02/19/2016 JOE LINVILLE LANDSCAPE REVIEW Reqs Change 1) UDC 7.6.4.B.2. Plant Protection
Areas where plants are susceptible to injury by vehicular or pedestrian traffic must be protected by appropriate means, such as curbs, bollards, or low walls.

2) UDC 7.6.4.C.4.e. Historic Preservation Zone (HPZ)
The Planning and Development Services Department Director may grant a complete or partial exception to the landscape border standards for development within a HPZ. The exceptions may be granted if, after completion of the HPZ development review required by the HPZ, the PDSD Director determines that the standards are not compatible with the character and design elements of the HPZ.

The PDSD Landscape Section recommendation is that an appropriate landscape treatment for the site and associated off site parking lots would be to restore them to comply with the requirements in effect at the time it received initial approval, in lieu of modifying the sites to meet UDC 7.6.4.C.2.

Refer to the Zoning Code for the time period when the site was approved for the landscape area calculation.

3) UDC 7.6.4.C.2.c, UDC 7.6.4.F.1 Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets./ F. Use of the Public Right-of-Way
Nonrequired landscaping may be placed in the public right-of-way, if the following standards are met:
1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type;

4) UDC 7.6.5.G.3. The PDSD Director may grant a partial or complete exception to the screening standards for development within a Historic Preservation Zone. The exceptions may be granted if, after completion of the historic district development review required by Historic Preservation Zone, the PDSD Director determines that the standards are not compatible with the character of the historic district.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The UDC, AM & TSM can be viewed at www.tucsonaz.gov/pdsd.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 4, 2017.

1. Per UDC Articles 7.4.3.E.2, 7.4.5.E.2 & TSM Section 7-01.2.B.2 based on an expansion of use area greater than 25% requires that this development package has been reviewed for full code compliance with UDC
Articles 7.4 & 7.5. TSM Section 7. It also appears that the square footage provided for the proposed outdoor seating is incorrect, see comments 8 & 9. Once clarified if this expansion is greater than 50% than UDC Article 7.6.2.B.2.b will apply.

CONTENT REQUIREMENTS

2. 2-06.4.3 - Remove the address from the title block and provide it adjacent to the title block on each sheet.

3. 2-06.4.3 - Provide the development package case number, DP16-0023, adjacent to the title block on each sheet.
2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

5. 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

6. 2-06.4.7.A.8.a - It does not appear that the gross floor area of the outdoor seating is correct. Based on the dimensions provided on the plan the outdoor seating GFA should be 947 SF. Clarify the difference.

7. 2-06.4.7.A.8.c - Provide a use area expansion calculation on the plan.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

9. 2-06.4.9.H.5 - Demonstrate on the plan how vehicle access is provided to the accessible vehicle parking space shown on the plan. Per UDC Article 7.4.6.K the street may not be used for access to the parking space.

10. 2-06.4.9.H.5 - Provide an access lane width dimension for the two-way access lane show between the raised concrete called out under keynote 9.

11. 2-06.4.9.H.5 - The 10'-11" canopy height does not meet the requirements of UDC Article 7.4.6.E.2.

12. 2-06.4.9.H.5.a - Provide a large scale detail of the accessible parking space showing all accessible requirements such as dimensions, markings, grade slopes, accessible parking aisle, signage, van accessible space and access to the accessible route. Per the 2012 IBC, Table 1106.1, the accessible vehicle parking space is required to be a van accessible parking space. Demonstrate on the detail that the accessible space meets the requirements of ICC A117.1, Section 502.2.

13. 2-06.4.9.H.5.a - Provide a large scale sign detail including a van accessible sign.

14. 2-06.4.9.H.5.d - Provide a detail for both the proposed short and long term bicycle parking. The detail should demonstrate that the short term meets the requirements of UDC Article 7.4.9.B & C and the long term meets 7.4.9.B & D

15. 2-06.4.9.H.5.d - There is a keynote 21 shown along 4th north of the proposed sidewalk but no bicycle parking shown, clarify.

16. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). This includes the outdoor seating area.

17. 2-06.4.9.R - Provide width dimensions for all propose and existing sidewalks shown on the plan.

18. 2-06.4.9.R - For all sidewalks shown on the plan demonstrate how the requirements of TSM Section 7-01.4.2 are met.

19. 2-06.4.9.R - Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage. That said it is not clear that a sidewalk has been provided to University.

20. 2-06.4.9.R - Per IBC 1104.1 demonstrate on the plan that there is an accessible route to one of the right-of-ways that meets the requirements of IBC Chapter 11 and the ICC A117.1-2009.

21. Per IBC 1104.1 demonstrate on the plan that there is an accessible route from the accessible vehicle parking space to the accessible entrance of the building that meets the requirements of IBC Chapter 11 and the ICC A117.1-2009.

22. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.
