Revise all plans as necessary to provide screening along the entire Alvernon Rd. frontage. LUC 3.7.3 & DS 2-06.3.7. 6) All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, reseeded, or treated with an inorganic or organic ground cover to help reduce dust pollution. Alvernon Way Development Package - Commercial Storage TRANSMITTAL DATE: March 14, 2012 DUE DATE: March 22, 2012 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development package plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 11, 2013. 2. DS 2-01.3.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat. The property is to be split by the owner. The brief legal description in the tile block must be revised to address the split based on the new legal description. At this time the split will not require recorded plat but the brief legal description should include a note stating the re-subdivision of the lot in question. 3. DS 2-01.3.2.D - The correct administrative street address must be listed on the cover sheet under the Pertinent Data text section. The address listed on the plans and on the application card could not be verified as of this review. Please ensure that the correct administrative address is listed on the plan. As noted in comment 2, the owner is proposing a lot split of the existing parcel. It is assumed that once the lot split is completed a new address will be assigned by Pima County Addressing to each new lot created by the lot split. Revise the administrative address for the lot under review and provide to zoning with the next submittal, a copy of address certificate issued by Pima County addressing. 4. DS 2-01.3.3 - Relevant case numbers (development package document, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. This project has been assigned the development package case number DP12-0033. List the case number in the lower right corner of all plan sheets. If applicable as part of this review any additional review and approval process as mentioned above that applies to this project must be listed in the lower right corner of all plan sheets. 5. DS 2-01.3.7 - Identify the existing and proposed use of the property as classified per the Land Use Code. List all Land Use Code sections each proposed use is subject to. Based on all the information that has been provided prior to submittal of the development package the proposed use is for Commercial Storage. Revise the following information under the Pertinent Data text block. a. Revise the note "land use code" to Storage Use group Sec. 6.3.11. b. Revise the Proposed use to the following text, Commercial Storage, "34", Subject to: Sec. 3.5.10.1 6. DS 2-01.3.7.A.6 - List special exceptions, zoning variances, zoning and development standard modifications, overlay zones, and other reviews that are applicable to the project. DS 2-01.3.7.A.6.b - This site is subject to compliance with the regulations of the Major Streets and Routes (MS&R) Setback Zone. Add a general note on sheet 2, under the City of Tucson Notes text block that this site has been designed to comply with the regulations of the Major Street and Routes Setback Zone Sec. 2.8.3. 7. DS 2-01.3.7.A.7 - IF the property is subject to annexation requirement, provide the applicable C9-__-__ or C15__-__ Annexation file number in the lower right corner of each sheet. List as a note the conditions of as a note. The annexation case number is C15-88-01. List this case number on all plan sheets. The conditions of annexation applicable to this site is as follows: The I-1(R) portions shall be limited to a height of 39 feet and restricted by prohibiting the uses in Attachment B. You may list on sheet two (2) the annexation file number as a general note and include the condition of the approval in addition to listing the file number on all plan sheets. 8. DS 2-01.3.7.A.8 - The owner is proposing to subdivide the parcel per a separate lot split application. While this lot split will not require a recorded subdivision plat at this time a separate lot split application (separate fees) will have to be reviewed and approved by PDSD Staff prior to approval of the development package. All documentation for the lot split must be reviewed, approved, stamped, and signed off by the applicable PDSD review staff before the documentation is taken to the Pima County Recorders Office for recordation. Typically 3 copies of all documents is required for review and stamps or the applicant may choose to provide one copy and once the reviewers have reviewed, approved, stamped, and signed the documents, the applicant may take the documents and reproduce an additional two copies for PDSD archiving. Requirements for submittal include a current Title Report (Engineering Request), survey drawing, and written legal descriptions. The survey drawing must include all distance and bearing information, existing or proposed easements, any applicable drainage-ways, etc. The survey should also include any adjacent street information and current plat information, lot numbers, square footage in acres and feet, etc. The legal description when written should match the distance bearing info on the survey drawing. The lot split application case number must be listed in the lower right corner of all plan sheets. As of this review date there has been no request for a lot split application. Ensure that when the lot split application is applied for and the activity number is available to you include the activity number on the plans sheets. 9. DS 2-01.3.8 - Until the lot split application with the survey drawing, and written legal descriptions are provided for review, the site boundary information provided on the site plan sheet for the proposed lot cannot be verified. Once the lot split documentation is provided the boundary can be verified on the next submittal and review. 10. DS 2-01.3.8.B -If applicable, all easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 11. DS 2-01.3.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) 12. DS 2-01.3.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 13. DS 2-01.3.9.H.5.c - The loading zone area should be labeled. It is clear that a fairly large loading dock area is proposed for this uses and there is an abundance of loading zones. The number of loading zones required and provided must be listed on sheet four (4) under the site data summary text block. 14. DS 2-01.3.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Land Use Code Section 3.3.8. Provide, as a note, calculations for Class I and Class II bicycle spaces required and provided. A dimensioned detail of the bicycle parking facility can be provided on the site plan sheet four (4) or on the detail plan sheet (8). 15. DS 2-01.3.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 16. DS 2-01.3.9.L - If applicable, all proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. 17. DS 2-01.3.9.M - The grading plan has been reviewed by zoning as part of the development package review and as it relates to zoning review purview. From a zoning review perspective the grading plan matches the site plan but cannot be approved until the site plan is approved. Any changes that are made to the site plan must be made to the grading plan. Once the site plan is approved the grading may be approved if there are no pending comments from any reviewer. 18. ACTIVITY NUMBER: DP12-0033 SUMMARY: Engineering has reviewed the Development Package, utility correspondence, Pattison-Evanoff Geotechnical Engineering Evaluation report, zoning documentation, and Proposed Warehouse Drainage Report and does not recommend approval of the Development Package or the Drainage Report at this time. A meeting is scheduled for 22MAR12 to go over comments. Please address the following comments prior to resubmittal. MASTER COVER SHEETS/ GENERAL NOTES: 1) DS Sec.2-01.3.7: Address the following Development Package general note comments: a) Add as General Note or under new heading for Drainage Notes: i) "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." ii) "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this development plan." iii) Contractor shall remove fine materials from bottom of any detention/retention basin and scarify basin bottom once construction activities are completed in order to remove any material build up caused by construction and to restore soil percolation. Alternatively, contractor may utilize BMP's at basin inlets to prevent fines from entering any basins. iv) Add verbiage per this section of the drainage standards: DS Sec.10-02.14.3.2. b) DS Sec.11-01.2.1.A: Add to General Grading Notes: i) Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Planning and Development Services Inspector inspects work and accepts it. ii) Call for DSD Engineering Inspection meetings. For a DSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html . iii) Add as General Grading Note that Engineer of Record shall provide As-builts (Final Revised Grading Plan), a statement of conformance for substantial completion for overall project, a letter stating drainage facilities were constructed to meet City of Tucson drainage requirements were constructed per approved plans & reports. iv) Add to grading notes that Geotechnical Engineer shall be used during grading construction activities and that all geotechnical observation reports and testing results be provided at as-built stage to the City of Tucson PDSD Engineering prior to final grading approval. v) Add as another Grading Note: "If grading construction is expected to last longer than the expiration date of the grading permit, contact PDSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. vi) Add as another Grading Note: The permitee shall notify the PDSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required field reports or other closure documentation has been submitted. 2) MS&R streets may not have vehicles backing up into street. MS&R applicability to be determined by Traffic reviewer. If applicable, gated entrance may have additional restrictions. 3) DS Sec.2-03.2.1.J: Provide legend(s) on site plan, grading plan and other sheets as needed or on one of the master cover sheets. BASE LAYER SHEET COMMENTS: 4) DS Sec.2-01.3.3.3: Add the DP12-0033 subdivision case number. 5) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Show basin setback from structures per page 11 of Geotechnical Engineering Evaluation. 6) DS Sec.2-01.3.8.A: Clarify if project boundary data is measured, recorded or calculated on the development package on sheet as a note, or label on planview on site plan sheets or base layer. Property shall match lot split dimensions. Copy of lot split survey detail should be provided. 7) The curbing, curb openings, proposed paved area, drainage improvements shall be shown on all plans as a base layer, or at minimum site, grading, and SWPPP sheets. SITE PLAN SHEET COMMENTS: 8) DS Sec.2-01.3.9.T, 6-01.3: Sheet 4, show solid waste pick-up and maneuverability. Provide solid waste pick-up area enclosure detail and add dimensions for minimum 10-ft between enclosure gate and inside rear bollards. Label minimum 2% slope for concrete approach and waste pick-up pad on details. 9) DS Sec.6-01: See figures and exhibits at end of this section and assure notations and dimensions are provided on plans for solid waste pick-up. 10) DS Sec.2-03.2.3.E: Show location of any fire hydrants within 100 feet of the site. 11) DS Sec.2-03.2.3.E: Label Fire Station #22 on sheet 4. 12) DS Sec.2-05.2.4.D.2, E, &L: Label existing street names, existing and future right-of-way & pavement widths, curbs, existing sidewalk widths, and utility locations, all fully dimensioned. Label existing or proposed sidewalks along abutting right-of-way. Clarify on plan and label sidewalk along Benan Venture Drive. Clarify all HC ramps to comply with accessibility requirements for the physically disabled; revise alignment of HC ramp at south side of northwest entrance area to match sidewalk connection. DRAINAGE REPORT COMMENTS: 13) DS Sec.2-01.3.8.I, 10-01.4.3.1: Address the following drainage report comments: a) DS Sec.10-02.2.3.1.1.B: On the cover sheet, provide the administrative address of the development for which the report is being submitted, if available. Also provide case number (DP12-0033). Please be aware that for archiving purposes, a CD of the final approved drainage report will be requested. b) DS Sec.2-03.2.4.L, 2-03.2.3.J.2: Include FIRM panel and FEMA zone for project in the report. c) DS Sec.10-01.3.5.1.3.a: Please be aware that ponding stormwater issues during final grading permit inspections can hold up CofO and final approvals. Infiltration rates shall meet Water Harvesting and Detention / Retention criteria per DS Sec.10-01.III.3.5.1.3.a. For this project, it is imperative that stormwater runoff disposal drain down time is achieved within 12 hours if the upstream watershed is 10 acres or less. Provide statement in drainage report regarding infiltration, and explain how bleed pipes are proposed to be utilized and that positive gradients are provided on all basins and waterharvesting areas. Also acknowledge that any ponding stormwater in basin or water harvest areas will require resubmittal of re-engineered designs for basin and/or water harvesting areas, and that post construction percolation testing may be required. d) DS Sec.10-02.14.2.1: In drainage report, provide pre-and post construction outlet conditions at north property line, showing pre-developed velocity, depth and Q100 outletting site. Explain and provide calculations discussing post developed velocity, depth and Q100. e) Include basin freeboard provision in drainage report. f) Revise design to assure that the 2-yr post-developed condition shall be reduced by a minimum of 15% from existing runoff conditions for basin requirements. Provide table showing both existing and design values for 2-yr, 10-yr, and 100-yr. Revise page 4 and calculations. g) Provide justification for use of Contributing Area factor - otherwise use 100% in Hydrologic data sheets. h) Label height of outlet structure on page 24 and plan sheet. i) DS Sec. 10-01.4.3: Provide typical details for any proposed or future wall openings. j) DS Sec.10-02.1.5.1: Provide a basin maintenance checklist, include drainage facilities including catch basin inlets, stormdrain pipes, and stormdrain pipe outlets to the Drainage Report in a drainage maintenance list. k) DS Sec.10-02.2.3.1.3.A: Provide clarifications to existing and developed conditions drainage exhibits. i) Show and label concentration points. ii) Label existing and post developed 100-yr event flowrates where flows enter and exit subject property. l) LUC 3.7.4.3.B: Revise / clarify water harvesting design on sheet 16 according to the following comments. i) Add statement in drainage report how water harvesting design will be achieved. ii) Provide revised water harvesting schematic to show how stormwater runoff is directed through water harvesting areas using positive gradient. iii) For this project, it is imperative that stormwater runoff disposal drain down time is achieved within 12 hours. Show how runoff from the roof and parking areas will be directed through the landscape areas to the maximum extent practicable; demonstrate positive drainage towards any landscape buffer areas in effort to promote water harvesting, clarify curb openings/depressed curbs. A type 1 scupper and/or bleed pipes may be necessary to dissipate nuisance ponding water in landscape areas. LANDSCAPE PLAN COMMENTS: 14) Assure that corrections for site plan comments and grading comments are reflected on Landscape plan sheets. 15) DS Sec.3-01.5.1.A.1: Regarding landscape sheets address the following comments: a) DS Sec.2-03.2.4.M: Label SVT's on planviews on landscape plan. b) Add a landscape note to landscape plans that states that any existing trees or transplanted trees from onsite within existing/remaining & proposed SVT's shall be checked & trimmed to assure they are clear of leaves & branches to a height of at least six feet above grade. Location of trees within existing and future sight visibility triangles may be restricted or modified as determined by City of Tucson Inspectors in order to preserve visibility. c) Provide grading limits to match grading plan sheets. GRADING, PAVING, DETAIL SHEET COMMENTS: 16) DS Secs.2-01.3.8.E, 2-03.2.3.A: Show and label local benchmark elevation for basis of elevation location on planview. 17) DS Sec.2-01.3.9.M: Show and label grading limits. Include grading limits delineation symbol in the legend. 18) DS Sec.2-03.2.3.F.1: Address the following grading sheet comments: a) Bleed pipes or Type 1 scuppers, or other outlet structures, which show low flow stormwater can be conveyed through surface drainage, should be provided. Where these devices are not provided for proposed drainage design, show positive gradients by labeling proposed spot elevations for all basins and waterharvesting areas. Assure all flow lines are delineated on grading planviews. b) DS Sec.2-03.2.4.M: Label SVT's on site, grading, and landscape sheet planviews. 19) DS Sec.2-01.3.8.I: Address the following drainage comments on the grading plans: a) Provide for unattenuated flow conditions. Unattenuated flow protection is required along downstream constructed berms for basin embankment protection - show erosion protection in form of rip rap with filter fabric at minimum, and to 100-yr flood elevation plus freeboard. b) Provide spot elevations and provide invert elevations for all pipes on planviews and details. c) Provide cross sections to clarify grading design for construction. See redlines. d) Label slope grade (max 2:1(H:V) per geotechnical recommendation) for proposed slope embankments for basin and channels. e) Geotechnical recommendations for building or pavement setbacks from basin should be shown on site and grading plan views. f) DS Sec.2-03.2.4.L.4: For clarification of proposed flow conditions, show on planview on sheet 5 or details for sheet 5, more spot elevations clarifying drainage from and around proposed building. g) Show and label locations of Q100 entering and exiting site on sheet 5. h) Label dimensions for basin area for inspection purposes. i) Label "100-year ponding limits" in basin area. 20) DS Sec.2-01.3.9.T: Label minimum 2% slope for concrete approach for any solid waste pick-up pad. Also, assure solid waste pick-up area(s) are not located in proposed onsite flow paths. 21) Show the roof drainage arrows to clarify how all proposed building roofs will drain. Show how runoff from the roof and parking areas will be directed through the landscape areas to the maximum extent practicable; demonstrate positive drainage towards any landscape buffer areas in effort to promote water harvesting, clarify curb openings/depressed curbs. A type 1 scupper may be necessary to dissipate nuisance ponding water in landscape areas. UTILITIES / EASEMENTS COMMENTS: 22) DS Secs.2-03.2.3.C, 2-01.3.8.B: Provide a copy of the Title Report, Schedule B for current easement data. All existing easements need to be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If easements are relocated, not in use, or proposed for abandonment, then the documentation of the vacation/abandonment/relocation shall be submitted prior to approval of final development package plan. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Any easements in conflict with proposed footprints of new buildings must be resolved prior to final development package plan approval. 23) On Utility, Grading and Site sheets, show and dimension any abandonment of easement with Dkt/pg or SEQ# if intent is to abandon. 24) DS Secs.2-01.3.9.H.3, 2-01.3.9.L: Assure utility clearances and maximum fill restrictions have been verified through each utility for areas where the entrances are proposed to cross any utility easement. 25) Offsite improvements require authorization from property owners. Provide any documentation in next submittal. STORMWATER POLLUTION PREVENTION PLAN COMMENTS: 26) Tucson Code Chap.26 Article II: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP).
