SUMMARY: The grading plan sheets were submitted under DP12-0226 to reflect the proposed grading for the revision to development plan for the Salvation Army that was submitted previously. Engineering Division of Planning & Development Services Department has received and reviewed the grading related documents and provides the following comments that need to be addressed prior to approval.

GRADING COMMENTS:
1) Technical Manual (TM) Sec.2-01.4.1.C.5: Clarify on plans with notes or other notation, whether the eastern building will be constructed at a future phase.
2) Tucson Code 26.II: The area within the fencing for the eastern building structure shall have erosion protection provided in the form of gravel or other conventional methods. Add a note stating that permanent erosion and sediment control shall be provided prior to June 2012 if construction for eastern building has not commenced. Add note to SWPPP as well as grading sheet.
3) TM Sec.2-01.4.1.C.3: The Transitional Family Apartments on the east side of the project (Building #2) was approved previously with a minimum finished floor of 2363.0. The Revision set of plans show a FFE of 2362.0. However, the adjacent proposed grades to the south of the west structure show grades too low - where floodplain may extend to the edge of structure. Revise spot elevations for the grading to the south of the eastern structure to maintain the 100-year floodplain limit.
4) TM Sec.2-01.2.1.A: Floodplain Use Permit application for the western building may be issued once the grading is approved, if the western building structure is only intended to be constructed. If the eastern building structure for the Transitional Family Apartments is also intended to be constructed, clarification of grades surrounding the structure will need to be reviewed and approved prior to issuance of Floodplain Use Permit.
5) TM Sec.4-04.1.3.V.2: Add note to plans clarifying that Elevation Certificates will be required for each structure for both at pre-slab and for post construction.
6) TM Sec.2-01.4.1.C.3: Provide additional proposed spot elevations in the sidewalk areas adjacent to both building structures and within accessibility stalls and routes to clarify that maximum slopes have not been exceeded.
7) Tucson Code 26.II: On SWPPP exhibit extend/connect fiber roll BMP at Southwest corner to address potential sheet flow that may be conveyed to the west.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. In addition, we could not verify that the grading plan was in compliance with the approved development plan for Zoning Review. Please submit one copy of the approved and stamped Development Plan, Landscape, and NPPO plans with the next grading plan submittal.

3. Provide the Development Package numbers for this grading plan and the related Development Package.

4. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved development plan. Additional comments may be forthcoming.
