This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 23, 2014. Separate the development package sheets from the building plan sheets as they are two (2) separate reviews. The reviews can run concurrently. The development package can include; site plan, grading plan, landscape, irrigation, SWPP, see AM Section 2-06.2.4 2-06.3.4 A title block shall be provided in the lower right quadrant of each sheet. 1. COMMENT: Provide a title block in the lower right quadrant of each sheet. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 2. COMMENT: Provide a drawing index on the first sheet that includes all development package sheets. 2-06.4.0 CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat; 3. COMMENT: Provide a brief legal description within the title block. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 4. COMMENT: The total number of pages should include all pages of the development package. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5. COMMENT: Remove the street address from the title block and provide adjacent to the title block on each sheet. 6. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 10. COMMENT: Sheet CS, revise General Note 4 to include the use specific standards, UDC Section 4.9.4.M.1 and 4.9.13.P. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 11. COMMENT: Provide a general note on the cover sheet stating "THIS PROJECT IS DESINGED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC SECTION 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)." 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 12. COMMENT: Sheet CS, revise General Note 9 remove all reference to building or vehicle coverage. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 13. COMMENT: Sheet A0.0 clarify why there are references to "LOT 3, LOT 4, LOT5, PARCEL A & PARCEL B". Also there appears to some type of lot split proposed as there is a lot line shown on the east side of the Alamo Wash, clarify. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 14. COMMENT: Provide the recordation information for all easements shown on the plan. 15. COMMENT: There is a "EXISTING 5' ELECTRICAL EASEMENT" called out that runs under the north end of the building. The portion of the easement that runs under the building will need to be abandoned prior to approval of the development package. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 16. COMMENT: Provide a dimension from the curb, located within the right-of-way (ROW) of Speedway Blvd, to the center line of the street. 17. COMMENT: Provide a width dimension for the sidewalk located within the ROW of Speedway Blvd. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 18. COMMENT: Sheet A0.0 clarify why there are references to "LOT 3, LOT 4, LOT5, PARCEL A & PARCEL B". Also there appears to some type of lot split proposed as there is a lot line shown on the east side of the Alamo Wash, clarify. If a lot split is proposed the split must be processed through the City of Tucson, Development Services Department and approved prior to approval of this development package. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review. 2-06.4.9.H.2 - Show future and existing sight visibility triangles (SVTs). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 19. COMMENT: Based on the COT's Major Streets and Routes (MS&R) plan it does not appear that Speedway Blvd is at its future width provide future SVTs on the plan based on the MS&R cross-section. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 20. COMMENT: Provide width dimensions for all parking area access lanes and access lanes shown on the plan. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 21. COMMENT: Provide a fully dimensioned parking layout. 22. COMMENT: Provide a detail for both a standard and physically disabled parking spaces on the plan. 23. COMMENT: As it appears that wheel stops are proposed for the accessible parking spaces provide a location dimension for the wheel stop. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 24. COMMENT: Indicate what type of loading space is being provided, Type A or B. 25. COMMENT: The proposed loading space shown in front of the trash enclosure may not encroach into the access lane as shown on the plan. 26. COMMENT: Dimension the loading zone as the proposed does not appear to meet the minimum 12' width. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 27. COMMENT: Provide a short & long term bicycle parking calculation on the plan, see UDC Table 7.4.8-1 for requirements. 28. COMMENT: Show the required short & long term bicycle parking locations on the plan. 29. COMMENT: Provide a short-term bicycle parking detail that demonstrates how the requirements UDC Sections 7.4.9.B & 7.4.9.C are met. Provide a long-term bicycle parking detail that demonstrates how the requirements UDC Sections 7.4.9.B & 7.4.9.D are met. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 30. COMMENT: Based on the COT's Major Streets and Routes (MS&R) plan it does not appear that Speedway Blvd is at its future width. Show the Major Street right-of-way line on the plan along with the future curb and sidewalk. Either the design of this project needs to be based on the future ROW or a future site plan, meeting the requirements of AM Section 2-06 must be provided showing how the site will meet code when the street is widened. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 31. COMMENT: Per UDC TABLE 6.3-4.A: DIMENSIONAL STANDARDS FOR THE C-1, C-2, C-3, OCR-1, & OCR-2 ZONES, C-2 Zone, Nonres Use to Res Zone the required perimeter yard setback is 1-1/2 the height of the proposed building exterior wall, measure from grade to the highest point on the wall, which ever is greatest. Provide a perimeter yard setback dimension from the north wall of the proposed building to the north property line. 32. COMMENT: Per UDC TABLE 6.4.5.C-I, ADT of 1,000 or greater, the required street perimeter yard is 21' or the height of the proposed building exterior wall measure from grade to the highest point on the wall, which ever is greatest, measured to from the back of future curb. Provide a street perimeter yard dimension from the south wall of the proposed building to the back of future curb. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 33. COMMENT: Sheet A0.0 Provide square footage and proposed height of the building within the footprint. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 34. COMMENT: Clearly identify all proposed sidewalks on site. 35. COMMENT: Provide width dimensions for all proposed sidewalks on site. 36. COMMENT: As it appears that vehicles will be allowed to over-hang the proposed sidewalks shown along the west and south sides of the building the sidewalk in this area must be a minimum 6'-6" wide. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: Rezoning case; Subdivision case; Board of Adjustment case; Design Development Option case; Development Review Board (DRB) case; and/or, any other relevant case number for reviews or modifications that affect the site. Planting Plan Vegetation Plan and Schedules Both the proper and common name of each type of plant material to used for this site Material and areas of inert ground cover. Calculations Square footage of the site; Maintenance Schedule Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required; Replacement criteria, should plant material not survive; Replacement or upkeep maintenance schedules for inert ground cover materials; Upkeep maintenance schedules for exterior hardscape materials; and, Maintenance and replacement schedules for irrigation systems. Submit plan with requirements indicated per 4-01.3.0 RAINWATER HARVESTING PLAN. ARTICLE 7: DEVELOPMENT STANDARDS LANDSCAPING AND SCREENING Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. 7.6.5. SCREENING STANDARDS Note: The screening requirement is in addition to the landscape requirements Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. Revise all notes as necessary to indicate review, inspection, approval and notification to the City of Tucson rather than the county except for wastewater. Clarify the section B-B. Section B-B shows a property line near the top of the east bank of the Alamo Wash. The grading plan and survey don't indicate a property line in the same location. On the site plan, provide boundary data for all property lines including distances and bearings, indicating the basis of bearing. (AM 2-06.4.8.A) Revise the solid waste enclosure to meet the requirements of TSM 8-01.9 Figure 3A. Make sure the symbols used in the plan sheets match the legend. (AM 2-06.3.10) Provide dimensions for parking spaces, access aisles, sidewalks and other site features to substantiate conformance with dimensional requirements of the UDC and TSM. The site survey shows an electrical easement along the north property boundary and a pedestrian easement along the south property line. Show these easements with recordation on the plans. (AM 2-06.4.8.B) Revise the driveways into the site. Per the Transportation Access Management Guidelines, the driveways must be provided with curb returns with 25-foot radii. Clearly indicate the use of vertical curb in the right-of-way. Provide dimensions for the sidewalk along Speedway Boulevard. A minimum width of 6 feet is required in the right of way. Provide splash pad details. Drainage and hydrology: The reason for the large basin on the east bank of the Alamo Wash is unclear. Retention and detention are not required. Water harvesting for the benefit of landscape areas should be maximized. Explain how this basin supports landscape water harvesting.
