My major concerns are:

1. The SE corner of Broadway and Church. The public is taken out of the ROW and on to private property. If you want to do this you will need to get a Public Access easement. Hold has been place on building CofO.

2. You are not following the City of Tucson Urban Streetscape Design Manual. The main thing here is that the main pedestrian areas are to be concrete - not pavers.

3. I'm O.K. with the planting and irrigation plan

Following conditions of approval to be added on the plan cover sheet: 1. Per UDC Section 5.12.6.L.f a ground vibration study. The study will include proposed methods of demolition, the effects those methods have on adjacent historic buildings, and what safeguards are proposed to prevent unintended damage. Historical data from ground vibration studies taken during previous demolitions that were performed in the downtown core using your proposed methods may be supplemental to support the analysis. The study must be approved by the City of Tucson's Design professional prior to issueance of a demolition permit.
2. Any changes to the design subsequent to the approval of the October 7th, 2016 submiital will return for review by the above listed reviewing authorities.
3. This approval applies only to the requested exemptions and does not constitute approval of a building permit. Compliance with all other applicable zoning and building code requirements is required. Changes made to the plan in order to achieve compliance with these other code requirements which affect the exemption request may require another review for compliance with the IID requirements.

Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 09, 2016.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

1. 2-06.4.9.H.5.a - As new vehicle parking is proposed provide a detail for both a standard and accessible vehicle parking space. Also provide a wheel stop location dimension on the detail.

2. 2-06.4.9.H.5.a - Per the 2012 IBC Chapter 11 Section 1106.5 at least one of the provide accessible vehicle parking spaces must be van accessible. Demonstrate on the plan that this requirement is met. Also provide a width dimension for the access aisle for the other proposed accessible vehicle parking space provided.

3. 2-06.4.9.H.5.a - Clearly demonstrate on the plan how the requirements of ICC A117.1-2009 Section 502.5 are met.

4. 2-06.4.9.R - Dimension the required landings for the proposed ramp shown on the plan, see ICC A117.1-2009 Section 405.7
