Condition four states that the applicant shall provide building elevations and a color palette demonstrating compatibility with existing onsite buildings and the overall neighborhood construction. In addition, building facades shall be designed with attention to architectural detail compatible to the front façade. Please show all four building elevations, the color palette, and how the new construction is compatible with the existing building and overall neighborhood construction.

Condition six states that all masonry walls shall be constructed of, or painted with, graffiti-resistant materials and that they shall be constructed with stated decorative materials. Please show a detail of the proposed masonry walls and indicate that they will be graffiti-resistant and what material they will be constructed with.

Condition seven states that any continuous wall greater than 75 feet in length and three feet in height visible from the public right-of-way shall have a varied wall alignment and include trees or shrubs in the voids created. Please show the varied wall alignments and trees or shrubs on the appropriate development plan and landscape plan.

SUMMARY: Engineering Division has reviewed the subject plan. Approval is not recommended. Please address the following comments prior to resubmittal:

1. Provide a copy of the recorded Rodeo Wash 15-foot trail easement document or documents and provide recording information on the plan (Type V Exception Case - condition # 5 and Development Standard 2-05.2.3 B).
2. Please provide a complete set of the stamped/approved Site and Grading Plans for reference (DSD activity #'s T03OT00511 and T03BU00898). The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management (PCWWM) Department. This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use:

1. This project will be tributary to the Southeast Interceptor and the Roger Road Wastewater Treatment Facility. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause an flow of effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. If conditions change between now and the time a formal Sewer Service Agreement is established between the owner of record and Pima County, the property owner may be required to augment the existing public sewerage system in order to provide adequate treatment and conveyance capacity for this project.

2. Based on the Sewer Service Agreement for the Santa Rita Bottling Company under case no. CO12-87-05, this project would qualify for Participating sewer connection fee rates.

3. All Sheets: Add the development plan case number, D04-0007, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers.

No wastewater review fees will be charged for sheets where this is the only required revision.
4. Sheet 1: Will the warehouse addition have any plumbing that will discharge into the public sewer system? If so, show the number of proposed wastewater fixture unit equivalents in a General Note. This value must be calculated using Table 13.20.040(F)(1) in Pima County Code 13.20.040(F).

If not, add a General Note that states:

THIS PROJECT WILL HAVE ZERO WASTEWATER FIXTURE UNIT EQUIVALENTS.

5. Sheet 1: If the warehouse addition will have any plumbing that will discharge to the public sewer system, add a General Note that states:

6. Sheet 1: Make the last sentence of General Note 10 (regarding industrial wastewater) into a separate General Note and change DISCHARGE to DISCHARGED in this sentence.

7. Sheet 1 or Sheets 4 & 5: Are any new sewer lines being proposed? If so, show them on Sheets 4 & 5 along with the design data.

If not, add a General Note that states:

THIS PROJECT WILL BE SERVED BY EXISTING PRIVATE SEWER LINES. NO NEW SEWERS WILL BE BUILT.

8. We will require a complete set of the revised bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.
If the warehouse addition doesn’t have any plumbing that will discharge into the public sewer system, this project is exempt from the wastewater review fees identified in Pima County Code Title 13.20.030.B.

If the warehouse addition will be sewered, these wastewater review fees do apply, and these fees for the 1st and 2nd submittal should be submitted to this office with the second submittal.

1. LUC Section 5.3.8.2 permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for full CDRC review. The one year expiration date for this development plan is March 2, 2005.

2. Place the development plan number (D04-007) on each sheet of the d.p., landscape plan and NPPO plan in the lower right hand corner near the title block. . In addition to the Special Exception case number, add the date of approval to the notes.

Please revise or approval of a DSMR (Development Standard Modification Request is required. 7. Some of the text and line work is difficult to read on the plans with the aerial photo background. It will be more difficult to read on microfilm.
