04/29/2025 Traffic Engineering Review - Standard REVIEW COMPLETED There are minor Traffic Engineering related comments marked up on this PIA plan set. This may not be the best place, but these plans also serve as an opportunity to comment regarding the larger public ROW improvements that could be necessary to support the Escalera residential developments. In a 2018 Draft TIA produced by EPS Group in support of the PAD, they make mention that ultimately two signalized intersections will be necessary to serve this development - one where the spine road (now named Paseo Gran Escalera) intersects Valencia Rd, and one where it intersects Houghton Rd. Then, a 2022 TIA produced by M Esparza Engineering indicates that a new TIA and signal warrant analysis should be produced before Phase 3 of the project. I am not aware of the phasing sequence on this development, but if Phase 4 is getting ready to be constructed, it seems like now is the time to get this analysis performed to accommodate for the 4 phases of housing construction. Warranted traffic signals should be designed, constructed, and paid for by the developer in the form of another PIA project. Thank you!
