COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 15, 2014.

2. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

1. COMMENT: Provide the TSMR case number adjacent to the title block on all sheets, DS14-01

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

2. COMMENT: Zoning acknowledges that a Technical Standards Modification Request (TSMR) is in process. If approved provide as a general note the TSMR Number, Date of Approval, What was modified, and if applicable any conditions of approval. Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project. That said provide a sidewalk to Campbell and Duvall Vista on the plan.

3. COMMENT: As access is proposed across the parcel to the north a recorded cross access agreement is required. Provide a copy of the recorded agreement with your next submittal. If necessary once a building plan has been submitted a hold can be placed on the certificate of occupancy until the recorded documents have been provided to PDSD.

SUMMARY: Engineering has reviewed the resubmittal for the Development Package sheets for the Culvers project. Engineering does not recommend approval at this time. Please note, additional comments are incorporated in master review of Block 14. Address the remaining comments for Block 14 and Culvers before resubmittal.
MASTER COVER SHEETS/ GENERAL NOTES/GRADING/SITE SHEETS COMMENTS:
1) Tucson Code Chapter 26, Article II: Address remaining SWPPP comments for DP13-0228.
2) Admin Man Secs.4.9.I, 2-06.4.8.C, 4.9.H.4, Tech Man Sec.10-01.5.1.A: Address the remaining comments:
a) Clarify notes on sheet C-1, that states 'new entrance by master developer' to state (or similar) that offsite improvements (impacting Culvers) will be constructed concurrently or prior to CofO for Culvers per PIA plan or as required by TDOT. Limits of improvements note on planview on sheet SP-1 should be clarified with keynote or other notation to clarify offsite improvements are required prior to final approval of Culvers' permits.
b) Clarify keynote 11 on sheet C-1 to state that sidewalk shall be the width per TDOT / code or standard requirement compliance.
c) Add additional information regarding offsite dimensions of adjacent ROW on detail A-A on sheet G-1.
d) Dimension structural pavement design on a detail to match or comply with minimum recommendations in geotechnical Engineering Evaluation Report.
3) UDC 8.4.3.B.6, Admin Man Sec.2-06.4.9.N.4: Dimension minimum cover on detail 5/dtl-2.
