COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

P1 - This plan has been reviewed for compliance with the Development Package Standards listed in section 2-06 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

P2 - The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed.

Section 2-06.2.4 Concurrent Reviews
The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and,

Section 2-06.3.0 FORMAT REQUIREMENTS

2-06.4.7.A.8 - For development package documents provide:
01. Follow-up to previous comment 19: Label the recordation information for the new 15' Public water easement. The recordation must be completed prior to approval of the development package.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

19. - COMMENT: If applicable. Indicate the location, width and purpose of existing or proposed easements on Lot.10.

02. Follow-up to previous comment 23: The number of vehicle parking spaces for the McDonald's restaurant is listed as 50 spaces. The site plan clearly depicts a total of 47 spaces provided. Revise the cover sheet to correctly list the correct number of parking spaces provided on site. If Thomas Saylor Brown is responsible for maintaining the cover sheet and the calculations matrix table on the cover sheet, ensure that he is informed of the discrepancy and adjusts the information as required.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

23. - COMMENT: Clarify if the parking calculation is being calculated based on the individual use for a reason or will the running calculation continue to be for the overall uses at one (1) space per 300 GFA assuming the overall development meets the criteria of a retail development that is allowed to park all GFA at one (1) space per 300 GFA. In order to use the 1/300 parking ratio a running percentage of the GFA for retail or less intense uses must be added to the table. Discuss this comment with the Thomas Saylor Brown.
Revise the parking number in the calculations table on sheet one (1) to match the number of required and provided parking spaces listed on site plan sheet, 7 of 19.


2-06.4.9.M - Grading Plan
03. Follow-up to previous comment 25: Once the DP site plan can be approved the grading plan will be approved as long as the grading and site plan sheets match. On sheet four (Grading plan) there are four locations that have overlapping annotations. The four (4) note locations been redlined, see sheet four(4). Correct the annotations as required.

2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently.

25. - COMMENT: The grading plan is being reviewed concurrently with the site plan in the development package. When the site plan is approved the grading plan is also approved. Ensure that any changes made to the site plan on sheet 7 are made to all sheets including the grading and landscape plan sheets.

Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location on the Development Package where the revisions were made:

Development Package:

1. The existing and proposed contour lines still appear to be the same. Distinguish between the existing and proposed contour lines (A.M. 2-06.4.8.E).
2. The proposed 15' water easement shall be processed and the recordation information shall be provided on the Development Package before it can be approved (A.M. 2-06.4.9.L.).
