This project will be tributary to the Ina Road Wastewater Treatment Facility via the North Rillito Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The development plan for this project cannot be approved until a copy of this letter has been received by this office. Sheet 4: The section of sewer line downstream of New OS MH#3 does not appear to be within an easement please clarify on the plan or create an easement with recordation information for this section. Sheet 4: The off-site sewer line should be centered in the sewer easement. Are the sewer easements dedicated for public sewer? If so they should be called out as public sewer easements. This office will require a revised set of blue lines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $200.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 10/31/08. 2. DS 2-05.2.1.K Provide the annexation case # C9-84-32 on each sheet in the lower right hand corner next to the title block. 3. DS 2-05.2.2.B.2 This project has been assigned the case number D07-0041. List the case number in the lower right corner next to the title block of all plan sheets including the Landscape and NPPO sheets. 4. DS 2-05.2.2.B.3 In general note #3 list the proposed use as "Family Dwelling" with development designator "L". 5. DS 2-05.2.2.B.11 The gross area of the site, as indicated in note #1, should be indicated as the total area after the dedication of right of way to the City of Tucson. Indicate the property lines with distance and bearings as they will be after the right of way dedication. 6. DS 2-05.2.4.D.3 Per DS 3-05.2.2.B.4 a minimum distance of one (1) foot must be maintained between any structure and a PAAL. As indicated on the development plan the carports do not meet this requirement. Clearly indicate by dimensions how the proposed carport covers meet this requirement. Clearly identify the carport covers by keynote or in the legend. The PAAL located at the crosswalk near the southwest corner of the pool area does not appear to meet the minimum width for a PAAL (24'). Provide a dimension for this area. Provide a dimensioned detail of the proposed backup spur, clearly indicating the required 3' radius, 3' clear area, and 24' width. The indicated handicap ramps at the back of the back up spur may not work because of the required minimum width of a sidewalk being 4'. See later comment. 7. DS 2-05.2.4.I General note #24 which indicates setbacks is not correct. The north and west property lines abut SR zoned property which requires a minimum setback of 25' not the height of the building. The east property line is adjacent to R3 zoned property which requires a setback of 10' or ¾ the height of the structure which ever is greater. See LUC Sec. 3.2.6.4. Revise note. Provide dimensions from the buildings to the property lines indicating compliance with required setbacks. The carport cover indicated near the south east corner of building #10 does not meet the required minimum setback of 25' from the west property line. A setback waiver can be obtained from the adjoining property owner indicating that they have no objection to the location of the carport as indicated on the plan. Provide documentation or revise location of the carport. 8. DS 2-05.2.4.K See DS 2-08 and ANSI 117.1-2003 for pedestrian circulation and handicap accessible information. DS 2-08.3.1 The on site pedestrian circulation path is required to connect to the pedestrian circulation path located in any adjacent street. Provide connection to the property line along Speedway as a minimum and to the sidewalk located in the right of way if required by engineering. The sidewalk located along the south property line adjacent to Speedway appears to be located in the required landscape buffer. (clearly indicate the required landscape buffer) This may not be allowed, see landscape comments. DS 2-08.5.1 The minimum width of a sidewalk is four (4) feet. Revise plan, note #11, details 2, 3 and 4 of page5. DS 2-08.4.1.B A sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. Missing in several locations: east side of building #10, west side of building #11, west side of building #7, east side of building #8 DS 2-08.4.1.C A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. (must be a sidewalk with ramp) It could remain a striped area only if a handicap parking space is located on one side of the striped area with a minimum width of 5', it then becomes an access aisle. 9. DS 2-05.2.4.N On the drawings label the height and dimensions of all structures. 10. DS 2-05.2.4.P Provide location and detail of the required van accessible parking space. See IBC Sec. 1106.5 For every six or fraction there of one van accessible parking space is required. The standard parking space in detail 6 of 5 is missing dimensions. The handicap parking sign has the incorrect verbiage. A copy of the correct sign can be obtained here at DSD. Per City of Tucson standards the minimum distance from grade to the bottom of the main sign for the handicap parking is seven (7) feet. Revise detail. The cross walk located southwest of the pool area cannot cross behind the parking spaces. Revise. 11. DS 2-05.2.4.Q Per DS 2-09.5.1.A the minimum distance between the outer posts of class 2 bicycle parking racks is 30". Revise detail 11 on 5 of 7. DS 2-09.6.2 Clearly indicate the surface material for the class one and class two bicycle parking spaces. DS 2-09.5.2 Clearly indicate the required 5' wide access aisle for both types of bicycle parking spaces. 12. DS 2-05.2.4.R The future sight visibility triangle indicated at the entrance from Speedway does not appear to be located in the correct location. It should start at the face of curb,.not as indicated. See engineering comments. 13. The indicated drainage way located in the 30' ingress/egress easement along the east side of the property may not be allowed. See engineering comments. 14. DS 2-05.2.4.W If applicable, provide location, type size and height of existing and proposed signage including billboards. If no signage is existing or proposed please state so. 15. The following comments must be addressed: 1. Easement note 3 indicates that the easement described has been released. Please remove this from the plan to prevent confusion. 2. In note 40 indicate which culvert detail is referenced. 3. Clearly indicate where the vertical curb ends and extruded curb begins. 4. Show the contour interval near the scale bar and north arrow on each sheet. Provide sufficient labels on intermediate contours to establish clearly the existing conditions on the site. 5. This proposed development appears to be in violation of the differential grading requirements of the grading Development Standard. Revise the proposed grades to limit the fill in the outer 100 feet of the project site to less than 2 feet (excepting the filling of minor depressions and holes.) 6. Construction Keynote 29 refers to detail 5 on sheet 5. Provide the referenced detail. 7. Provide a notarized letter from the owners of all properties that are a party to the access easment shown on the plan. The letter must indicate that the owners are aware of the proposed uses of the easement and that they have no objections. The letter should also describe the proposed development within the easement. 8. Four foot sidewalks are required for on-site pedestrian circulation. Revise all sidewalks to be at least 4 feet in width. (DS 2-08.5.1.A.) 9. The basin is shown with retaining wall around the perimeter. Revise the basin design to meet the design criteria in the retention/detention manual. The manual indicates that the basin should have no more than 35 per cent of the perimeter formed by retaining walls. Drainage Report : 10. Revise the retention volume calcultations. The calculations must use the 5-year runoff coefficients along with the 5-year rainfall depth. Provide the calculations showing how the runoff coefficients were computed. 11.
