COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 20, 2017.


2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

1. COMMENT: Add the north arrow and contour interval on sheet 4.


2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

2. COMMENT: The symbols for the following 3 Legend items are not shown; easement line, original subdivision line and PCA tax parcel number. Add the symbols or if not used remove or add a N/A to the three items.


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

3. COMMENT: Provide the development package case number, DP16-0166, adjacent to the title block on each sheet.


2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

4. COMMENT: The lot size and dimensions do not match the Recorded final plat information. Per the plan, there are notes related to lot line adjustment noted for all lot lines. Clarify if the owner or applicant has processed a Lot Split / Lot line reconfiguration application through the PDSD. If the application has not been processed the owner / applicant must have the application started, reviewed and approved before the DP can be approved. Zoning will verify the lot area with the lot split / lot line reconfiguration once the application has been submitted for review and approval. Include a copy of the approved and stamped survey drawing with the next DP submittal.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

5. COMMENT: Revise the use note to "Commercial Storage Subject to compliance with UDC section 4.9.10.A".


2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

6. COMMENT: A 7.5-foot Water Easement was recorded in Maps and Plats - Bk 12 at Pg 31 along the west recorded boundary of lot A-2. Clarify if the reconfiguration of the lot lines has moved the west lot line away from the recorded water easement. If not draw, label and dimension the easement.


2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

7. COMMENT: Dimension the Centerline to face of curb and face of curb to property line.


2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

8. COMMENT: As mentioned in comment 4, a lot split / lot line reconfiguration application must be processed. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review.

9. COMMENT: See related comments 4 and 7 above.

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

10. COMMENT: Per Table 7.5.5-A 1 12' x 35' loading spaces is required unless direct access is provided to the storage areas. Per the plan it is not clear if the bay doors allow for access into the building for unloading or if the loading area will have to be provided on the site, clarify. Revise the Loading zone calculation as required.


2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.
2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

11. COMMENT: The grading plan has been reviewed by zoning concurrently as part of the DP. Once the DP site plan is approved by Zoning the grading plan is also approved as it relates to the zoning review purview for zoning. If changes are necessary to the DP site plan, those changes shall also be made on the grading and landscape plan sheets for consistency.


2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

12. COMMENT: Clarify if wall height labeled on the building footprint is measured from design grade or finished floor. For purposes of the building setback, the height is to be measured from design grade. Revise as required.


2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

13. COMMENT: Label the building height within the building footprint as noted by the standard above.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

14. COMMENT: A concrete sidewalk is required between the building and the vehicular use areas. The sidewalk must be a minimum of 4 feet wide "clear" access and physically separated from the pavement. The areas depicted on the plans as striped pedestrian refuge areas must be revised to concrete sidewalks. The sidewalk must be provided to the refuse areas. (If this development qualifies under the exception of TS 7-01.3.3 Exceptions section, add a note on the plan that this development will not provide service to the general public.)

Exceptions:
1. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces.
2. Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor yards, or similar uses, are not required to have sidewalks constructed in conformance with this standard, provided adequate pedestrian refuge areas are provided.
C. Within this pedestrian circulation path, an accessible route is also required in compliance with the city's adopted building codes.


2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

15. COMMENT: If applicable to this site, draw and label any proposed freestanding monument signage. Add a note that states that signage will be under separate permit.


2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required, in accordance with Section 2-11.0.0, Landscape Plan Requirements.

16. COMMENT: See the landscape reviewer's comments related to requirements for landscape buffers and screening.
