06/29/2015 | STEVE SHIELDS | ZONING | REVIEW | Reqs Change | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields Lead Planner PROJECT: Wilmot Plaza Development Package (Revision 2) DP14-0143 TRANSMITTAL DATE: June 29, 2015 DUE DATE: July 10, 2015 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 1) COMMENT: Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said the sidewalk that was removed from the north side of Building 2 is required. 2) This comment was not addressed. Based on the last approved development package approved on 04/30/15 the parking was in a different location but a connection was provided. Provide the required connection. COMMENT: Provide a continuous pedestrian circulation path, sidewalk, to the sidewalk shown north of Buildings 2 & 3. Once the above comments are addressed Zoning is willing to provide an over-the-counter review. Call or email to schedule an appointment for this review. If you have any questions about this transmittal, please Steve Shields, (520) 837-4956 or Steve.Shields@tucsonaz.gov |
06/30/2015 | JASON GREEN | ENGINEERING | REVIEW | Reqs Change | DATE: July 01, 2015 DUE DATE: July 10, 2015 SUBJECT: Wilmot Plaza Development Plan Package Revision 2- 2nd Engineering Review TO: Metro TED; Attn: Lisa Bowers LOCATION: 6301 E Broadway Blvd; T14S R15E Sec07 REVIEWERS: Jason Green, CFM ACTIVITY: DP14-0143 SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the revised Development Package. Engineering Division does not recommend approval of the Development Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to the following link for further clarification: http://www.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/administrativemanual?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az The following items need to be addressed: SITE PLAN: 1) Restated: AM Sec.2-06.4.9.N.2: Revise the development package, specifically Sheet 3, to remove the reference to Keynote #34 at the locations where the wall openings and rock rip rap has been removed. It is acknowledged that the Drainage Statement has been revised; however the plan should remove the Keynotes since they are no longer applicable. 2) Restated: AM Sec.2-06.4.9.R: Revise the development package to provide a continuation of the sidewalk along the north side of Building 2 and its required connection to the new relocated parking spaces. The plan was revised to add the sidewalk around Building 1; however the last approved plan showed a sidewalk adjacent to Building 2 and the PAAL, but appears to be eliminated from this plan revision. GENERAL COMMENTS: Please provide a revised Development Package and revision letter that addresses the comments provided above. For expedite purposes the development plan package can be reviewed over the counter (PDSD Engineering Division comment only) for stamp approval once all items have been addressed. Please call to schedule an appointment when ready. For any questions or to schedule meetings call me at 837-4929. 07/10/2015 | PGEHLEN1 | COT NON-DSD | ENVIRONMENTAL SERVICES | Reqs Change | The revised Development Package has been reviewed on behalf of the Environmental Services Dept. Please address the following on the resubmittal: 1. The relationship of the double enclosure at approximately 60 degrees does not comply with either of the two standard details shown in TSM Section 8, Figure 5 for enclosures off of PAALs. 2. There must be safe access to and from the enclosures during servicing per TSM 8-01.5.3.A, C and D. The close proximity of the expanded Building 2 would appear to block the driver’s ability to see westbound traffic in the PAAL through the beginning of the back-up maneuvers. 3. The enclosure configuration shown would not allow the service vehicle to approach in line with the enclosures per TSM 8-01.5.3.H. With the additional sidewalk pedestrian refuge area required by Zoning and Engineering, and the three foot clearance required between the turning movement and the sidewalk per TSM 8-01.5.3.E and Figure TSM Section 8, Figure 5, it appears revisions would result in a similar configuration shown on the previous revision layout that was denied. This area between Buildings 1 and 2 appears to only be suitable for a single enclosure angled at 30 degrees. Consider replacing the double enclosure behind Buildings 2 and 3 that was eliminated with this revision. If there are any questions, I can be reached at kperry@perryengineering.net |
