10/13/2026 ROW Engineering Review - Standard APPROVED Approved with noted Conditions
10/08/2026 Engineering Project Managers - Standard REVIEW COMPLETED The proposed permit work and traffic control plan has been reviewed for potential impacts to the Prop 411 Better Streets Roadway Improvement Program. The proposed scope falls within an active Prop 411 project site known as Tucson Heights & Highland Park (specifically within Highland Park), which is under contract with Tucson Asphalt Contractors. Currently, the contractor is focusing on curb ramps and utility adjustments, with milling and paving scheduled to begin November 30, 2026. Therefore, a window of opportunity exists to complete the permitted work prior to the late November paving date. Because active curb ramp work is occurring at Lester St/10th Ave and Lester St/11th Ave (east and west of the proposed work) and a sewer manhole adjustment is located within the west end of the traffic control plan, project overlap is permitted under the strict condition that absolute priority is given to Tucson Asphalt Contractors in the event of any spatial, scheduling, or traffic control conflicts. The permit holder must coordinate field operations directly with Tucson Asphalt and adjust their schedule and/or footprint to ensure zero negative impact to the Prop 411 Program. If this permit work cannot be completed prior to November 30, 2026, postponement until after paving will be required. The permit must then be resubmitted for formal re-evaluation and will be subject to all applicable pavement moratorium rules.
