Speedway Development Package (2nd Review) DP13-0212 TRANSMITTAL DATE: February 3, 2014 DUE DATE: February 13, 2014 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. The UDC & TSM requirements are in the Unified Development Code and can be viewed at the same web link as above 1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 23, 2014. Separate the development package sheets from the building plan sheets as they are two (2) separate reviews. The reviews can run concurrently. The development package can include; site plan, grading plan, landscape, irrigation, SWPP, see AM Section 2-06.2.4 Comment: As this set of plans has not yet been approved the changes requested by PDSD staff are not considered revisions. Remove all revision clouds and deltas from the plan. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 1. COMMENT: This comment was not addressed. If the drawing index and total number of sheets is 12 the page number and total number of sheets should be x of 12. The total number of pages should include all pages of the development package. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 2. COMMENT: This comment was not addressed on the landscape sheets. Remove the street address from the title block and provide adjacent to the title block on each sheet. 3. COMMENT: The development package case number DP13-0212 was not provided on the landscape sheets. Zoning acknowledges that an incorrect case number was used in this comment. The case number on each sheet should be DP13-0212. Provide the development package case number, D13-0212, adjacent to the title block on each sheet. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 4. COMMENT: The east/west section lines are not shown correctly on the location map. The section line between sections 01 and 12 is located at Speedway Blvd. not 5th Street. The section line between sections 01 and 36 is located at Grant Road not Pima Street. The following comments are based on sheets A0.0 As sheet CS was not provided with the development package the following general notes need to be provided on the cover sheet of the Development Package. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 5. COMMENT: Provide a general note on the cover sheet that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 6. COMMENT: Provide a general note on the cover sheet stating "THIS PROJECT IS DESINGED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC SECTION 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)." 2-06.4.7.A.8 - For development package documents provide: 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 7. COMMENT: This comment was not completely addressed Sheet A0.0 clarify why there are references to "PARCEL A & PARCEL B". Also there appears to some type of lot split proposed as there is a lot line shown on the east side of the Alamo Wash, clarify. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 8. COMMENT: This comment was not addressed. This easement will need to be abandoned prior to approval of the development package. Provide the recordation information for the abandonment on the development package documents. There is a "EXISTING 5' ELECTRICAL EASEMENT" called out that runs under the north end of the building. The portion of the easement that runs under the building will need to be abandoned prior to approval of the development package. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 9. COMMENT: Provide the existing right-of-way (ROW) ½ width, 50', on the plan. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 10. COMMENT: This comment was not completely addressed Sheet A0.0 clarify why there are references to "PARCEL A & PARCEL B". 2-06.4.9.H.2 - Show future and existing sight visibility triangles (SVTs). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 11. COMMENT: Until the future curb is shown on the plan the correct location of the future SVTs cannot be verified. See comment 20. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 12. COMMENT: This comment was not addressed. Provide a detail for both a standard and physically disabled parking spaces on the plan. 13. COMMENT: This comment was not addressed correctly. Per UDC Section 7.4.6.H.3 When required, wheel stop curbing must be a minimum of two and one-half feet from the front of the parking space. (See Figure 7.4.6-C.). Provide this dimension on the required vehicle parking space details. As it appears that wheel stops are proposed for the accessible parking spaces provide a location dimension for the wheel stop. 14. COMMENT: Sheet GP01 shows the proposed accessible parking signs located within the 2'-6" vehicle overhang. Demonstrate on the required detail that the sign does not encroach into the overhang area. Clarify why the signs shown on sheet A0.0 are shown in a different location. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 15. COMMENT: Show how vehicles maneuvering into the loading space will not encroach into the vehicle parking spaces to the south. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 16. COMMENT: The required number of short term bicycle parking spaces shown on the plan is in correct. Based on a building square footage of 14,956/2000 the require number is 7. 17. COMMENT: No detail was provided. Provide a short-term bicycle parking detail that demonstrates how the requirements UDC Sections 7.4.9.B & 7.4.9.C are met. 18. COMMENT: No detail was provided. Racks as shown along the north side of the building do not meet the requirements of UDC Section 7.4.9.D. Provide a long-term bicycle parking detail that demonstrates how the requirements UDC Sections 7.4.9.B & 7.4.9.D are met. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 19. COMMENT: Provide a future ROW dimension on the plan. 20. COMMENT: Show the future curb on the plan and provide a dimension from centerline of street. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 21. COMMENT: This comment was not addressed correctly. Per UDC TABLE 6.4.5.C-I, ADT of 1,000 or greater, the required street perimeter yard is 21' or the height of the proposed building exterior wall measure from grade to the highest point on the wall, which ever is greatest, measured to from the back of future curb. Provide a street perimeter yard dimension from the south wall of the proposed building to the back of future curb. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 22. COMMENT: This comment was not addressed. Sheet A0.0 Provide square footage and proposed height of the building within the footprint. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 23. COMMENT: Per TSM 7.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. Per TSM7.4.3.A All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet That said provide a 4' sidewalk around the northeast corner of the building. 24. COMMENT: Per TSM 7.4.2.A Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means, except at designated crosswalks. That said striped pedestrian circulation shown from the northwest corner of the building towards the refuse location, directly adjacent to the vehicle parking spaces is required to be physically separated from the parking spaces. 25. COMMENT: The angles striped cross walk shown running from the northwest corner of the building towards the refuse location presents a safety issue. Reroute this crosswalk so that it is perpendicular to he PAAL, see redline. 26. COMMENT: There are accessible parking signs shown within the sidewalk walk area just to the east of the accessible vehicle parking. Demonstrate on the required accessible vehicle parking space detail that these signs do not encroach into the minimum 4' sidewalk width. Clarify why the signs shown on sheet GP01 are shown in a different location. Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: The case number(s) for reviews or modifications that affect the site. Vehicular Use Areas7.6.4 Canopy Trees in Vehicular Use Areas An unpaved planting area, which must be a minimum of 34 square feet in area and four feet in width, must be provided for each canopy tree. Dimension diamond shaped planters within the vehicle use area. Submit NPPO plan as determined by A.M. Section 2-11 or Provide acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants.
