SUMMARY: The Revision to development package was submitted for the Nordies Rack Home Depot Retail Center Lot 9 improvements. Engineering Division of Planning & Development Services Department has received and reviewed the revision for the Development Package including plan sheets 1, 7, 8, 10, 10A and Geotechnical Addendum No.5 (Western Technologies Inc., Justin Heineke P.E. R.G. 8-30-10). A meeting was held Wednesday, January 05, 2011 at 1:00 PM with PDSD Engineering, CDRC, RICK Engineering, and Sayler-Brown to go over proposed revisions (mostly field changes) to the Development Package grading plan sheets. A phone conference was held 11FEB11 with Anthony Boone from RICK to go over the changes on the sheets. Engineering Division recommends approval of the Revision #1 of the approved Development Package with the following conditions still needing to be addressed prior to final grading permit inspection approval. See clarification on condition item 11.

GRADING PERMIT CONDITIONS:
The following 11 grading permit conditions still apply to grading permit T10BU01213:
1) There shall be no stockpiling, vehicular parking/storage, placement or storage of construction material, washout areas, staging, or other non-authorized activities within the basin or waterharvesting areas. Retention basin soil compaction could lead to infiltration function issues as well as delays in project closure. Post construction percolation testing may be required with re-engineering & reconstruction of basins to show compliance with minimum drain-down times.
2) Geotechnical toedown and west slope of eastern basins must be constructed in a manner that minimizes disturbance and compaction of basin bottom.
3) Call PDSD Engineering for special Inspections during the construction of any toedowns and other subsurface improvements.
4) A Temporary Traffic Control Plan may be necessary if/as needed by Inspector or EOR to reduce conflicts between public access to the Home Depot shopping center and construction vehicles & project activity. In order to provide inspection clarification and prevent onsite traffic conflicts, temporary traffic controls may be needed to clarify between continued commercial uses/access and construction access / maneuverability. Install construction access-only signage, or other controls, if/as needed.
5) For inspection purposes, post City of Tucson's "AZPDES - Posting Requirements" green sheet, or the NOI at construction entrance of the site, at beginning of construction activities, and maintain this posted document throughout project construction.
6) Call for Pre-construction meeting once grading activity is expected to start. For a PDSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at Planning & Development Services Department, or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
7) Provide sequential list of grading construction activities for this project. The sequence of major activities should state whether establishment of erosion and stormwater controls are to occur prior to clearing and rough grading of this site.
8) After interim SWPPP controls are removed, permanent erosion control are required on all disturbed areas, in the form of vegetative cover, gravel, a sized decorative rock, and/or other controls, or as shown on the plans.
9) Any revisions to the Grading Plan must be reviewed by the PDSD Engineering Engineer and may include discussion, details, or a revised grading plan. Call PDSD Engineering at 791-5550 to discuss any revisions.
10) If grading construction is expected to last longer than the expiration date of the grading permit, contact PDSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. Requests for grading permit extensions are found online and may be submitted to Planning & Development Services Department, prior to grading permit expiration date, for consideration of grading plan extension approval.
11) As-builts are required to be submitted under the activity number T10BU01213 to the permit clerks. They will be reviewed and then if acceptable, a copy will be provided to the PDSD Engineering Inspector for final grading inspections. For Grading Permit Project Closure documentation, submit: one copy of original grading plans, 2 copies of as-builts, letters of completion (one for basins and another for substantial completion of the project). Include geotechnical field reports for west basin areas.
