COMPREHENSIVE PLANNING TASK FORCE
FAMILY DOLLAR/STONE, D04-004 - 3RD REVIEW

The General Plan, North Stone Neighborhood Plan, Design Guidelines Manual and the Stone Avenue Corridor: Measures for a Livable Corridor all provide guidance for the review of this development.

The development plan that the applicant has submitted is substantially different than the original development plan from the two previous reviews. The applicant did not submit a landscape plan with the new review packet. In addition, the applicant states in the applicant response that four-sided building elevations were submitted. Staff did not receive the elevations. The Department of Urban Planning and Design cannot make comments unless the appropriate plans/elevations are submitted. Listed below are the comments from the second review, which are still applicable.

1. The Stone Avenue Corridor: Measures for a Livable Corridor encourages street trees on the east side of Stone Avenue to be placed on both sides of the sidewalk. It also states that the trees should be at minimum 36-inch box size. In addition, it states that street trees should be selected from the plant palette for the Stone Avenue Corridor and that two feet deep root guards should be used if the roots could impact the sidewalk or street paving. To enhance the aesthetics of the corridor, staff continues to encourage the applicant to locate minimum 36-inch box size shade trees, from the plant palette, on both sides of the sidewalks (Roger and Stone). If necessary, please use the two feet deep root guards.

2. The Stone Avenue Corridor: Measures for a Livable Corridor encourages pedestrian nodes and shade-oriented bus shelters to be located at the same location. It also states that the pedestrian node should be landscaped with generous amounts of street trees, node trees, and accent shrubbery from the plant palette. In addition, it should have accent lighting to provide nighttime interest to the corridor and security lighting to give evening bus riders, and other pedestrians a sense of safety. To help create a more visually pleasing pedestrian node, staff continues to encourage the applicant to provide additional landscaping, including shade trees, and the appropriate lighting for the bus stops along Stone Avenue and Roger Road.

3. The Stone Avenue Corridor: Measures for a Livable Corridor states that buildings shall be constructed along the Stone Avenue street front and that parking should be located along the side or in the rear of the buildings. This is to increase access for pedestrians and visibility for drivers, and to create a greater feeling of sense of place. The Design Guidelines Manual states that new buildings should have similar setbacks as the prevailing setbacks in the neighborhood. To keep consistent with the existing setbacks along Stone Avenue, staff continues to encourage the applicant to reconfigure the lot layout and place the buildings closer to the Stone Avenue street front and locate the parking on the side and/or in the rear of the building.

4. The Stone Avenue Corridor: Measures for a Livable Corridor and the North Stone Neighborhood Plan state that design proposals for properties adjacent to Stone Avenue should demonstrate sensitivity to nearby neighborhoods. The Design Guidelines Manual states this should be done through four-sided architecture and detail comparable to the front façade, with consistent design treatment, including but not limited to, comparable color palette, signs, rooflines, and materials. To be sensitive to the surrounding uses and zoning districts, and to help promote further neighborhood reinvestment, staff continues to encourage the applicant to design side and rear building façades with attention to architectural character and detail comparable to the front façade. Please submit color elevations of all four sides of the proposed building.

5. The North Stone Neighborhood Plan states that the architectural features of proposed structures should be enhanced and softened using drought tolerant vegetation proportional in scale and mass to architectural element. This includes trees, shrubs, and groundcover. To be sensitive to the surrounding uses, staff continues to encourage the applicant to provide trees, shrubs, and groundcover, from the plant palette, along the sides of the proposed building.

6. The Design Guidelines Manual and North Stone Neighborhood Plan both state that dumpsters shall be screened with masonry walls and landscaping. The Design Guidelines Manual states that the screen around dumpsters shall consist of material such as tile, stone, or brick and plantings up to six feet high. It also states that the screen walls should be constructed with graffiti-resistant materials and encourages shared dumpsters. Staff continues to encourage the applicant to provide a graffiti-resistant tile, stone, or brick masonry screen wall around all dumpster locations and plantings up to six-feet high next to the wall. Also, please show where the dumpster will be located after the future retail building is constructed.

7. The General Plan, North Stone Neighborhood Plan, and Design Guidelines Manual state that loading zones and dumpsters should be kept away from residential parcels and zoning. To be sensitive to surrounding properties, staff continues to encourage the applicant to locate the proposed loading zone a minimum of fifty feet from the R-2 zoning district lines.

8. The Design Guidelines Manual states that the impact of freestanding walls over 75 feet long and over three feet high should be reduced. Staff continues to encourage the applicant to construct all required or proposed masonry walls with graffiti-resistant paint or materials. Please incorporate two or more visually appealing design treatments, such as; the use of two or more decorative materials like stucco, tile, or brick; a visually interesting design on the wall surface; varied wall alignments; and/or trees and shrubbery in voids created be wall variations.

9. The Design Guidelines Manual, General Plan, and North Stone Neighborhood Plan encourage temporary vacant areas within a development to be landscaped with a minimum of decomposed granite and ground vegetation. To control dust and to visually enhance an area that could stay vacant, staff continues to encourage the applicant to locate appropriate vegetation in the area that is designated as "space for future retail".

10. The Design Guidelines Manual states that the use of vegetation should be used in parking areas to reduce heat build-up. Staff continues to encourage the applicant to provide additional vegetation islands, which include shade trees, within the parking areas. This could be done with an additional vegetation island in the main parking area.

11. The General Plan and Design Guidelines Manual state that signs should be incorporated with and improve the aesthetics of a development. Both also have policies that promote signage that is clear, but is not the dominant feature of the development. To ensure compatibility with the plans and to ensure sensitivity to the surrounding area, staff continues to encourage the applicant to provide the desired sign package, which follows the applicable plans, for the proposed use.

1. Revise the location/vicinity map to correctly show the location and numbers of section corners. The northwest corner of Section 25, Township 13 S, Range 13 E. is located at the intersection of Oracle Road and Roger Road. The southwest corner is located at Ft. Lowell Road and Oracle Road. The east line of Section 25 follows 1st Avenue. Section 26 is to the west of Sec. 25, Sec. 23 is to the northwest of Sec. 25, and Sec. 35 is to the southwest of Sec. 25. 10/22/2004 DALE KELCH COT NON-DSD TRAFFIC Denied raffic Engineering REJECTS this DP:

1. Curve C3 is labeled as 25' in the plan but 24.5' radius in the curve table. 25' is the minimum required.

2. It appears that the northern curb return on Stone Avenue is mislabeled as C6. Should this be C5? Comment #1 applies in this case as well.
