Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. The following items need to be addressed: SITE PLAN: 1) DS Sec.2-01.3.2.E: Revise the title block on the development plan document to include the page number and number of pages of all sheets that are included within the set (i.e. Landscape Sheets). 2) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0217) may be added to the lower right hand corner of the plan on all sheets. 3) DS Sec.2-01.3.7.A.6.b: Provide a General Note on the Development Plan Package that references all special overlay zones that are applicable to this site, specifically state that "the project is designed to meet the overlay zone criteria for Sec.2.8.3 Major Streets and Routes (MS&R) Setback Zone." It is acknowledged that General Grading Note #23 states conformance, but it does not read per the referenced Development Standard. 4) DS Sec.2-01.3.7.B.2: Provide a Floodplain Use Permit Application for this project per General Note #8 and the Rillito Crossing Market Place, Site Drainage Report (Project Number 3050121, created by National Survey and Engineering, signed and sealed by Justin Turner (CN 15293), November 14, 2005 that established a minimum finish floor elevations for the required Elevation Certificates. 5) DS Sec.2-01.3.8.B: Revise the development plan document to label the recordation information for all existing easements, provide recordation information, location, width, and purpose of on the development plan document. Specifically the private sign easement and the cross access easement per the final plat, S05-207. 6) DS Sec.2-01.3.9.H.5: Revise the development plan document and Detail 5 on Sheet c4.0 to correctly dimension the required 2.5-foot overhang from the front of the curb stop to the curb and sidewalk. 7) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 8) DS Sec.2-01.3.9.T: Revise Detail 10 on Sheet c4.0 of the development plan document to reference the correct concrete thickness per DS Sec.6-01 and Figure 3b. Detail 9 correctly references the 6-inch thickness, revise Detail 10 to match. GENERAL COMMENTS: Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon re-submittal of the Development Plan Package. Development Package TRANSMITTAL: 12/10/2012 DUE DATE: 12/18/2012 COMMENTS: 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 11/18/2013. 2. DS 2-01.3.2. The title block shall include the following information. B. A brief legal description E. Page number and number of pages. Landscape plans are to be included in the page numbering. 3. DS 2-01.3.3 This project has been assigned case number DP12-0217. Place this number near the lower right corner of all sheets 4. DS 2-01.3.7.A.4 Identify the existing and proposed use of the property as classified per the Land Use Code. List all Land Use Code sections each proposed use is subject to. General note #4 should read as follows: "Financial Service "31", subject to: Sec. 3.5.13.5 and Sec. 3.5.4.5.C". Note on the plans the wrong development designator (8) has been used, the correct development designator is "31". Revise notes and calculations.. 5. DS 2-01.3.7.A.6.b Provide as a general note the following: This site has been designed to meet the criteria of Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone. 6. DS 2-01.3.7.A.9.b In the project information section of sheet 2 of 8 the allowed FAR per LUC Sec. 3.2.3.2.B with a development designator 31 is 0.90. Revise note. 7. DS 2-01.3.9.H.5.a Detail 5 on sheet 4 of 5 indicates a wheel stop at 3' from the front of the parking space. Per LUC Sec. 3.3.6.8.C When required, wheel stop curbing must be two and one-half (2½) feet from the front of the parking space. Revise detail. The total number of provided parking spaces in the project information portion of sheet 2 of 8 is not correct. Per a count of the vehicle spaces on the plan a total of 34 spaces are being provided. Revise note. Clearly indicate the location of the required 3 stacking spaces at the drive thru area for each lane. See LUC Sec. 3.3.7.1 Per LUC Sec. 3.3.7.2.D Drive-through lanes must be striped, marked, or otherwise clearly delineated. Comply. 8. DS 2-01.3.9.H.5.d A loading zone is not required for this project. If a loading zone is to be provided revise the note in the project information portion of sheet 2 of 8. Should read as follows: loading zone: none required and 1 - 10X18 provided. Revise. 9. DS 2-01.3.9.H.5.d Provide a dimensioned detail of the required short term and long term bicycle parking spaces, clearly indicating the size of the parking spaces, the required 5' access aisle, type and size of the long term bicycle locker, etc.. Review LUC Sec. 3.3.9.3 and 3.3.9.4 for criteria. Revise notes to indicate short term and long term bicycle parking spaces. No longer are the classified as class one and class two. 10. DS 2-01.3.9.O Provide a dimension from the building to the back of future curb. In the project information on sheet 2 of 8 the indicated required setback along 1st Av. is 21' or the height of the wall of the structure (which ever is greater) from the back of future curb. Revise note. 11. DS 2-01.3.9.Q On the foot print of the building on sheet 2 of 8, provide the overall dimensions of the building footprint. Provide in the project information portion the maximum allowed height of the building (30' per rezoning condition #19) and the provided height of the structure. 12. DS 2-01.3.9.W Per the final plat (S05-207) there is a private sign easement indicated. Provide on the plan the location, use, and recording information for this easement. Per the final plat (S05-207) there is a cross access easement indicated which affects this property. Clearly indicate location, use, and recording information for this easement on the plan. 13. DS 2-01.3.7.A.2 The total square footage and acreage of this site as indicated in general note #3 and the project information on sheet 2 of 8 is not correct. Per the final plat, S05-207, the total square footage is 55,634 and 1.27 acres. Revise FAR calculations, general note #3, general note #6 and project information notes.
