The following items need to be addressed: 1) Per AM 2-06.4.3 please add the case number (DP16-0171). 2) Please consider placing all notes not required by City code in a separate section for notes to the contractor/engineer. This will make it easier for the City inspector to only focus on enforcing City requirements during inspections. 3) Address information needs to be updated on sheet 1 of the title block where it says xxxx N. Runway Drive instead of 3236 N Freeway Industrial Loop Drive. 4) Please use keynote 11 to call out the trash enclosure instead of keynote 11 on sheet 2. 5) Parking spaces that are called out by keynote 11 and 12 should be called out by keynotes 12 and 13 instead. 6) Keynotes 8, 9, 15, 32 and 36 do not seem to be called out on the plans. Line work for keynote 23 needs to be added. Site visibility triangles will need to be shown only if the average daily trips (ADT) is over 140. 7) Keynote 7 will need to be updated to provide for 18' radius curb returns if the ADT is over 140. Please indicate if the ADT is less than or equal to 140. 8) Keynote 24 shows the landscape/water havesting areas are only intended to be depressed a maximum of 6 inches. The plan coverage calculation on sheet 4 only shows 1370 square feet of depressed landscaping. Since General note 2 on sheet 1 shows a gross site area of 31, 444 square feet then the square footage or depth of the water harvesting area needs to be doubled in order to avoid a drainage report requirement. This can be done by updating keynote 25 on sheet 2 to require a minimum 12 inch depression of all landscape area or by adding new landscape areas as appropriate. This is allowed because we have type A soils. 9) The gross site area called out in note 2 on sheet 4 is different than is shown on sheet 1 in general note 2. Please update accordingly. 10) Per UDC 7.6.6C the new impervious areas should be sloped to drain towards the new water harvesting areas. Please update grading and site plans accordingly. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 28, 2017. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected. 1. COMMENT: Add the scale and north arrow to the site plan drawing on sheet 2. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 2. COMMENT: Label the contour interval under the north arrow on sheet 3. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 3. COMMENT: Add the sheet numbers to the sheet index on the cover sheet. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 4. COMMENT: List on the cover sheet, the Civil Engineer's information as noted by the standard above. 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 5. COMMENT: List the name of the development in the title block of all plan sheets. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 6. COMMENT: Provide the development package case number, DP16-0171, adjacent to the title block on each sheet. Also, list the administrative address of the project site next to the title block of all plan sheets. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 7. COMMENT: Per the recorded plat, the lot square footage is listed as 31,227 SF. Verify the actual square footage and revise general note 2 and 3 and the Site Data Table on sheet 2 as required. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 8. COMMENT: The use has been listed under general note wholesaling but the specific use type was not listed. There are three specific principal use types in Table 4.8-5 and all three do not have an applicable use standard associated with any of the three principal uses. Revise the use note accordingly. 2-06.4.7.B - Drainage Notes List the following notes as appropriate: 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 9. COMMENT: Label the recorded PUE that is on the property towards the street frontage. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 10. COMMENT: Label the dimension from the back of curb to the property line. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 11. COMMENT: Label the zoning classification "I-1" for the property across the street. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 12. COMMENT: Dimension the width of the interior PAAL between the parallel and 90 degree parking areas. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 13. COMMENT: Add a dimensioned detail drawing of the parallel parking spaces or dimension the parallel parking area. Draw the wheel stops for the two parking spaces that abut the pedestrian sidewalk. Label the cross and longitudinal slopes for the access aisle based on the proposed grades. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 14. COMMENT: Demonstrate maneuverability in and out of the loading zone. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 15. COMMENT: AS note by the standard above, provide fully dimensioned detail plan view drawings for the short and long term bicycle parking facilities. See UDC section 7.4.9 for design criteria. When the long term bicycle parking facility is proposed within the building the proposed location must comply with the criteria listed in UDC section 7.4.9.D Short term facilities must be within 50 feet of the main entrance to the building. Draw and label the main entrance to the building and label the distance from the short term facility to the main entrance. 2-06.4.9.M - Grading Plan 2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan. 2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently. 16. COMMENT: Once zoning has approved the DP site plan the grading plan is also approved. Assure that any changes that are made to the DP site plan base sheet are also made to the grading and landscape site sheets. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 17. COMMENT: Dimension the building setbacks from the property line to the closest portion of the building wall. The minimum street side setback is the greater of 20 feet or one and one-half times the height of the wall facing the street. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 18. COMMENT: Clarify if this development provides service to the general public. If so indicate the pedestrian areas that are for employee use only. Physically separated concrete sidewalks are not required where employee only are proposed or where the public is not allowed. Striped walkways are allowed only in areas where the general public is not allowed. Label the cross and longitudinal slopes for all sidewalks based on proposed grades. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 19. COMMENT: It does not appear that a driveway apron is proposed. Double check with the engineering reviewer for the apron requirements in the right of way. Depending on the requirements, curb access ramps may be required on both sides of the driveway. If so draw and label the curba access ramps and apron. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 20. COMMENT: If applicable draw and label the location of proposed freestanding monument signs. Add a note that separate permits are required for all signage. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. 21. COMMENT: See the landscape reviewer comments. Add a keynote for the proposed fencing along the front yard. 22. COMMENT: There are several keynotes on sheet two that are not placed or pointing to the actual callout as noted in the keynotes text block. Review the symbol locations and revise the keynote callout locations as required. Add the drawing symbols, line work etc where missing or required. Verify that all keynote callouts are actually drawn on the site plan sheet. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. B. The landscape plan will contain the following identification in the lower right corner of each sheet: Any relevant case number for reviews or modifications that affect the site. 7.6. LANDSCAPING AND SCREENING The landscape plan shall include the following: Inorganic Ground Cover Except as otherwise provided by this section, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, must be covered with an appropriate inorganic ground cover, such as decomposed granite. Irrigation Plan 1. Type of water conserving irrigation systems proposed and differentiation between systems for the different water use zones on the site; 2. Source of irrigation water; 4. System specifications and system design and layout (Section 4-01.4.2, Irrigation Standards, of the Technical Standards Manual); 5. Extent of supplementary irrigation in each planting area, provided by water harvesting methods; 6. Point of drainage off roof areas, amount of flow, and disposition of flow. Grading Information 1. Grade changes across the site indicated by one-foot interval contour lines or by spot elevations; 2. Percent slope across the site and the direction of the slope of paved areas; 3. Existing grades on adjacent rights-of-way and adjacent sites. If an adjacent right-of-way or site is under construction, show the proposed finish grades; 4. Extent of grading boundaries if a portion of the site is to be kept in its natural undisturbed state. Indicate natural contours of undisturbed areas; 5. Areas of detention/retention, depths of basins, and percentage of side slope; 6. The methods by which water harvesting or storm water runoff is used to benefiting planting areas on the site Ensure that all zoning and Engineering comments and concerns are addressed.
