SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per AM 2-06.4.3 please add the case number (DP16-0197).
2) Per UDC 7.14.4, Section 2.3.1.5 please provide a proposed conditions exhibit showing the location of the watersheds described in the developed conditions watershed section of the drainage report. Please ensure the acres of onsite developed conditions matches the acres of onsite existing conditions. There is a small variation between the acres of onsite existing conditions watershed area and the acres described in the onsite proposed area narrative. As an example PWS 5 is described as a 0.09 acre area instead of the 0.12 acre area described for the EWS location. This is the area that requires a water harvesting/retention offset for the portion of new development to be permitted.
3) Per UDC 7.6.6C please show how the water harvesting area described in the drainage reports proposed conditions narrative for PWS5 (the new building area) harvests and retains (through infiltration) the water in a landscape area required to be located north of the new 2-story building. The 0.9% slope towards the inlet as shown on sheet 3 of the development plan should be revised to allow for the required water harvesting and 5-year threshold retention required by this site.
4) Please note that per UDC 7.14.4, Section 12.2.1, Item 7 the amount of stormwater discharged from the site should not increase significantly from the predeveloped/ pregraded condition. This is considered to be the original natural predeveloped condition of the site. While it is anticipated this can be addressed through the use of a water harvesting area, it is not clear from the plan how stormwater from the new building area is being harvested/retained in accordance with the proposed conditions section of the drainage report. Please update plan per AM 2-06.4.9N.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 09, 2017.

CONTENT REQUIREMENTS

1. 2-06.4.3 - Provide the development package case number, DP16-0197, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. 2-06.4.7.A.4 - Provide the Use Specific Standards for a Group Home in the R-3 zone; see UDC Table 4.8-2.

3. 2-06.4.7.A.8 - For development package documents provide:

4. 2-06.4.7.A.8.a - Sheet 1 General Note 6 clarify what is meant by "COVERED STRUCTURES". If this is covered porches, ramadas, or roofed areas open on at least one side they do not count as gross floor area, see UDC Article 11.4.8.

5. 2-06.4.7.A.8.c - Until comment 4 is addressed the expansion calculation cannot be verified.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

6. 2-06.4.8.B - There is an "EXISTING 15' PUBLIC ELECTRIC EASEMENT" shown near the northeast corner of the site. Provide the recordation information for this easement.

7. 2-06.4.8.C - Provide the dimensioned width of paving, curbs, and curb cuts on the plan.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. 2-06.4.9.A - As this site is made up of four (4) parcels, 124-04-0110, 124-04-0120, 124-04-0130 & 124-04-0140, a lot combination is required. Provide a copy of the approved Pima County Combo Request form with your next submittal.

9. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

10. 2-06.4.9.H.5 - Once comment 11 is addressed requirements of this section may apply.

11. 2-06.4.9.H.5.a - Clarify what is proposed for this project? If additional bedrooms are proposed, over and above the last approved plans, additional vehicle parking spaces may be required. Provide copies of the last approved site plan with your next submittal.

12. 2-06.4.9.H.5.a - Demonstrate that the proposed accessible vehicle parking spaces meet the requirements of IBC Chapter 11 and ICC A117.1-2009.

13. 2-06.4.9.H.5.d - For a Group Home the requirements for short term bicycle parking are based on 0.10 spaces per bedroom Minimum requirement is 2 spaces, See UDC Table 7.4.8-1. That said until comment 11 is addressed the required number of short term bicycle parking spaces cannot be verified. At a minimum two (2) will be required.

14. 2-06.4.9.O - The street perimeter yard setbacks shown on the plan are not correct. The street setbacks shown are based on UDC Article 6.4.5.C.2. Per UDC Article 11.4.5 definition of Developing Area, this project does not qualify for developing area street perimeter yard setbacks. The front street perimeter yard setback should be based on UDC Article 6.4.5.C.1.a, and the side street perimeter yard setback should be based on UDC Article 6.4.5.C.1.b. Based on a building height of 27 feet the required front street perimeter yard is 40'-6".

15. 2-06.4.9.R - Per TSM 7.01.4.1.C A sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. That said provide a four (4) foot min. wide sidewalk between the proposed building and the vehicle parking spaces to the north.

16. 2-06.4.9.R - Cleary demonstrate on the plan that there is an accessible route from the proposed building to one of the street sidewalks. The route must meet the requirements of IBC Chapter 11 and ICC A117.1-2009.
