Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is May 29, 2013. 2. This plan has been reviewed for compliance with the Development Standards 2-01 3. Address the following format requirements. A. DS2-01.2.4 - A title block shall be provided in the lower right quadrant of each sheet. All sheets should have a consistent title block in the lower right corner of the sheets that include the consistent information required by DS 2-01. The landscape plan sheets should include a title block in the lower right corner to match the rest of the plan sheets. B. DS 2-01.2.5 - A three (3) inch by five (5) inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. All sheets that are part of this Development Package (does not include the building plan sheets) must include a 3"x5"area for an approval stamp. The digital stamp must be included on the development package plan sheets by the registrant. DS 2-01.2.7 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. Provide the Contour interval info on the site and grading plan sheets. D. DS 2-01.2.9 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. Provide a legend on the site plan sheet. 4. DS 2-01.3.1 - list on the cover sheet the email addresses for the owner/developer and all registrants listed under the Project Directory text block. 5. DS 2-01.3.2 - Address the following comments related to title block information. DS 2-01.3.2.E - Page number and number of pages. The page numbers must be listed in the lower right corner of the plan sheets, i.e. sheet 1 of 29, you can list the specific sheet number based on discipline under the sheet title. 6. Ds 2-01.3.3 - Relevant case numbers (development package document, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.), shall be provided adjacent to the title block on each sheet. Case numbers such as annexation case numbers etc. 7. DS 2-01.3.4 - Add the following information tot eh location map. Add / label the "Headly Road" street name, section corners, and city limits 8. DS 2-01.3.7.A.4 - Revise the use note under the Site Calculations text block to the following, existing use should be labeled as Vacant Land, the proposed use is to be listed as "Food Service Use, Subject to LUC section 3.5.4.6.A. and .C". ( you can list "restaurant/drive-through" under the use as noted above.) 9. DS 2-01.3.7.A.7 - If applicable and if the property is subject to annexation requirements, provide the applicable C9-__-__ or C15-__-__ annexation file number, in the lower right corner of each sheet. List the conditions of approval as a note. 10. DS 2-01.3.7.A.6.d - The Midvale Park Community Shopping Center has been developed over the years and is has not been completed. However it is not clear if all the uses that were originally approved over the years are as listed on the approved development plan. Provide a list or inventory of the existing uses and demonstrate that the parking is sufficient. It is clear that there must be cross access/cross parking agreement in order for all uses to have sufficient parking. 11. DS 2-01.3.7.C.2 - Revise General Note 12 on the site plan sheet to state the note in this standard, see DS 2-01.3.7.C.2 12. DS 2-01.3.7.D - Revise General Note 6 on the site plan sheet to state the note in this standard, see DS 2-01.3.7.D 13. DS 2-01.3.8.B and DS 2-01.3.8.L - If applicable indicate the location of all existing or proposed easements. The recordation information, location, width, and purpose of all easements must be stated. 14. DS 2-01.3.8.C and DS 2-01.3.8.H.4 - Label on the site plan whether or not Midvale Park Road is a private or public road. From all the information I have reviewed it appears that it s a private roadway. 15. DS 2-01.3.8.F - Label the current zoning classification of the property across the Midvale Park Road to the east. 16. DS 2-01.3.8.H.2 - Draw and label the existing and if applicable future sight visibility triangles. See engineering comments for more info on SVTs. 17. DS 2-01.3.8.H.5.a - It is clear that there is insufficient parking on site for this new development. In order to verify that there is sufficient parking for all existing use within this development provide a parking calculation that includes all uses, gross floor areas, and number of parking spaces required and provided for each use. (It is acknowledged that there must be a cross parking agreement.) List the number of parking spaces required for this use. 18. DS 2-01.3.8.H.5.d - Revise the bicycle parking note to state short term rather than class 2. 19. DS 2-01.3.8.O - Label the building setback dimension from the face of curb to the canopy structure. 20. DS 2-01.3.8.R - Demonstrate how the pedestrian circulation is provided to the street sidewalks. 21. Additional comments may be forthcoming based on the revised plans or response to the zoning comments. 22. The grading plan has been reviewed by zoning and will be approved as part of the overall development package process approval. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed: DRAINAGE STATEMENT: 1) Provide a Drainage Statement that is separate from the Development Plan Package. The Statement must be submitted under its own cover and not on the Development Plan Sheet. Verify in the profile Section A-A the correct label for the roadway. 2) Revise the Drainage Statement to provide a discussion along with any applicable erosion protection (must conform to all recommendations within the require Geotechnical Report) for the drive thru support columns located adjacent to the existing concrete lined channel. The canopy is considered part of the structure since it is attached to the building therefore can not be located within the erosion hazard setback. SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. DS Sec.2-02 and 2-05 no longer exists and all reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval. 3) DS Sec.2-01.2.5: Revise the development plan document to include the CDRC approval stamp in the lower right quadrant of each sheet. The area stated in General Note #1 on the Site Plan and in the Site Information Section of the grading plan differ from what is stated in the General Note #1 shown on the grading plan, revise. 13) DS Sec.2-01.3.9.C: Revise the development plan document to indicate the City of Tucson field book number and page in General Note #2 on Sheet C1.1. 14) DS Sec.2-01.3.9.H.2: Revise the development plan document to label and dimension the sight visibility triangles for all access drives onto Midvale Rd. 15) DS Sec.2-01.3.9.O: Revise the development plan document to either remove the structural supports of the drive thru canopy from the erosion hazard setback or provide a discussion within the Drainage Statement with associated erosion protection details to allow the support columns within the setback area. 16) DS Sec.2-01.3.9.N.2: Revise the development plan document, Keynote #18 and any associated details to label the required minimum filter fabric specifications or reference to PC/COT Standard Specification 1014. The Development Plan Package is to be used as the construction document for site and grading and must accurately label and detail all improvements in plan view and on all associated details for construction purposes. 17) DS Sec.2-01.3.9.N.2: Revise the development plan document to clarify 2 keynote locations for Keynote #14 located in the middle of the proposed sidewalk area adjacent to the handicap parking spaces. 18) DS Sec.2-01.3.9.R: Revise the development plan document to clarify how pedestrian circulation from the proposed building connects to all other areas of development and to the existing sidewalk located within the right-of-way of both Midvale Rd and Valencia Rd per DS Sec.2-08.3.1. 19) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 20) DS Sec.2-01.3.9.T: Revise the development plan document and detail for the refuse enclosure to provide all aspect for construction purposes. The detail must match DS Sec.6-01 and Figure 3a for the required enclosure walls with gates, concrete thickness, and required outside dimensions for both solid waste and recyclable containers, etc., See Environmental Services comments for further clarity. GEOTECHNICAL REPORT: 21) DS Sec.10-01.3.5.1.3.a and 10-02.14.2.6: Provide a Geotechnical Report evaluation that addresses the following: a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring and provide a discussion of the potential for hydro-collapsible soils and building setbacks along with the structural supports of the canopy from the existing concrete lined channel. b) Provide pavement structure design recommendations. c) Provide a General Note to include the reference to the Geotechnical Report and any addendums prepared for this project. Provide the date, job number, engineer who prepared the report, etc. GENERAL COMMENTS: Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon re-submittal of the Development Plan Package.
