The Gateway Center PAD calls for maximizing recreational opportunities, especially along the Pantano River Park through a trail and other linkages. Central to the Gateway PAD open space is the Pantano Wash itself with a linear trail system proposed along the west bank between Broadway and Speedway, and a small urban park located along the wash north of the loop road (which is adjacent to the south side of the project property). This system of open space is to be enjoyed by employees, residents, and the community.

The applicant needs to provide comments as to how this proposed Linear Park path is to be incorporated into the overall design of the project so as to ensure that in the future there is a continuous pedestrian/recreation linkage from Broadway to Speedway, that is safe and accessible.

It appears that the applicant would like to design a more secure site, which compromises the extension of the Linear Park path that abuts their property along the Pantano River Park. However, due to the approved building encroachment into the 20’ linear park path, which reduces that access to approximately eight feet, the area behind the building could present safety issues if it is not well-lighted, or cannot provide adequate width.

Still the Gateway PAD identifies a trail system for the west bank between Broadway and Speedway. It appears that the applicant could provide a connection from the Rosewood Street circulation system already in place to the Linear Park path, be able to meet their security concerns, and provide a safer pedestrian path through a trail easement along the north property line of the subject site. This easement would allow future access to the Linear Park path from the public sidewalk, if and when the extension of the Linear Park path is completed at a future date. An easement would ensure a continuous pedestrian/recreation linkage from Broadway to Speedway, thus meeting and implementing the goals and requirements of the Gateway PAD.

It might be helpful to meet and discuss the various design opportunities so as to meet the Gateway PAD requirements.

Also it should be noted that on October 7, 1996, the Mayor and Council approved the request to reduce the Riverpark easement width from 20 feet to 6 feet along the area of this site that abuts the Riverpark, subject to certain conditions. These conditions included provision of security lighting, cameras, and landscaped areas with pedestrian safety in mind on the east side of the building adjacent to the Riverpark; and for a mural to be completed on the east facing side of the building.

Also it appears that no crossing has been provided for the existing drainage channel that abuts the southern edge of the project site and impedes the 20’ Linear Park Path.

The applicant needs to meet with City of Tucson Parks and Recreation Department to discuss how the Linear Park Path is to be incorporated into the overall design of the project so as to ensure that this a continuous pedestrian/recreation linkage from Broadway to Speedway, that is safe.

Please provide cross section of linear park path and pedestrian path linkages on development plan along with a Keynote that delineates the pedestrian path linkage.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

Parks and Recreation Department Staff has reviewed this proposal and offers the following comments:

In our previous comments, staff suggested that an enhanced pathway be provided, either along the northwest or the southeast side of the building, connecting the Pantano Wash linear park to the sidewalk on Rosewood Street/or to Rosewood Street itself, to provide a continuous pathway for river park pedestrian and bicycle users. Subsequently, GDA staff informed us that this is not acceptable to their client. As no enhanced, safe pathway will be provided on the TPC site, Parks staff requests that access to the river park be temporarily blocked off at the northern and southern ends of the TPC site, until such time as river park improvements are completed on the parcels south of the site, including a bridge over the tributary channel that drains into the Pantano Wash southeast of the TPC site.

Please provide attractive security fencing that is at least 6 feet in height, that will temporarily block access to the river park, from both the north and the south, on the east side of the building. It is staff’s understanding this fencing will be attached to the building.

Clearly show the locations of and label the temporary security fencing, at both the northern and southern ends of the river park area adjacent to the site, on the development plan and landscape plan. It needs to be labeled as “temporary security fencing.”

Provide details of the security fencing on the development plan. The fencing is to be designed to be visually attractive, and it should be consistent with the fencing on the parcel to the north. The detail shall include a note that says “Razor wire will not be permitted.”

During a recent field trip, staff observed people using the river park along the east bank of the Pantano Wash in this area. To enhance the visual appeal of the building facade for river park users, and residents and businesses to the east, the owner/developer is to provide a mural on the east face of the expansion building, as per Ordinance No. 8760, adopted 10/7/1996. The owner/developer shall coordinate with TPAC (the Tucson-Pima Arts Council), businesses located in the Gateway Center, and affected property owners to the east regarding the design of the mural. The final design, location and size of the mural need to be submitted for review to and accepted by the City of Tucson Parks and Recreation Department.

Please add the following general note to the Development Plan: “Owner/developer agrees that at such time in the future when the river park is completed along the west bank of the Pantano Wash south of this site, including a bridge over the tributary drainageway south of the site, public access to the river park along the east/northeast side of this site must be provided, so that continuous, functional, safe and visually attractive access is provided along the west bank of the Pantano Wash, linking the river park segments north and south of the site. Owner/developer further agrees to grant any easements to the City of Tucson in the future as may be necessary to ensure public access to the river park for non-motorized vehicular use.”

In order to ascertain the current conditions relative to the river park area, staff previously requested that sections of the river park be provided along the eastern edge of the site, adjacent to the Pantano Wash. Sections have been provided as detail 4 on sheet 2 of the Development Plan, and section 1 on the Landscape Plan - however, no dimensions have been provided. Please provide dimensions on the sections. Clarify the locations of the original 20-foot and since-reduced current 6-foot river park easements, relative to the locations of the building edge, property line, existing asphalt path, and safety railing atop the soil-cement bank protection.

As previously requested, please label the existing 6-foot river park easement on the landscape plan. It is shown as 8 feet. If it is 8 feet, please explain the discrepancy.

The Development Plan (DP) and Drainage Statement (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. Demonstrate how the new concrete dock will be drained, i.e.: sump pump ect.
3. Provide ADA compliancy; truncated domes are required at any flush interfaces where sidewalk / pedestrian area meets pavement / vehicular use areas.
4. Provide a design at the northwest end of the parking area at outflow from parking / site. A curb is shown at this location. Provide curb openings or other design to assure that the runoff is in pre-developed conditions. Also, assure appropriate erosion protection is provided at outlet.
5. Show existing stair well at northwest area of the building on the plan. Otherwise remove stairwell if not being used and show parking and back up spur at this location.
6. Show any pedestrian bridge required by planning.
7. For Grading Plan, provide SWPPP that addresses runoff from site toward the Pantano Wash.
8. For Grading Plan, provide construction diagram for area that will be sectioned off for Temporary C of O conditions. Label construction areas and commercial access and show signage and temporary barriers.

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
