Based on the applicant's request, a concurrent review of both the Special Exception and development plan are being conducted by staff. Prior to the approval of development plan D10-0036, it shall comply with any and all conditions approved through the Special Exception process. Therefore, the following revisions to the development plan, as outlined by staff are subject to the Special Exception, as may be approved/modified by Mayor and Council at a future date. Any changes by Major and Council on the Special Exception consideration shall be addressed by the applicant prior to resubmittal of the development Plan. Staff offers the following comments: 1. Prior to development plan approval, provide written notice from the City's Real Estate Office (Jim Rossi) that their office is reviewing this project for a one-foot no access easement along Valley Road, along that portion of the mobile home park's eastern perimeter that will be utilized by the solar renewable energy generation facility. 2. The proposed chain link fence with slats and native landscape border is supported within the mobile home complex, which is to screen the western perimeter of the solar renewable energy generation facility. However, a chain link fence is not supported along the southern or eastern perimeter, which abuts adjacent residentially developed parcels and the Santa Cruz River Linear Park Corridor. Please revise (all applicable sheets) on the development plan and the landscape plan, by deleting verbiage, key notes, and cross-section information that states an option to use "chain link fence with slats" along the southern and eastern perimeters of the solar renewable energy generation facility. Revise the southern and eastern perimeter landscape border/wall description/keynotes/cross-sections to match language, key notes, and cross-sections, as shown on the original development plan submittal dated October 27, 2010. The option to use chain link fence with slats on the southern and eastern perimeter was revised by the applicant on the 2nd submittal without discussion with staff. This proposal is not supported by Plan policy along exterior perimeters. 3. Please revise development plan (landscape section) sheet 17 of 23 to show the Drought-Tolerant Native Landscape border, adjacent to the full length of the proposed chain link fence with slats along the western perimeter. Current submittal shows native landscape at approximately one-fourth the total length of the western perimeter. The drought-tolerant native landscape border along the western perimeter shall be shown from the southwest corner of the solar renewable energy generation facility, going north and northeast along the western perimeter to the point where the chain link fence connects to the proposed masonry wall that is shown along the northern, eastern and southern perimeters. |
