01/27/2015 MARTIN BROWN FIRE REVIEW Reqs Change 1. The location of the fire hydrants exceeds the distance indicated in Section 507.5.1 of the 2012 IFC. for the new structure. You may add a fire hydrant to meet the distance or indicate that you will install an automatic fire sprinkler system as allowed in exception 2.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 15, 2015.

2-06.4.0 CONTENT REQUIREMENTS

01. Follow-up to Previous Comment 2: It is my understanding from Jeff Hunt that a IPP application was submitted for review. It is also my understanding from my conversation with Jeff Hunt that the actual use of the site is for a Contractors Yard which under the UDC is considered a Construction Service Use.

The IPP was requested due to the number of parking spaces required for the use listed on the plans as Administrative Office and Commercial Storage. The plans should be revised to correctly list the use of the site as Construction Service, Subject to compliance with any applicable Use Specific Standards.

If one of the uses is to be considered as Commercial Storage, then all outdoor storage that is depicted on the plans in the Street perimeter yard of the site will have to be moved back and aligned with the front wall of the existing building. See applicable UDC section 4.9.10.A requirements applicable to a Commercial Storage use.

The IPP will be assigned a specific PDSD Case number. List the case number in the lower right corner of plans sheets. Also, list as a general note the IPP case number and any conditions of the approval of the IPP application.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. 04. COMMENT: This site is within the TIA AEZ overlay area. Draw and label the AEZ height lines, list the MSL elevation of the runway that affects this site, label the MS elevation of the site and include a calculation of the overall height of the building and the difference between the allowed and actual building height as it relates to the AEZ. See UDC Article 5 section 5.6.11.

List on the cover sheet a General Note stating the site is designed to comply with the AEZ regulations in Article 5 section 5.6.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

08. COMMENT: Until it is clear how the buildings function between the two uses the parking requirements cannot be completely verified. Is the Storage use an accessory use to the Administrative Office use or vice versa? This does make a difference in the number of vehicle and bicycle parking spaces required.

Add the information related to the typical parking spaces. Label the Accessible parking spaces. Additional comments may be forthcoming on this item based on the response.

ARTICLE 7: DEVELOPMENT STANDARDS

If the expansion is 50% or greater or if expansions as of February 15, 1991, cumulatively result in a 50% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site. Remove existing landscape notes.

Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof.

The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk).

Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required Revise landscape plan to include basin(s) treatment.

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The property owner is responsible for proper maintenance to achieve permanent, safe, and successful landscaping as required by this section. Failure to maintain the improvements or landscaping required by this section constitutes a violation of the UDC.
