The following items need to be addressed: 1) Per AM 2-06.4.3 please add the case number (DP16-0232). 2) The words "drainage" and "the" in the Purpose and Objectives section of the drainage report are misspelled. The word "Studies" is misspelled in the Previous studies section. Please correct. 3) The Critical basin section should refer to calculations provided in the appendix to show that the 4,191 cubic feet of water harvesting area will result in the required 15% reduction. A 5-year threshold retention calculation should also be provided to show that the development is meeting the 5-year threshold retention requirement. Please see UDC 7.14.3, equation 3.3 from section 3.2.1. 4) The COT Hydrology calculations contained in appendix B contain errors. Some of these errors are listed as follows; The length of the hydraulically longest watercourse is different from the single change in length factor. The aerially reduced 100-year, one-hour rainfall depth (P100) is listed incorrectly as 1.5 instead of 3.0 (see table 4.1 from UDC 7.14.4). The ratios for other return periods should be updated to match table 4.5 of the UDC 7.14.4). The Soil Type should match type C per Map Tucson data instead of B as contained in the spreadsheet. Please provide an electronic copy of the excel based spreadsheet to facilitate a full review of the updated spreadsheet. Why is there data in the subarea 2 and 3 columns if 100% of the area is contained in the Subarea 1? Please simplify and clarify the spreadsheet per UDC 7.14.4, Chapter 4. 5) Per AM 2-06.4.9N please update the plans to incorporate any changes in the 2nd submittal of the drainage report. 6) There is white out on sheet 1 under the "Total Parking Spaces provided" Section to list 35. Please ensure all data is permanent and unaltered (ie. No whiteout). 7) There is some area at the southwest part of the parking lot where pen has been used to show the parking spaces being sloped toward the water harvesting area. While this does show an attempt to comply with UDC 7.6.6C, the proposed slopes showing the hardscape areas being routed towards the water harvesting areas should be reflected in the updated drafting of the plan as part of the 2nd submittal to ensure that these changes are reflected and not accidentally omitted in future iterations of the plan. There are also some hand drawn pavement slopes at the north side parking spaces that drain into the water harvesting area that should be reflected in the drafting of the 2nd submittal. Other areas where water harvesting basins are proposed should show hardscape sloped to these areas per UDC 7.6.6C. This should also be reflected in the required drainage report calculations to show a 15% reduction in peak runoff. One acceptable way to provide these calculations would be to rerun the hydrology calculations without including the areas that will not discharge storm water offsite during the 100 year storm. These areas should be quantified/identified in an exhibit. 8) Per City of Tucson Resolution 21641, Development Criteria Section 3.3.2, "Stormwater detention is widely used to mitigate the effects of urbanization of flood-peak discharges. Generally speaking, stormwater detention involves storing stormwater emanating from urbanized areas and releasing it at a flow rate that reflects natural or non-urbanized conditions which existed prior to development." This will require that this site use natural, undeveloped conditions as the baseline from which to base both the required 15% reduction in peak flow and the 5-year threshold retention calculation. Please update the drainage report accordingly. 9) General Note 14 on sheet 1 refers to a type 2 grading permit. This is a Pima County or Town of Marana requirement. Please refer to City Of Tucson requirements for engineered or regulated grading permitting standards. Please update this and permitting note 6 to refer to City permitting standards. 10) Permitting note 7 on sheet 1 refers to a section of the Pima County Floodplain Code. Please ensure that all references are to the City Of Tucson regulations. 11) General Paving/Grading Note 1 on sheet 3 refers to a section of the Pima County Zoning code. All references should be to the City of Tucson requirements. 12) General Paving/Grading Note 22 refers to the Geotechnical Investigation of record. Per TSM 2-01.4.1C6 should be provided with the next submittal and plan updated to reflect the recommendations contained therein. Per TSM 2-01.4.1C7 please update General Paving/Grading Note 22 to include the date the report was prepared as well as the name, address and phone number of the firm that prepared the report. 13) Per TSM 2-01.4.1Fb please show the limiting dimensions of the depth of cut and fill and the number of cubic yards of both cut and fill. The area of disturbance is also required. 14) Per TSM 10-01.3.2C (Figure 6) please provide 25' radius curb returns for driveways that access 6th Avenue. There is also an existing curb cut on Irvington that may serve this development that should be replaced with a 25' radius curb return. 15) There is a hand written note on sheet 2 to close an existing curb cut. Please update this with the next submittal so that it is properly drafted. 16) Per Tucson Code Chapter 25-38(a) the minimum distance between a curb cut and a street light is 5 feet. Please locate required curb returns as required above appropriately. There is a street light shown between 2 existing curb cuts. 17) There is a fire hydrant shown in the southeast corner of this site that is using a symbol that is not labeled in the legend. Per AM 2-06.4.8D please show all water lines, sewer lines, fire hydrants, storm sewers, gas, electric and phone lines within 50 feet of the site. Per AM 2-06.3.10 include symbols and line types in the legend. 18) Per TSM 10-01.4.1D1a please label the cross slope of the sidewalk where it will cross the developed conditions driveways onto the site such that they have a maximum 2% cross slope across the pedestrian way. 19) Per TSM 10-01.5.1A1, AM 2-06.4.9O and AM 2-06.4.9H2 show sight-visibility-triangles. 20) Per TSM 8-01.8.0A please provide a waste stream calculation. 21) Per AM 2-06.4.9T please show refuse collection area based on the requirements as determined by the waste stream calculation. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 28, 2017. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 1. COMMENT: Add the PDSD approval stamp on all plan sheets next to the title block. The Digital stamp can be downloaded from the PDSD web site at the following link - https://www.tucsonaz.gov/pdsd/development-permits 2-06.3.11 - A key plan (if provided) shall be located on the first sheet. 2. COMMENT: Lighten up the screening on the key site plan on the cover sheet. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 3. COMMENT: Label the sheet numbers on the sheet index and include the landscape sheets in the index with the sheet number, see redlines. List the name of the Landscape Sheets in the index. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 4. COMMENT: List the on the cover sheet the Owner/Developer's, Landscape Architect information as noted by the standard above. List the email address for the engineer sealing this DP. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 5. COMMENT: Replace the words 'Site Plan' with "Development Package For" in the title block of all plan sheets. The sheet name of the two (2) landscape plan sheets shall be revised with the correct sheet name. They both say 'Cover Sheet', revise as required. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 6. COMMENT: Revise the sheet numbers in the title block of all plan sheets. There are a total of five (5) sheets in the development package. The numbers should be 1 of 5, 2 of 5 etc. Revise as required. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 7. COMMENT: Provide the development package case number, DP16-0232, adjacent to the title block on each sheet. List the administrative street next tot eh title block of all plan sheets. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.2.A - Show the subject property approximately centered within the one square mile area; 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 8. COMMENT: Revise the location map to a 3"x3" one square mile map. The location map for a DP site plan is not required to include the map and plat information, remove any map and plat info. The map shall include all major street names that are within the one square mile area depicted and the streets that abut the subject site. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 9. COMMENT: Revise all zoning notes to reflect the current UDC requirements, section numbers and any technical standards. The LUC or Development Standards section numbers are no longer applicable. Revise the use note to correctly identify the existing o0r proposed use as listed in the UDC section 4.8.6 table 4.8-4. The applicable Use Specific Standard(s) shall also be listed under the use note. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 10. COMMENT: Revise permitting note one (1) to state that this site is designed to comply with the Major Street and Routes regulations in the UDC Section 5.4. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 11. COMMENT: Revise general note 3 to state the square footage of the building which includes the addition and outdoor seating/dining area. (Remove the acre info from this note.) 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. 12. COMMENT: As noted by the standards above, include an expansion calculation for the building area as well as use area. (The outside seating/dining area is an expansion of the use area.) Also unless there is an approved site plan for the existing conditions of the site a vehicle area expansion calculation must also be listed. This site is proposed over five (5) lots and the expansion calculation for lot area expansion is also required. It may be necessary to include the last approved site plan with the next submittal to verify the previous development boudaries. 2-06.4.7.B - Drainage Notes List the following notes as appropriate: 2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 13. COMMENT: Add the above note verbatim to the cover sheet. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 14. COMMENT: Provide the site boundary information that encompasses the overall five lot (5) site. The overall distance and bearing that pertains to the overall subject site shall be labeled. If a separate drawing needs to be added to identify the information requested an additional sheet may be added. Also, zoning will be requesting the five (5) lots be combined into one tax parcel or that a lot combo covenant be recorded based on the approved development package as an exhibit. The Lot Combo Declaration document can be downloaded from the following web site link. - https://www.tucsonaz.gov/pdsd/all-application-forms-submittal-requirements 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 15. COMMENT: The easement along the west side of the overall subject site was abandoned by the City of Tucson. The Quit Claim Deed number is 121597 and the docket and page is 10692 / 2045. List the alley abandonment information on the site sheet. Clarify if the abandoned easement area has been incorporated with the adjacent lots. If not zoning will request that the abandoned portions of the easement adjacent to the five (5) lot site be combined. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 16. COMMENT: Assure that all the information as noted by the standard above is labeled for Irvington and 6th Avenue. It appears that some of the dimensions listed in the standard above are not labeled on the site plan. Add the information as required. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 17. COMMENT: See related comment 14. Also the screening / hatching used on the site plan makes it very hard to read some of the information. Lighten the screening / hatching used for the onsite pavement and street pavement. Also the dark screening / hatching will not allow for a clear and legible document(s) when they are scanned. 2-06.4.9.B - Identify each block or lot by number within the subdivision boundary and include the approximate square footage of each, or a note may be provided stating that all lots comply with the minimum lot size requirements. 18. COMMENT: If the lots are combined via a Pima County Assessor's Tax Parcel Combo, add the information as noted by the standard above. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 19. COMMENT: Add the zoning classifications adjacent to the subject site and including the zoning classifications across the streets. 2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. 20. COMMENT: It is not clear if this project is to be phased. The information under the Project Data text block has noted two items as future building area and patio area. Clarify if the DP is for future phasing or for the expansion of the current development per this DP. If the proposal is for expanding the building area and adding the outside seating / dining area per this plan, revise the information to state Building addition and outside seating /dining area, see redlines. The location of the Outside Seating / Dining Area cannot be verified on the plan. Draw, label and dimension the outside area on the site plan sheet. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 21. COMMENT: Draw and label the current and future sight visibility triangles that affect the subject site. The sight triangles shall be provided along 6th Avenue and Irvington Road where applicable. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 22. COMMENT: Label the width of the onsite vehicle circulation (PAALS), see redlines. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 23. COMMENT: The width of the Irvington Road R/W, centerline to curb and PL must be labeled and sidewalk widths for both streets. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 24. COMMENT: Label the widths of all onsite PAALS. The width of the PAAL adjacent to parking spaces 9 -11 must be 24 feet in width for parking stalls proposed at a 90 degree angle to the PAAL. Label the width of the PAAL between the north side of the building and the planter adjacent to the accessible parking space, label the width of the PAAL on Lot 6, label the width of the PAAL between parking spaces 12 and 18, and label the widths of the two driveway entrances. See redlines for locations. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 25. COMMENT: In order to verify the number of vehicle parking spaces required for this development the building square footage must be clearly noted on the cover sheet under the project data text block. List the square footages as follows, existing building SF = X, proposed building addition SF = X, Proposed out side seating / dining SF = X. For purposes of calculating the parking requirements the existing and proposed building SF and the outside seating / dining SF will be used. Based on the numbers listed in the Project Data text block it is not clear what is being proposed. Revise the parking information on the cover sheet to identify the parking requirements for a food service use rather than an office use as noted on the cover sheet. Accessible parking requirements for this use, based on the number of parking spaces provided is two spaces of which one must be signed as a Van Accessible space. Revise the information related to the accessible parking spaces requirements. See redlines on the cover sheet. Additional comments may be forthcoming on the parking based on the response and revisions to the plan. All parking stalls that abut a sidewalk, crosswalk or landscape area must be designed with wheel stops 2.5 feet from the front of the parking stall. If wheel stops are not provided adjacent to the sidewalks the width of the sidewalk must be increased to 6.5 feet. See redlines for stalls that require wheel stops. The parking stall details on sheet 3 do not show the wheel stops on the standard parking stalls. Draw and label the wheel stops on the standard parking stall detail drawing. Both accessible parking stalls can share an access aisle when places together. If the stalls are placed in different locations each accessible parking stall must include an access aisle. The accessible parking stall detail does not match the parking stall depicted on the drawing, revise the detail accordingly. 2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established. COMMENT: It appears that all parking required for this use has been provided over the overall site (five lots). Clarify if there is a cross access between the proposed development and the development to the west. If so provide any documentation that has been recorded for the cross access or if there is cross parking. Additional comments may be forthcoming on the parking based on the response and revisions to the plan. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 26. COMMENT: It is not clear where the information on the cover related to the loading is from. Remove the information noted. The UDC requirement related to loading zones can be found in UDC section 7.5 and the number and type of loading is listed in UDC Table 7.5.5-A. Based on the loading zone table, a loading zone is not required for a restaurant that is less than 5,000 SF in size. However if a loading is to be provided as depicted on the plan, access in and out of the loading space area must be demonstrated. Based on the location and limited area it appears that access in and out of the loading space may be a problem. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 27. COMMENT: The bicycle parking requirements for this use can be found in UDC section 7.4.8. The number of short and long term bicycle parking spaces needed for this use are two each short and long term facilities. Provide fully dimensioned detail drawings of the short and long term facilities. See UDC section 7.4.9 for bicycle parking design criteria. Additional comments may be forthcoming on this item. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 28. COMMENT: Label the current and future building setbacks based on the back of curb location. The building setbacks from Irvington Road and 6th Avenue must be labeled. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 29. COMMENT: Label the existing and or proposed building height of the building and the existing SF within the building footprint. List the existing and proposed building height under the Project Data text block. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 30. COMMENT: Sidewalks are required adjacent to the building and between a PAAL. Assure that the sidewalk is provided along the entire east and north sides of the building, see redlines. The minimum width is four (4) feet except where adjacent to parking stalls without wheel stops; in that case the side walk must be 6.5 feet in width. Add the sidewalks as required. All sidewalks must be constructed of concrete or similar material. The portion of the sidewalk that crosses the water harvesting area 4 must be constructed of concrete. Revise the drawing to reflect the concrete sidewalk in this location. Label the cross and horizontal slopes for all sidewalk areas and accessible parking spaces and access aisle. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 31. COMMENT: If applicable indicate the locations of any proposed freestanding monument signage. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions.
