1) Per TSM 10-01.2.7A please show a four foot wide sidewalk with wheelchair ramps along south frontage. Include a 25' radius curb return per Figure 6 and TSM 10-01.3.2C.
2) Per TSM 7-01.4.3E please show how all 10 year drainage, including roof drainage is conveyed under the pedestrian way/sidewalk. Per AM 2-06.4.8F please show where roof drainage downspouts are located with flow arrows per the Tucson Drainage Standards Manual Section 5.2, item 3.
3) Per TSM 8-01.8.0A please provide a Waste stream calculation to determine whether a 95 gallon APC is sufficient or whether a metal container must be used. If a metal container must be used please show layout per TSM Section 8 on next submittal. Per AM 2-06.4.9T show refuse collection areas.
4) Per TSM 4-01.2.1A6 please show pavement sloping towards recessed planting areas.
5) Per AM 2-06.4.7A8c please show the square footage of new pavement for vehicle use area expansion (ie. Parking lot area).
6) Per AM 2-06.3.10 please include OHE line work north of the addition as part of the legend. Per AM 2-06.4.8B and AM 2-06.4.9L please call out any easements this line work may fall into.
7) Per AM 2-06.4.8D please show Sewer, water, gas, electric, storm drain and phone lines within 50 feet of the site, including all of the adjacent streets and 50 feet on the other side of the street.
8) Per AM 2-06.4.8E1 and AM 2-06.4.9N4 please provide spot grades and contours on and adjacent to the site to show general existing and proposed drainage patterns. These spot grades and contours must clearly demonstrate that drainage patterns do not change per Section 2.3.1.5F of the Tucson Drainage Standards Manual.
9) Per AM 2-06.4.8G please indicate whether the existing wall visible in google street view will be removed or retained.
10) Per AM 2-06.4.8H please show the approximate direction and gradients of ground slope within 50 feet of the site.
11) Per AM 2-06.4.9H4 please label Speedway Blvd as a public street.
12) Per AM 2-06.4.9H5d please show all bicycle parking facilities fully dimensioned per UDC Section 7.4.9C2.
13) Per AM 2-06.4.9N please show areas of detention/retention, proposed drainage solutions, such as origin, direction and destination of flow and location and type of drainage structures.
14) Per UDC Section 7.4.6F4 and figure 7.4.6-B please dimension the backup spur and show that any obstruction over 6" in height is setback at least 3' from the edge of the backup spur. There is concern that the plans calls for a tree to be planted in this 3 foot setback area. Please make appropriate adjustments.
15) Per UDC Section 7.4.6H1 please show barrier such as curbing to stop cars from damaging the wall or landscaping on the north side when they utilize the back up spur.

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

ARTICLE 7: DEVELOPMENT STANDARDS

Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof.

The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk). Additional trees are needed for parking area to the north.

Inorganic Ground Cover

Except as otherwise provided by this section, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, must be covered with an appropriate inorganic ground cover, such as decomposed granite

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 15, 2015.


2-06.3.0 FORMAT REQUIREMENTS

2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

04. COMMENT: List the owner, developer and all registrants that prepared this drawing. The information as noted above shall be provided on the cover sheet.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

14. COMMENT: If applicable to this property any existing or proposed easements must be drawn, labeled and dimensioned on the site plan.

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

16. COMMENT: Label the existing zoning classification adjacent to the subject parcel including across the Speedway Boulevard right of way.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

19. COMMENT: Label the length and width of the parking spaces and label as typical or add a dimensioned typical detail drawing for the standard parking spaces. Label the length and width of the H.C. which must be a van Accessible space or add a dimensioned typical detail drawing of the Handicapped space. Include a in the detail drawing a Van Accessible Parking sign.

2-06.4.9.M - Grading Plan

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.
2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

21. COMMENT: It is not clear if a grading plan is required. A grading plan sheet was not included in the DP. If the Engineering reviewer requires a grading plan for this project the grading plan can be submitted as part of the DP or submitted separately. See the engineering comments related to a possible grading plan.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

22. COMMENT: Label the height of the existing and proposed within the building footprint of each building.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

23. COMMENT: Label the width of the pedestrian circulation path including the path in front of the adjacent to the buildings. The cross and running slopes shall be labeled on all sidewalks.

All sidewalks adjacent to vehicular use areas must be physically separated by either a constructing a raised sidewalk, wheel stops, etc. except for the pedestrian pathway in front of the building bay doors. The sidewalks shall be constructed of Portland cement or similar materials in hardness, durability etc. Label the material for the sidewalks and note if the sidewalks are raised or flush. If the sidewalks are raised, ramps will be required at any transition to a flush sidewalk or crosswalk etc. Ramps shall be designed to comply with the current ANSII standards.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

24. COMMENT: Refer to the Engineering comments related to the street sidewalks requirements as noted above. Demonstrate that an accessible connection is made to the street sidewalk.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

25. COMMENT: provide the information related to refuse collection as noted by the standard above. See additional comments by the engineering reviewer related to this standard.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

26. COMMENT: It was not clear if the monument signs were existing on the site or proposed. If signs are proposed as noted by the standard above ensure that any monument signs do not encroach onto sidewalks, parking spaces, PAALs etc.

Add a general note that any signs will be permitted under separate permit.
