COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code and Technical Standards and the Development Package 2-06 Standards were addressed.

GENERAL COMMENT: Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 28, 2014. This development package has been reviewed concurrently with the rezoning case C9-13-12. Conditions of rezoning have not been established but will applicable and must be addressed on the development package. The rezoning case number will have to be listed in the lower right corner of all DP plan sheets. A general note that lists the case number, date of approval, and conditions of rezoning must be included on the cover sheet. Ensure that the next submittal of the development package demonstrates compliance with zoning comments related to the DS 2-06 and UDC requirements and all rezoning conditions.

Follow-up comment: All freestanding and wall mounted light fixtures used in the Photometrics plans sheet shall be drawn and labeled on the Site Plan sheet 3.

Zoning acknowledges receipt of the Photometric sheet with this current submittal. The plan sheet was presented to the PDSD Electrical Plans Reviewer LeeRay Hanly for his review for compliance with rezoning condition 13. The following is his response:

To comply with the Outdoor Lighting Code they need to provide the following information in addition to the photometric plan already provided. All exterior lighting on the site, existing & proposed, must be included.

104.2.1 Lumen calculation on plans. There shall be documentation on the plans to demonstrate compliance with the lumen cap per Table 401.1, and which includes the following information:

1. Each exterior luminaire type with the lumens for that type, the quantity of each type and whether the luminaire is full cut-off or unshielded.

2. The total of full cut-off and unshielded lumens for the parcel.

3. A statement of the lighting area, the size of the permitted parcel, and the maximum allowed full cut-off and unshielded lumens.

Identification and Descriptive Data

All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The landscape plan will contain the following

Square footage of the site;

Square footage of landscape areas coverage and calculation

Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees

Landscaping must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Provide written permission for use of ROW and include any requested notes on landscape plan.
