Codes applicable to signage include: Unified Development Code (UDC, 7A, Sign Standards), National Electrical Code (NEC), Tucson - Pima County Outdoor Lighting Code (OLC), International Building Code (IBC)

UDC:
1) One overall development site consisting of three parcels at SE corner of Drexel and Tucson Bl, bounded by Commerce Center Place. Overall site has three freestanding signs along Tucson Bl (corner sign counts for both street fronts) and two freestanding signs along Drexel Rd frontage (again, includes corner sign). Submittal shows removal and replacement of two of existing freestanding signs; one at Drexel Rd site entry, the other on Tucson Bl. at north site entry. (Show additional freestanding sign at south entry on Tucson Bl if proposal is resubmitted.)

2) Existing freestanding signs in package are of monument size; their corresponding replacement signs are at cabinet area of 71.5 square feet and classified larger, as a “pole sized” sign category.

A) Options: May proceed as monuments (50 sqft sign area /10’ tall) with permission of CCRC / property management.

B) Provide inventory of remaining sign sizes (height, setback, sign area); if no other pole signs are present along each street front, proposal can continue with direct permitting. (If pole signs are present along each street front, the proposal would be required to be submitted as a master sign program to seek additional signs of this size along each street front.

3) pole sign minimum setback is 30’ feet from face of street curb to leading edge of the sign structure. Site plan differs from notations on sheet 5… To be on site and meet setbacks, use site plan sheet and update other sheets in set, thank you.

4) To remove and replace any existing signs, provide written permission of property management and all parties to any CCR controlling the overall development site (inclusive of Walmart Market and adjacent parcels (shared access / parking, etc. – is one site).

5) acknowledged that the number of freestanding signs would be within code allowances for the overall development.

6) NEC / OLC

A) Add notes that proposed replacement sign cabinets to use existing sign structure power sources.

B) Remove note about dimming; applies only to digital signs. These are static signs.

7) IBC -
A). Staff is not reviewing the construction plan set at this time, as it is unclear the proposal will proceed via direct permit or through a Master Sign Program. In addition, the plans have not been sealed by an engineer for specific calculations to verify the connections and supports for the signs meet IBC criteria, at wind load calc of 103 mph minimum.

B) Staff will review construction details in resubmitted plans, once sealed engineering is provided; property management / CCRs concur of plans, and clarified whether direct permitting or Master sign program applies.

C) additional construction review comments may be forthcoming, depending upon documentation provided on a resubmittal.
