COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 12, 2017.

CONTENT REQUIREMENTS

1. 2-06.4.3 - Provide the development package case number, DP16-0147 , adjacent to the title block on all sheets.

2. 2-06.4.3 - Please provide the following case numbers, DP1-0062, DP1-0065, P1212-008 & P1212-013, adjacent to the title block on all sheets.

4. The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.8 - Existing Site Conditions

5. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

6. 2-06.4.8.B - There is a private access and maintenance easement shown on the final plat the is not shown on the plan. Show the easements.

7. 2-06.4.8.B - There is a private 30' landscape/signage easement shown on the final plat the is not shown on the plan. Show the easements.

2-06.4.9 - Information on Proposed Development

8. The following information on the proposed project shall be shown on the drawing or added as notes.

9. 2-06.4.9.H.5 - Fully dimension the back-up spur shown at the north end of the east parking area, see UDC Article 7.4.6.F.4. Zoning recommends that the curbing be moved to the south so that 3' is maintained to prevent a backing vehicle from overhanging the sidewalk.

10. 2-06.4.9.H.5 - Show the required 1' setback from the building to the drive-thru, see UDC Article 7.4.6.F.2.a.(2).

11. 2-06.4.9.H.5.a - Revise the accessible parking sign to show a 7'-0" mounting height to the bottom of the accessible sign to grade.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per AM 2-06.4.3 please add the case number (DP16-0147).
2) Per AM 2-06.4.8I please show existing floodplain information within 50 feet of the site, including 100 year floodplain limits and erosion hazard setback limits from the existing conditions hydrology map from the site analysis contained in the PAD document (Page 26).
3) Per PAD Requirement K4 (page 91) the construction of bank protection is required along the no name wash before development is permitted within the erosion hazard setback or floodplain limits. The Parking and Buildings are required to be outside the floodplain areas per Section K4 (page 91) of the PAD. Please show the required bank protection as either existing or proposed and show the proposed conditions floodplain and erosion hazard setback limits per AM 2-06.4.9N. See the Developed Conditions Hydrology Map for Rio Verde Village (page 95 of the PAD) for delineation of the bank protection. Please show the proposed conditions floodplain and erosion hazard set back limits.
4) Per TSM 2-01.4.1C6 and the rigid pavement section of the addendum 2 (March 12, 2015) of the geotechnical report all PCCP pavement should have a minimum 28-day compressive strength of 4,000 psi. Please update the trash recycle enclosure detail 5 on sheet 3 to reflect the 4,000 psi requirement instead of the 3,000 psi requirement currently noted.
5) Per TSM 2-01.4.1C6 and page 17 of the original geotechnical report, the scarification depth requirement noted in Paving/Grading General note 10 on sheet 5 needs additional detail to incorporate the pavement preparation requirements that "prior to placing pavement materials that the exposed subgrade be scarified, moistened or dried as required to a depth of 10 inches." This would replace the 6" scarification depth in note 10 for pavement areas.
6) Per AM 2-06.4.8B permission from the easement holder is required for placement of the new retaining wall (Detail cross section 11/5) shown on the north side of development. Please provide evidence of this permission with the next submittal.
7) Per AM 2-06.4.8B please clarify the dimensions for the easement callout for easement type D (Varying Width) just east of the site limits on sheet 3 (within 50 feet of site).
8) Per TSM 7-01.4.3E please show how the 10 year storm water runoff is routed away from or under the pedestrian way where cross section 9/5 is called out near the southern boundary on sheet 4.
9) The detailed keynotes legend on sheet 4 calls out "DC" for both the "depressed curb opening" and the "connect downspout" The connect downspout should use a keynote "DS" designator to match what is shown in plan view.
