The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

All Sheets: Show the jurisdiction’s case number, D08-004, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

Sheet 1: If there is no new sewer proposed for this project then eliminate General Notes #5 and #9. Add the following General Note:

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

Sheet 1: Revise General Note #14 to read as follows:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And fill in the blanks with the appropriate values.

Sheet 2: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line types in the legend on Sheet 1.

Sheet 2: Call out the existing public sewer in Rosewood with pipe size and construction plan#. Also show the sewer flow arrows for all sewer line on plan both public and private.

Sheet 2: Indicate the IMS# for all public manholes shown on plan and include the rim and invert elevations.

Sheet 2: Indicate the size of pipe for the private BCS shown for the existing building on site and include the slope and length of pipe.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1) Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is January 23, 2009.

2) D.S. 2-05.2.1.D.2 Label the Pantano Wash on the location map.

3) D.S. 2-05.2.1.F Provide a reduced-scale map of the PAD 3 District on the first sheet, indicating the location of this project within the PAD.

It should be noted that the Gateway Center PAD calls for maximizing recreational opportunities, especially along the Pantano River park through a trail and other linkages. Central to the Gateway PAD open space is the Pantano Wash itself, with a linear trail system proposed along the west bank between Broadway and Speedway, and a small urban park located along the wash north of the loop road (which is adjacent to the south side of the project property). This system of open space is to be enjoyed by employees and residents.

Also it should be noted that on October 7, 1996, the Mayor and Council approved the request to reduce the Riverpark easement width from 20 feet to 6 feet along the area of this site that abuts the Riverpark, subject to certain conditions. These conditions included provision of security lighting, cameras, and landscaped areas with pedestrian safety in mind on the east side of the building adjacent to the Riverpark; and for a mural to be completed on the east facing side of the building.

Also it appears that no crossing has been provided for the existing drainage channel that abuts the southern edge of the project site and impedes the 20’ Linear Park Path.

The applicant needs to meet with City of Tucson Parks and Recreation Department to discuss how the Linear Park Path is to be incorporated into the overall design of the project so as to ensure that this a continuous pedestrian/recreation linkage from Broadway to Speedway, that is safe.

Please provide cross section of linear park path and pedestrian path linkages on development plan along with a Keynote that delineates the pedestrian path linkage.

Please submit a Landscape Plan.

Please label the Pantano Wash on the Development Plan and the Landscape Plan, and provide the recording information for the wash.

In order to establish an “existing conditions” baseline, please provide the following:

On October 7, 1996, in conjunction with the development of the Iceoplex Addition, the Mayor and Council approved a request to reduce the width of the Pantano Wash river park easement from 20 to 6 feet, subject to five conditions (Ordinance No. 8760 an Exhibit 1 to same Ordinance). Please provide this information on the Development Plan.

On the Development Plan, include an existing section of the eastern edge of the site adjacent to the Pantano Wash. Show the Pantano Wash, soil-cement bank stabilization, handrail, paved walkway, and eastern edge of building. Label the original 20-foot linear park easement, and the current 6-foot reduced easement. Show the current paving relative to the easement. Please clarify that keynote #31 has since been modified (i.e., reduced to 6 feet). Keynote #32, which calls out an 8-foot access easement, appears to be inconsistent with the 6-foot easement. Please clarify – is the remaining river park easement 6 feet or 8 feet?

When the area south of Rosewood Street is developed and the river park to the south built, it will be desirable to complete the river park segment adjacent to this site, consistent with the river sections park upstream and downstream. The intent is to form a continuous pedestrian/recreation linkage along the Pantano Wash between Speedway and Broadway. This would include removing the building addition (i.e., that area labeled as “excluded area” on this development plan). Staff recognizes this may not happen, but we remain optimistic it will. In the interim, staff suggests the following:

Provide an enhanced pathway along the east side of the building, linking around the southeast side of the building to the sidewalk system along Rosewood Street. This enhanced pathway would include a mural on the side of the building adjacent to the river park, as well as security lighting and monitoring cameras; or, alternatively,

Block off access to the path on the east side of the building, and create a new enhanced pathway around the northwest side of the building, linking to the sidewalk system on Rosewood Street.

Please provide cross-sections of the pathway on the development plan and landscape plan.
