11/04/2014 PGEHLEN1 COT NON-DSD PARKS & RECREATION Reqs Change Tucson Parks and Recreation Comments:
Per the current La Estancia de Tucson Planned Area Development (PAD) Letter of Refinement (the Letter) - Park Elements, dated 5/22/08, the following park requirements apply to the development of this property:

Per item 1 of the Letter, the owner/developer is to construct the Julian Wash Linear Park. Portions of this construction have previously been completed by Pima County, however additional improvements are needed to complete this facility. These additional improvements are to be constructed by the owner/developer. The required improvements include, but are not limited to:
a. The construction of an 8 wide decomposed granite soft path
b. Landscaping
c. Irrigation systems
d. Post-and-cable barriers
The owner/developer is to contact Nancy Cole at Pima County Public Works (phone: 740-6312 or email: nancy.cole@pima.gov ) to coordinate the design of the above referenced improvements. The design of these improvements is to be added to the Landscape and Irrigation Plans submitted with this plat.
Also per Item 1 of the Letter, the owner/developer is to design and construct Phase 1 of the Gas Line Park. The design of the Gas Line Park improvements is to be added to the Landscape and Irrigation Plans submitted with this plat. Contact Howard Dutt at the Tucson Parks and Recreation Department (phone: 520-837-8040 or email: Howard.Dutt@tucsonaz.gov) to coordinate the design of these improvements.
Per Item 3 of the Letter, the owner/developer is to design and construct Pocket Parks as part of each residential subdivision. A minimum of 200 square Feet of pocket park is to be constructed per each residential dwelling unit. In the General Notes, show calculations to illustrate how this requirement has been met.
Per Item 5 of the Letter, Add the following information in the General Notes under a heading of "Park Requirements":
a. Which park facilities need to be constructed in conjunction with this plat
b. The entity responsible for the construction, ownership, and maintenance of each park facility
c. When the park facility needs to be constructed, completed and accepted, i.e., prior to the issuance of a certificate of occupancy for a specific number of dwelling units (or commercial structures), as set forth in the Letter of Refinement
d. When the owner/developer needs to notify the City regarding the trigger Certificates of Occupancy, as per the Letter of Refinement
e. Any other clarification notes as needed (this would be a good place to include the calculation required in #4 above)

Engineering can not recommend approval until the remaining comments are addressed. Prepare a detailed response letter that explains how each comment is addressed and references the exact locations where the revisions were made:
Development Package Comments:
1) Label on the plan, the tie between the basis of bearing and one of the corners of the parcel (AM 2-06.4.8.A).
2) Ensure that all required infrastructure, including drainage structures, for the proposed sub-phases will be constructed at the proper time to serve the different sub-phases appropriately. Provide substantial completion letters for referenced completed infrastructure in modified note 7 on sheet 1, that states that drainage on sheet 2 is completed (yet not infrastructure is shown on sheet 2). Provide on the plan a time schedule that shows when the remaining drainage structures will be constructed (AM 2-06.4.9.N).
3) Clarify sheet 2 phasing delineations as the linetypes used appear faint and unclear. Phase lines should be clearly marked and labeled on the plan. (UDC 8.7.2)
4) For Temporary controls #5, explain whether additional bollards are needed on either side of Paseo Monte De Oro on sheet 2. (UDC 8.7.2)
5) Provide all phasing related documents referenced in modified note 2.

RESUBMITTAL REQUIRED: Revised Development Plan Package
11/12/2014 JOE LINVILLE LANDSCAPE REVIEW Reqs Change 1) Provide confirmation of approval and acceptance from the City of Tucson Parks and Recreation Department for the proposed parks and Julian Wash Greenway. La Estancia PAD

2) Provide an update for the Native Plant Preservation Plans.
UDC 7.7.3. Revise the landscape plans to incorporate the mitigation. UDC 7.7.5.A.1.d

The required mitigation is documented on the Approved Native Plant Preservation Plan and the Landscape Plans approved under Case #S05-098.

3) Provide evidence of approval from the TDOT Landscape Architect and any agreements with the Transportation Dept. Per P. 28 of the La Estancia PAD "Landscape areas proposed within public rights-of-way will require an agreement between the Department of Transportation and the developer to allow this installation. Agreements shall be entered into at the time of subdivision platting."

4) Revise the landscape plans to indicate the phasing proposed on the sheet 2 of the plat. The plat proposes at least 12 phases, but the landscape plan does not appear incorporate phases.
"If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information."

6) General Notes 2D and 2E on sheet 1 of the Tentative Plat Addendum require verification. Note any specific approvals including date and the agencies involved.
