However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised development package to verify that those changes do not affect any zoning requirements.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual (TSM).

1. If the TSMR is approved provide a general note on the plan stating the TSMR number, date of approval, what was modified, if if applicable any conditions of approval on the plan. COMMENT: There is a "PROPOSED TEMPORATY 2" THICK ASPHALT PATH" called out under Construction Note 43 that does not meet the requirements of TSM 7-01.4.3.C. Either revise the composition or a Technical Standards Manual Modification must be applied for and approved prior to approval of this development package.

11/10/2015 BVIESTE1 COT NON-DSD ENVIRONMENTAL SERVICES Reqs Change The Development Package has been reviewed on behalf of the Environmental Services Dept. and the following will need to be addressed on the resubmittal:

· General Note #27 does not include the waste stream calculations as described in TSM Section 8, but instead only states what will be provided. Add the results of the waste stream calculations to General Note #27.

· The compactor enclosure is to have two feet clear on each side of the compactor per TSM 8-01.5.2.I. This means the bollards cannot be in the clear space. Provide two feet clear on each side of the compactor, including the rear side which is also less than two feet clear. Make sure there is 10 ft. clear between the bollards for those which house the front load recycling containers per the details in TSM Section 8.

· The gate openings are to be 12 ft. minimum unobstructed opening per TSM 8-01.5.2.F. It appears the design of the gate hinges for these enclosures provide less than 11 ft. clear opening.

SUMMARY: The Development Package within the Tucson Market Place was received and reviewed by Planning & Development Services Department Engineering Division for the 1st submittal. Development Services Department Engineering Division does not recommend approval of this Development Package until the following comments are addressed.
BASE PLAN COMMENTS:
1) Admin Man Sec.2-06.4: Clarify in title block the case number on each sheet.
MASTER COVER SHEETS/ GENERAL NOTES:
2) Tech Man Secs.4-04.14.3.2(a)-(d), 4-04.14.3.3, 4-04.1.5.1&2: Add verbiage as note regarding maintenance for drainage facilities: Owner(s) shall be solely responsible for operation, maintenance, and liability for drainage structures, and shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for drainage facilities at least once each year, and that these regular inspection reports will be on file with owner for review by City staff, upon written request. City staff may periodically inspect drainage facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately. Owner(s) agree to reimburse City for any and all costs associated with maintaining drainage facilities, should City find owner(s) deficient in their obligation to adequately operate and maintain their facilities.
SITE, GRADING, PAVING, DETAIL SHEET COMMENTS:
3) Tech Man Sec 8-01.5, Tech Man Secs.2-01.4.1.C, 8-01.5.2.G, 8-01.5.2.D:: Show dimensions and clarify solid waste area trash enclosure areas on all planview sheets to show minimum 40-ft back-up area in front of trash enclosure areas (does not match sheet DTL-2, which is correctly depicted). Assure solid waste pick-up area is elevated so as not to become a flowline for general local flows in the area. Assure dimensions are provided on detail sheet to show a minimum 10-ft clear between bollards and gate for solid waste pick-up area, and minimum 20-ft clear between interior side bollards on large enclosures.
4) Tech Man Secs.2-01.4.1.C, 8-01.5.2.G: with keynotes for planviews, specify type of cover (labeling a sized gravel or vegetation per landscape plans) for area between perimeter and southern access area, as well as area between sidewalks and parking curbed medians.
SURVEY/UTILITIES / EASEMENTS COMMENTS:
5) Provide local Basis of Elevation location labeled and identified a planview.
SOILS/GEOTECHNICAL REPORT COMMENTS:
6) Tech Man Secs.4-04.2.3.1.6.A.4.d, 4-03.2.2, 2-01, 4-03.III.3.5.1.3.a: Provide copy of soils report with pavement structural design recommendations and other recommendations.
