Date: 05/13/24 (first review)

2nd review ( 7/15/24)

Codes: Unified Development Code (UDC, 7A, Sign Standards), National Electrical Code (NEC), Tucson - Pima County Outdoor Lighting Code (OLC), International Building Code (IBC)
1. UDC:
A) provide sign permit application, filled out with dimensions – etc.
see link here: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/applicationsforms/sign-permit-application-2022.pdf

B) sign area for pole sign exceeds 72 square feet; revise (per prior comment; box each cabinet – reveal between cabinets and architectural embellishments do not count)

C) (repeat comment) Obtain written permission from the Valencia Crossings Planned Area Development (PAD-21) Design Review Committee to authorize BOTH the ability for this location to have their own freestanding sign that counts towards the number of allowed freestanding signs for the development along Valencia Road, AND for this lot to take and use the 1 allowed pole sized sign along the Valencia Road frontage for the PAD-21 development. (For assistance with PAD-21 Valencia Crossing management, contact Terry Klipp at Terramar Properties: TKlipp@terramarproperties.net)

D) Add note for pole sign elevation that “digital message center shall not animate and maximum rate of change for message is 1 x per minute”

FREESTANDING SIGN COMMENTS:
E) UDC 7A.6.5.A. (repeat comment) Freestanding sign height, monument signs are 10’ tall max, and pole signs 12’ tall max, as measured from “grade” to top of sign cabinet. The diagram provided simply notes height from the earth at the base of the structure to the top of the cabinet, not referencing the average grade in vicinity nor street curb, and any differences.

On diagram, add a note that “sign height shall not exceed 12 feet, as measured from top of sign cabinet to either average grade within 5 feet of the sign, or top of street curb, and elevation to be evaluated with field conditions”.

Code reference 7A.6.5.A. “Grade” for sign height refers to either the top of the street curb, or the average grade within 5 feet of the sign. Either can be chosen, check the slope difference in the area and consider whether the street curb is lower than the site elevation to make this decision on height measurement.

2) NEC / OLC / FCC -
F) (Repeat comment) On digital aspect for the proposed freestanding sign. Per the outdoor Lighting Code, (OLC, 501.3) Maximum color temperature for an internally illuminated sign in the City of Tucson is 4400k. Provide the standard Watchfire digital sign manufacturer data sheet for the unit that to be used here, and ensure it is max 4400k and is fully capable to dim down to 200 Nits from sunset to the 12 a.m. curfew and explain how dimmed.

(Watchfire letter provided this review indicates 6500K for their units; double- check and specify unit from Watchfire that will work to 4400k color temperature)

G) repeat comment) the drive-up signs are also digital displays, different
manufacturer than Watchfire, appears Samsung – provide spec sheet for them as well for dimming to 200 Nits, max 4400k color temp full operations mode.

3) Structural reviewer approved sign support system.

Please email me when resubmitted: TS-PRM-0424-00183 I will promptly pull it for review of the updates. Thank you! (Heather.Thrall@tucsonaz.gov)
