11/17/2016 | PAUL BAUGHMAN | ENGINEERING | REVIEW | Reqs Change | DATE: November 18, 2016 DUE DATE: November 29, 2016 SUBJECT: Tentative Plat: Mixed Use Commercial Shopping Center TO: Jeff Hunt, PE LOCATION: 1050 W. Irvington Road REVIEWERS: Paul Baughman, PE, CFM ACTIVITY: DP16-0044 SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed: 1) Per PAD Document City of Tucson Water Harvesting requirements apply. Please restore the curb cuts and areas of hardscape surfacing being routed to the interior landscaped islands in the same manner as approved in the original DP16-0044. See also October 21, 2016 letter from Jeff Hunt and Phone Conversation on November 18, 2016 between Paul Baughman and Jeff Hunt. See redlines. 2) Add keynote to 21 to list of keynotes on sheet 25 and all other sheets where this keynote is or will be called out based on other comments. See redlines. 3) Relocate or remove the new catch basin and 12" storm drain pipe west of building 38 on sheet 43 (ie. CP 15) and let at least some of the hardscape surfaces drain to required water harvesting area instead. This is per the previously approved plan and agreement on water harvesting for complying with Tucson Commercial Water Harvesting Requirements. See redlines. 4) Update the watershed summary table, the Storm water inlet summary tables and the proposed conditions watershed map from the drainage report for PWS 15, CP 15 and any other PWS or CP as appropriate to account for the change in watershed conditions. If you have any comments questions or wish to discuss new information, please call or email me at 520-837-5007 or paul.baughman@tucsonaz.gov. |
11/17/2016 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields Principal Planner PROJECT: Irvington & I-19 Commercial Center Development Package (Revision #1) DP16-0044 TRANSMITTAL DATE: November 17, 2016 DUE DATE: November 29, 2016 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). 1. 2-06.4.9.H.5 - Sheet 12 main access lane north bound dimensions do not line up with the access lanes. 2. 2-06.4.9.H.5 - Sheet 14 near Building #13 there appears to be a proposed one-way access lane. Provide a width dimension for this access lane. Also per PAD 29 Section C.3 the minimum width of a one-way access aisle should be 20'-0". Demonstrate on the plan how the one-way access lane will be controlled, i.e. signage, pavement marking, etc. 3. 2-06.4.9.H.5 - Sheets 14 & 19 Building #10 show the required 1'-0" setback from the drive-thru to the building, see UDC Article 7.4.6.F.2.a.(2). 4. 2-06.4.9.H.5 - Sheet 21 top left corner there is an access lane shown. Per UDC Article 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. Show the required barriers along this access lane. 5. 2-06.4.9.H.5.a - Sheet 3 the required number of vehicle parking spaces is not correct. Per PAD 29 Section C.1 the required vehicle parking should be based on 1 space per 300 square feet for all permitted use. 6. 2-06.4.9.H.5.a - There are numerous wheel stop location dimensions that are not shown correctly with in the drawing set. You may want to provide a standard detail. 7. 2-06.4.9.H.5.d - Per UDC Article 7.4.9.B.2.g A bicycle rack must be a minimum of two and one half feet from a wall or other obstruction. Show that this requirement is met at; a. Sheet 79, BUILDING 4, between the rack and long term locker. b. Sheet 79, BUILDING 19, the dimension should be from the south end of the rack not north. c. Sheet 79, BUILDING 20, the dimension should be from the south end of the rack not north. d. Sheet 80, BUILDING 33, between the rack and the building. e. Sheet 80, BUILDING 36, between the rack and the building. f. Sheet 80, BUILDING 39, between the rack and long term locker. 8. 2-06.4.9.H.5.d - Sheet 79, Detail L clarify what "BOLT TO LOCKER TO 4" CONCRETE PAD" means. 9. 2-06.4.9.R - Sheet 15 lower left corner show the required pedestrian circulation to the proposed trash enclosure. 10. 2-06.4.9.R - Sheet 12 or 13 Building #7 provide a width dimension for the sidewalk along the main entrances. Per PAD 29 Section C.13.e this should be a minimum 6'-0". 11. 2-06.4.9.R - There are numerous 10' wide speed humps shown on the plans. Demonstrate how vehicles will be prevented from accessing the sidewalk via the speed hump. 12. 2-06.4.9.R - Sheet 19 south of Building #11 there is a 6.5' dimension at the top of the accessible ramp that does not line up with the ramp. 13. 2-06.4.9.R - Keynote 19 calls "SEE DETAIL ON SHEET 82. As sheet 82 only has ramp details for Buildings 1 - 5 should this keynote also reference sheets 83 - 85? 14. 2-06.4.9.R - Sheet 21 east of Building #29 there is a 14' dimension that dimensions nothing, clarify. 15. 2-06.4.9.R - There are numerous accessible vehicle parking spaces shown that provides access to the buildings via a speed hump. Based on the minimal grades provided it is not clear that the access will work. 16. 2-06.4.9.R - Sheet 37 there are accessible vehicle parking spaces shown just east of building #28.
