SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Statement (Bogardus Engineering LLC, 09DEC11). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed:


SITE PLAN:

1) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP11-0020) may be added to the lower right hand corner of the plan on all sheets where indicated by "DP11-____."

2) DS Sec.2-01.3.9.M: Revise the development plan documents to clarify the following items on the plan sheets and within the associated details:

a) DS Sec11-01.4.1.C.3: Clarify the grading limits that are delineated on the development plan document versus the proposed perimeter wall along both the east and south property line. The grading limits should clearly encompass all areas of improvements and is to include the proposed wall location.

b) DS Sec.11-01.4.1.C.5: Revise the development plan document and associated Details 1/C5.1 and 2/C5.1 to clearly show the minimum 2-foot setback from the property boundary to the proposed limits of grading and/or any proposed improvements, specifically the proposed wall along the east and south property lines. Or provide a detail that clearly shows the construction of the wall entirely onsite (L-shaped footer). The wall and grading limits can not extend off property unless a temporary construction easement is provided.

3) DS Sec.2-01.3.9.N.1: Revise the plan set to remove the shading of the demolished parking area located under the proposed basin foot print on both the site plan and grading plan sheets. Provide a clear outline of the proposed basin footprint along with the labeled 100-year ponding limits within plan view to match Detail 3/5.1.

4) DS Sec.2-01.3.9.N.2: Revise Detail 3/C5.1 to label the required minimum filter fabric specifications or provide a reference to PC/COT Standard Specification for Public Improvements Section 1014. It is acknowledged that a generic note is provided on Sheet C4.0 however the development plan documents are to be used as the construction document for site and grading and must clearly label and detail all improvements for construction and inspection purposes.

5) DS Sec.2-01.3.9.N.3: Provide the length dimension for the proposed concrete header on Sheet C4.2 either in plan view or in Keynote #16.

6) DS Sec.2-01.3.9.R: Revise the handicap ramp detail and Keynote to clearly show that it meets all aspects of ANSI 405. Per Keynote #22 the ramp is 6-feet long however per Detail 5/C5.1 the dimension shown is 15-feet. The slope per the detail exceeds 5% therefore a landing will be required unless the slope can be reduced to meet ANSI requirements. Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

7) DS Sec.2-01.3.9.R: Verify that the proposed ramp railing meets the minimum requirements of ANSI 405 refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

8) DS Sec.2-01.3.9.R: Revise the handicap ramp detail to either provide structural design for the sidewalk that spans the proposed Type 3 sidewalk scuppers or provide a note to state that the ramp is to be built by separate permit that will have structural design and calculations submitted for review by the Structural Section.


GENERAL COMMENTS:

Please provide a revised plan set that addresses the comment provided above. For expedite purposes the development plan package can be reviewed over the counter (PDSD Engineering Division comment only) for stamp approval once all items have been addressed. COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS Sec.2-01.3.3: The relevant Development Plan Package number (DP11-0020) may be added to the lower right hand corner of the plan on all sheets where indicated by "DP11-____."

2. DS 2-01.3.9.H.5.a Regarding all vehicle parking spaces which are less than 18' in length (15.50') clearly indicate the required clear area of 2'-6" overhang at the front of all parking spaces. This is to prevent damage to the required landscape.

3. DS 2-01.3.9.R Provide the wide of all proposed sidewalks (dimension on plan).

4. These comments are minor in nature and can be reviewed over the counter by setting an appointment with me.
