| 07/07/2004 | JCLARK3 | ENV SVCS | REVIEW | Denied | Response note on sheet C-1 does not say anything about casters or a roll out type of service. Shown enclosure is across a sidewalk area. Do not know if this is allowed and if allowed the sidewalk has to be thicker than standard. Enclosure is shown on a future pat site. The enclosure should be permanent for the building being constructed. Enclosure should be detailed and not labeled per standard. There aes no set detail for enclosures. (The standards give typical dimensions such as 10 feet clear, bollard for side and rear wall protection, doors, and a typical section showing construction material and height.) The City is servicing other Family Dollar stores in the Tuuson area. These stores have enclosures for recycling containers and usually each store has one or two containers just for recycling. The response does not seem appropriate. |

Enlarge the text of the major street names in the location map and other text to be a minimum of 12 point (0.12") for microfilming. DS 2-05.2.1.D DS 2-05.2.1.C 2. Sidewalks within the project must be physically separated from vehicular travel lanes by means of curbing, except at crosswalks. It is difficult to determine from the line widths and variation in double and single lines where a vertical curb is proposed and where the pedestrian circulation system is flush to the pavement for crosswalks. Revise line work to be clearly defined and label curbs where proposed. DS 2-08.4.1 3. A minimum 5-foot pedestrian refuge, including a 4-foot concrete sidewalk is required between the building and the PAAL. Please revise plan to show the 5-foot pedestrian refuge, fully dimensioned, along the north side of the building. DS 3-05.2.2.B.1 4. In the loading zone calculation add the number of loading zones required and to be provided with each phase of development. Show the location of the second loading zone that will be required for future retail pad (see note 5 below). DS 2-05.2.4.O 5. It is indicated that there is to be a space for future retail to the south of the proposed Family Dollar store. Provide a future plan for the second phase of development showing all calculations (FAR, vehicle parking, bicycle parking, loading zones, etc), setbacks, heights and dimensions to indicate that the future phase complies with all requirements separately. Future plan must show all future required parking and other requirements as to how the site will meet code in the future. Or, if a future plan is not to be provided at this time remove the area labeled "future retail space" as well as all notes and other references to "future retail space". DS 2-05.2.5.C 6. The proposed freestanding monument sign along Roger Road is shown to be located within the SVT. Label the size and height of this sign on the plan. If it is to be higher than 30" above the at- grade centerline of the entrance drive from Roger Road, the sign must be located outside of the existing/future SVTs. DS 3-01.5.1.A 7. Revise the math in the Floor Area Ratio (FAR) calculation to be correct and consistent (14.8% does not equal 0.178). DS 2-05.2.4.M DS 2-05.2.4.C 8. Provide the maximum slope of the handicap aisle and any associated ramps adjacent to the h/c vehicle parking spaces. ANS 9. Please revise all figures on all sheets to be consistent. The square footage for the future building is stated to be 4,620 on the drawings but in the general notes it is stated to be 4,160 maximum. 10. It is indicated in first review response comment # 41 that the island at the south end of the parking lot is to be painted stripes on pavement only. The double line shown on the plan indicates a raised concrete curb is proposed. See comment 2 regarding consistency in line widths. If the proposal calls for striped pavement only, make all plans clear and consistent, including the landscape plan sheet L-1 and site development plan sheet C-1. Anderson 791-4505 DATE: 07/12/04 COMPREHENSIVE PLANNING TASK FORCE FAMILY DOLLAR/STONE, D04-004 The General Plan, North Stone Neighborhood Plan, Design Guidelines Manual and the Stone Avenue Corridor: Measures for a Livable Corridor all provide guidance for the review of this development. 1. The Stone Avenue Corridor: Measures for a Livable Corridor encourages street trees on the east side of Stone Avenue to be placed on both sides of the sidewalk. It also states that the trees should be at minimum 36-inch box size. In addition, it states that street trees should be selected from the plant palette for the Stone Avenue Corridor and that two feet deep root guards should be used if the roots could impact the sidewalk or street paving. To enhance the aesthetics of the corridor, staff continues to encourage the applicant to locate minimum 36-inch box size shade trees, from the plant palette, on both sides of the sidewalks (Roger and Stone). If necessary, please use the two feet deep root guards. 2. The Stone Avenue Corridor: Measures for a Livable Corridor encourages pedestrian nodes and shade-oriented bus shelters to be located at the same location. It also states that the pedestrian node should be landscaped with generous amounts of street trees, node trees, and accent shrubbery from the plant palette. In addition, it should have accent lighting to provide nighttime interest to the corridor and security lighting to give evening bus riders, and other pedestrians a sense of safety. To help create a more visually pleasing pedestrian node, staff continues to encourage the applicant to provide additional landscaping, including shade trees, and the appropriate lighting for the bus stops along Stone Avenue and Roger Road. 3. The Stone Avenue Corridor: Measures for a Livable Corridor states that buildings shall be constructed along the Stone Avenue street front and that parking should be located along the side or in the rear of the buildings. This is to increase access for pedestrians and visibility for drivers, and to create a greater feeling of sense of place. The Design Guidelines Manual states that new buildings should have similar setbacks as the prevailing setbacks in the neighborhood. To keep consistent with the existing setbacks along Stone Avenue, staff continues to encourage the applicant to reconfigure the lot layout and place the buildings closer to the Stone Avenue street front and locate the parking on the side and/or in the rear of the building. 4. The Stone Avenue Corridor: Measures for a Livable Corridor and the North Stone Neighborhood Plan state that design proposals for properties adjacent to Stone Avenue should demonstrate sensitivity to nearby neighborhoods. The Design Guidelines Manual states this should be done through four-sided architecture and detail comparable to the front façade, with consistent design treatment, including but not limited to, comparable color palette, signs, rooflines, and materials. To be sensitive to the surrounding uses and zoning districts, and to help promote further neighborhood reinvestment, staff continues to encourage the applicant to design side and rear building façades with attention to architectural character and detail comparable to the front façade. Please submit color elevations of all four sides of the proposed building. 5. The North Stone Neighborhood Plan states that the architectural features of proposed structures should be enhanced and softened using drought tolerant vegetation proportional in scale and mass to architectural element. This includes trees, shrubs, and groundcover. To be sensitive to the surrounding uses, staff continues to encourage the applicant to provide trees, shrubs, and groundcover, from the plant palette, along the sides of the proposed building. 6. The Design Guidelines Manual and North Stone Neighborhood Plan both state that dumpsters shall be screened with masonry walls and landscaping. The Design Guidelines Manual states that the screen around dumpsters shall consist of material such as tile, stone, or brick and plantings up to six feet high. It also states that the screen walls should be constructed with graffiti-resistant materials and encourages shared dumpsters. Staff continues to encourage the applicant to provide a graffiti-resistant tile, stone, or brick masonry screen wall around all dumpster locations and plantings up to six-feet high next to the wall. Also, please show where the dumpster will be located after the future retail building is constructed. 7. The General Plan, North Stone Neighborhood Plan, and Design Guidelines Manual state that loading zones and dumpsters should be kept away from residential parcels and zoning. To be sensitive to surrounding properties, staff continues to encourage the applicant to locate the proposed loading zone a minimum of fifty feet from the R-2 zoning district lines. 8. The Design Guidelines Manual states that the impact of freestanding walls over 75 feet long and over three feet high should be reduced. Staff continues to encourage the applicant to construct all required or proposed masonry walls with graffiti-resistant paint or materials. Please incorporate two or more visually appealing design treatments, such as; the use of two or more decorative materials like stucco, tile, or brick; a visually interesting design on the wall surface; varied wall alignments; and/or trees and shrubbery in voids created be wall variations. 9. The Design Guidelines Manual, General Plan, and North Stone Neighborhood Plan encourage temporary vacant areas within a development to be landscaped with a minimum of decomposed granite and ground vegetation. To control dust and to visually enhance an area that could stay vacant, staff continues to encourage the applicant to locate appropriate vegetation in the area that is designated as "space for future retail". 10. The Design Guidelines Manual states that the use of vegetation should be used in parking areas to reduce heat build-up. Staff continues to encourage the applicant to provide additional vegetation islands, which include shade trees, within the parking areas. This could be done with an additional vegetation island in the main parking area. 11. The General Plan and Design Guidelines Manual state that signs should be incorporated with and improve the aesthetics of a development. Both also have policies that promote signage that is clear, but is not the dominant feature of the development. To ensure compatibility with the plans and to ensure sensitivity to the surrounding area, staff continues to encourage the applicant to provide the desired sign package, which follows the applicable plans, for the proposed use. |
