Engineering does not recommend approval until the remaining comments are addressed. Prepare a detailed response letter that explains how each comment is addressed and references the exact locations where the revisions were made. Also please call for a meeting before resubmitting.
Development Package Remaining Comments:
1) Ensure that all required infrastructure, including drainage structures, for the proposed sub-phases will be constructed at the proper time to serve the different sub-phases appropriately. Letter provided to show substantial completion for referenced completed infrastructure in modified note 7 on sheet 1, is needing a seal and copy of as-built. Note and letter states that drainage on sheet 2 is completed (yet not infrastructure is shown on sheet 2). Explain which drainage structures are already constructed, provide activity number and substantial completion documentation. Explain where on the plan a time schedule is provided that shows when the remaining drainage structures will be constructed (AM 2-06.4.9.N).
2) Clarify sheet 2 phasing delineation for the Proposed Via Rio Pico Improvements, if this is a part of the plat. (UDC 8.7.2)
3) For Temporary controls #5, add north arrow to sheet 2 and let's meet to discuss as this detail still appears to not coincide with phase E limits. (UDC 8.7.2)
4) On sheet 15, there are proposed trees in SVT. These proposed trees shall be planted to meet 72-in clearstory clearance, or, if the trees are not tall enough to trim, they shall be relocated on plans. Also, show SVT's on sheet 15. Other sheets appear to have walls or trees in SVT's. Make sure SVT layer is turned on for wall and landscape planview sheets.

City of Tucson - Parks and Recreation

Item 1: The current letter of agreement states that "The Julian Wash Linear Park and the Gas Line Park- Phase 1 will be completed and accepted by the City prior to"..."Issuance by the City of Tucson of a Certificate of Occupancy (C of O) for the first dwelling unit above and beyond a) 75%of the total dwelling units to be built in Phase 1, or b) the first 500 units in Phase 1, whichever comes first". Since Phase 1 includes a total of 664 units, the 75% threshold will be reached first, at 498 units. Please revise notes accordingly. Also, the Julian Wash Landscape Improvement Plans (submitted for reference only) seem to be missing some required elements - the final plans will need to be submitted to, and approved by Pima County as described in earlier comments.

Item 2: Same note as Item 1 regarding the trigger for the Julian Wash Linear Park and Gas Line Park - Phase 1.

Item 3: OK.

Item 4: a) OK. b) Revise note #6 to reflect that the Julian Wash Linear Park will be maintained by Pima County (under an IGA with the City of Tucson) and that the Gas Line Park will be maintained by the City of Tucson. c) OK. d) OK. e) OK.

06/15/2015 ANDREW CONNOR LANDSCAPE REVIEW Reqs Change 1) Provide confirmation of approval and acceptance from the City of Tucson Parks and Recreation Department for the proposed parks and Julian Wash Greenway. La Estancia PAD

2) Provide an update for the Native Plant Preservation Plans.
UDC 7.7.3., UDC 7.7.5.A.1.d. If the required plants are to be transferred to the Julian Wash Plans, add a note to clarify.

3) Provide evidence of approval from the TDOT Landscape Architect and any agreements with the Transportation Dept. Per P. 28 of the La Estancia PAD "Landscape areas proposed within public rights-of-way will require an agreement between the Department of Transportation and the developer to allow this installation. Agreements shall be entered into at the time of subdivision platting."

4) General Note 2D on sheet 1 of the Tentative Plat Addendum require clarification. The Julian Wash Linear Park does not appear to be completed, as the landscaping is outstanding.
