2, note 1 under zoning and land use notes, add the following note: "subject to rezoning case C9-xx-xx" (see redline). (As a general note, be aware that upon approval of the rezoning, a response to rezoning conditions will be required with the re-submittal). Also provide rezoning case number in lower right corner of all sheets for reference.

11. 2-06.4.7.A.6 - On sheet 2, note 5 under zoning and land use notes, add the condition of the MS&R Use Modification Waiver.

12. 2-06.4.7.A.6.a - In the lower right corner of each sheet, provide the activity number (T16SA00515) of the MS&R Use application.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

13. 2-06.4.8.B - Clarify the location of the existing 5' communication easement as to whether it's an underground or aerial easement and where the new easement will be located and if it will be underground or an aerial easement. The DP may not be approved until the communication easement is abandoned, relocated and recorded.

14. 2-06.4.8.C - Provide dimensions from back of curb location to the building along Glenn Street and Campbell Avenue.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

15. 2-06.4.9.H.5.a - The width of one of the handicapped parking spaces will need to be widened to 11' for van parking.

16. 2-06.4.9.H.5.d - Show location of short-term and long-term bicycle parking facilities on plan. In addition, demonstrate the short-term parking facility is within 50' of the public entrance and the long-term facility has overhead lighting.

17. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. See related comment 13.

18. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. See related comment 14.

19. 2-06.4.9.Q - Revise the square-footage of the building on the landscape sheet to match the square-footage on the site plan.

20. 2-06.4.9.R - On sheet 5, provide cross and horizontal slopes on all pedestrian pathways onsite.

21. 2-06.4.9.S - See engineering regarding cross slopes along Glenn Street and Campbell Avenue right-of-way.

22. 2-06.4.9.U - Provide a written response to all rezoning conditions once approved by Mayor and Council.

23. 2-06.4.9.W - If applicable, indicate on plan the location of any free-standing monument signs.

2-10.4.0 CONTENT REQUIREMENTS

1. 2-10.4-1 - Provide the rezoning case number and MS&R Use application activity number in the lower right corner of each sheet. Correct the zoning on sheet 11 (see redline).

2. 2-10.4.2.A - If existing vegetation is to remain in place, identify the location, size, and name of the plant(s) to remain in place on the landscape plan. Provide the calculations as stated in Administrative Manual Section 2-10.4.2.A.2.

3. 2-10.4.2.A.3 - On sheet 11, along Campbell Ave, there are notes regarding a 4' tall masonry screen wall. This conflicts with the 30" high screen as shown on the site plan. On sheet 12, the wall detail provided shows a 30" high masonry wall.

4. 2-10.4.2.C - Provide a separate Irrigation Plan (see AM Section 2-10.4.2.C for details). Also, clarify location of wall mounted controller.

5. 2-11.4.0 - Provide a Native Plant Preservation Plan (see AM Section 2-11.4.0 for details)

6. UDC Sec 7.6.5.B.3 - Plants used for screening purposes may not be smaller than a 5 gallon can size when planted. The Trailing Lantana needs to be a 5 gal size.

7. UDC Sec 7.6.4.C.2.d - The area between the right-of-way line and sidewalk and the area between the sidewalk and curb, if not covered with vegetation, must be covered with DG. Demonstrate compliance with this on the landscape plan.
