The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2012. 1. Sheet C3.1 & C3.7: Call out the construction plan number for the existing sewer line and the IMS numbers for all of the existing public manholes/cleanouts shown on plan with as-built rim and invert elevations. 2. Sheet C3.1: Call out the public sewer easement with width and recordation information for the public sewer shown along the north side of property. 3. Sheet C3.7: Call out for depressed curb and extra strength concrete for the sidewalk on the south side of Allen Road fronting MH # 8824-01 per EDS 2012 7.6. This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2012 and PCRWRD Standard Specifications and Details for Construction 2012. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 17, 2016. 1. COMMENT: 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet. This includes the cover sheet. 2. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 3. 2-06.4.3 - Provide the development package case number, DP16-0030, adjacent to the title block on all sheets. 4. 2-06.4.3 - Provide the administrative street address adjacent to the title block on all sheets. 5. 2-06.4.4 - Provide a project-location map on the first sheet of the development package in the upper right corner. The location map shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information; 2-06.4.2.A - Show the subject property approximately centered within the one square mile area; 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 6. 2-06.4.5 - Clarify why there are two (2) cover sheets, sheet 1 & 4, and duplication of information. 7. 2-06.4.6 - Provide a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed. 8. 2-06.4.7.A.1 - List as a general note: "Existing zoning is PAD-11." 9. 2-06.4.7.A.2 - As a general note List as a general note the gross area of the site/subdivision by square footage and acreage. 10. 2-06.4.7.A.4 - As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 11. 2-06.4.7.A.6.a - List the following applicable case numbers, C9-04-23, D06-0007 & D05-0035, in lower right corner adjacent to the title block of each sheet. 12. 2-06.4.8.B - There are numerous easements shown on development packages D05-0035 & D06-0007, that are not shown on this package. So all existing easements along with the recordation information on the plan. 13. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: dimensioned width of paving, curbs, curb cuts, and sidewalks. 14. 2-06.4.9.E - A lot combination is required for the two (2) southern parcels. Zoning acknowledges that a filled out Pima County Combo Request for was provided with this submittal but it does not show that the Pima County Assessors reviewed and approved the lot combo. 15. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. Zoning recommends that this information be provided on the required reduced PAD map, see comment 7. 16. 2-06.4.9.H.2 - Show any applicable future and existing sight visibility triangles (SVTs) on the plan. 17. 2-06.4.9.H.5 - Sheet C3.4 provide access lane width dimensions for access lane/drop-off at both the east and west end. 18. 2-06.4.9.H.5 - Per UDC Article 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. That said Sheet C3.2 & C3.3 construction note (CN) 4 calls for barricade railing to be installed along the north side of the access lane. Show the required two (2) setback on the plan. 19. 2-06.4.9.H.5 - Sheet C3.6 provide an access width dimension for the northern most access lane into the parking structure. 20. 2-06.4.9.H.5 - Provide a fully dimensioned parking structure so that the requirements of this section can be verified. 21. 2-06.4.9.H.5 - The total number of accessible vehicle parking spaces provided does not appear to be correct. The calculation should include the number required and provided. 27. 2-06.4.9.H.5.d - Show the required short term bicycle parking on the plan. 28. 2-06.4.9.H.5.d - Provide a detail for the required short term bicycle parking that demonstrates how the requirements of UDC Article 7.4.9.B & .C are met. 29. 2-06.4.9.I - Sheet C3.4 it appears that dedication of right-of-way is proposed along the north side of Allen Road. Provide documentation from COT Real Estate once the dedication is approved. 30. 2-06.4.9.O - Provide perimeter yard setback dimensions from the proposed building to the south street property line and from the proposed parking structure to the north property line. Until the height of the proposed structures is provided, see comment 31, the required setback cannot be verified. 31. 2-06.4.9.Q - Provide the square footage and the height of each structure within the footprint of the building(s). 32. 2-06.4.9.R - Per IBC 1104.1 demonstrate on the plan that there is an accessible route between all structures, to all accessible vehicle parking spaces, to at least one of the right-of-ways, etc. that meets the requirements of IBC Chapter 11 and the ICC A117.1-2009. 33. 2-06.4.9.R - Per TSM 7-01.4.1.F Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. That said demonstrate on the plan how a disabled person will get from the accessible vehicle parking spaces shown in the parking structure and south of Allen Road to an accessible route without maneuvering behind a vehicle parking space within the PAAL. 34. 2-06.4.9.R - Per TSM 7-01.3.3.B Within all development, a continuous pedestrian circulation path is required as follows: B. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said clearly demonstrate that the minimum 5' sidewalk is provided to the Ronald McDonald House from the existing and proposed structures on site. 35. 2-06.4.9.R - PAD-11 Section 3.2.2.d.(iii) minimum sidewalks width is 5'-0". Provide width dimensions for the sidewalks shown; Sheet C3.4 northeast corner of the sheet south of the proposed parking structure. Sheet C3.5 northwest corner of the sheet south of the proposed parking structure. Sheet C3.5 sidewalk east of the drop-off area. Sheet C3.5 sidewalk shown along the south and west side of the drop-off area 36. 2-06.4.9.R - Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said a sidewalk is required along the north, east and west side of the parking structure. 37. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 38. 2-06.4.9.W - Provide a general note stating all signage requires a separate building permit. Additional comments. 39. The address of the development is 3838 N. Campbell Avenue in Tucson. The UMC Banner North Medical Park site is located within the service area for solid waste collection by the City of Tucson - ES and private solid waste collection companies. Access to the subject site is provided from Roger Road on the north, from Campbell Avenue on the west, from Allen Road on the south and from Wilson Avenue of the east side of the subject site for collection of refuse and recycling containers. There are no concerns about solid waste and recycling material collection and removal from the subject parcel. The September 13, 2005 Planned Area Development states that: 1. Waste collection receptacles will be located for trash collection by the City or private hauler. 2. Compaction type equipment may be used and collection from the site will be as required. 3. Solid waste collection areas will have a 6-foot high screen on three sides. ES revisions to these statements are: 1. Refuse and recycling containers will be located for collection by the City of Tucson or private hauler. 2. Compaction type equipment may be used and collection from the site will be as required. 3. Solid waste enclosure areas will have a 6-foot high masonry wall with gates to prevent unauthorized access and to visually screen the container. In addition, ES requires that the solid waste management plans for the UMC Banner North Medical Park facility comply will all of the technical requirements in Section 8: Solid Waste and Recycle, Disposal, Collection and Storage of the City of Tucson Unified Development Code. In summary, future development plan submittals for the UMC Banner North Medical Park facility shall comply with all of the technical requirements in Section 8 of the City of Tucson Unified Development Code.
