03/27/2023 | Signs | REQUIRES RESUBMIT | RE: 4 freestanding signs AT: Houghton Town Center / 9036 S Houghton Road Sign permit: TS-PRM-0323-00218 Scenic Sign District Reviewer: H. Thrall (Heather.Thrall@tucsonaz.gov) Date: 3/27/23 Codes: Unified Development Code (UDC) 7A, Sign Standards, Special Districts - Scenic Corridor District 7A.11.3. & General Sign Criteria of 7A.10.2.c 1) PDSD acknowledges the prior master sign program from 2018, however, the plan and and original permit application was never paid for nor issued and is not valid after a year's time. Thus, a new master sign program submittal and review process is required. 2) Please apply for a new master sign program on the permit portal, and upload your diagrams and SDRC applications. It would also greatly assist staff to understand the setback off Houghton Road, and whether the sign is proposed in the right of way or whether the sign is located within the buffer, for example. 3) from this submittal, it is apparent that the master sign program is to be sought for items ranging to general sign area and sign height for a monument sign, setbacks for both general criteria and scenic criteria; sign area for scenic district monument signs and sign height for scenic district monument signs. 4) Staff acknowledges the prior evaluation done by the City Attorney's Office and prior Zoning Administrator that the signage met the definitions of "monuments" with the utilization of bases. 5) In the design criteria for the master sign program: A) please call out all materials on the signs that relate to the building architecture on the overall site, any colors, lighting, etc. B) provide a night view of all signs showing compliance with the Scenic District criteria and for consistency between sign designs - light emitted only through characters and logos C) provide photos of the buildings on the site for comparison with the sign design and the sign height D) call out the top middle and bottom base components of each sign (since they exceed 20 square feet sign area) on the drawings E) call out the relationship of other signs in the vicinity - freestanding and others - that relate to height and to scale, and materials (provide photos of the vicinity) Please email staff when you have submitted your master sign program request for processing to continue. Thank you. |
