The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards. SITE LANDSCAPE/NPPO COMMENTS: 1. This parcel was not a part of the PAD 26 Century Park Marketplace PAD and the Native Plant Preservation Ordinance Compliance Report that was completed for Century Park Blocks 1 – 6, dated April 25, 2008. EVEN THOUGH THE PARCEL HAS BEEN PREVIOUSLY CLEARED, PROVIDE A NPPO WAIVER FOR THIS PROPOSED DEVELOPMENT. IF A COPY OF THE WAIVER IS NEEDED, THEN PLEASE REACH OUT AND PDSD WILL PROVIDE THE WAIVER. NOTE: IF USING THE OWNER SIGN OFF THAN THERE ARE NOT PROTECTED NATIVES ON SITE, THEN PHOTOS AND A RECENT AERIAL MUST BE INCLUDED WITH THE WAIVER SUBMITTAL. SEE UDC 7.7.4.D. PROFESSIONAL EXPERTISE: PREPARATION OF ALL ELEMENTS OF THE NATIVE PLANT PRESERVATION PLAN MUST BE PERFORMED BY A PLANT PROFESSIONAL, SUCH AS: 1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. See 7.6.4.C.4.f. Planned Area Development (PAD). For development adjacent to a Planned Area Development (PAD) zone, the landscaping standards are those which are required for development adjacent to residential zones, except where an adjacent PAD District has been developed or planned for nonresidential uses. In that case, the landscape standards are based on the adjacent land use. NO INTERIOR LANDSCAPE BORDERS REQUIRED AT THE PROPERTY LINES SHARED WITH THE PAD. 5. An interior landscape borders is required along the east property boundary of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Commercial adjacent to Residential zone requires a 10’ interior landscape border. 6. A street landscape border is required along E Valencia Rd per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Commercial along MS&R and non-MS&R requires a 10’ street landscape border. 7. A drip irrigation plan and details are required for all proposed landscape planting areas. 8. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Any proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package (DP). Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. This parcel falls within the Major Streets and Routes (MS&R) overlay zone, the Airport Environmental Zone (AEZ) Noise Control Districts (NCD-A, NCD-B), the Environmental Resource Zone (ERZ), and is subject stipulations as indicated in UDC Section 5.4, 5.6, and 5.7. a. Valencia Rd is an MS&R with a 200’ future right-of-way (ROW). The minimum required front street setback is 10’, measured from the future ROW to property line. 3. The site is zoned I-1. Commercial Recreation and Travelers Accommodation/Lodging are permitted, subject to UDC use specific standards 4.9.13.Q. Group Dwellings (as noted on the plans) are not permitted in I-1. 4. Development Standards per UDC Article 7: a. Motor Vehicle parking ratios (UDC Table 7.4.4-1). Commercial Rec: 1 space per 300 sq. ft. GFA. Lodging: 1 space per rental unit. b. Bicycle parking ratios (UDC Table 7.4.8-1). See UDC 7.4.9 for design criteria. Commercial Rec: 2 short-term; 1 long-term per 12,000 sq ft, minimum 2 spaces. Lodging: 2 short-term; 1 long-term per 20 guest rooms, minimum 2 spaces. c. EVSE parking ratios (UDC Table 7.4.11-1). Ensure compliance with UDC 7.4.12. Based on the information provided, Tucson Water has no objections to, or comments on, the proposed development. Potentially serving this newly formed parcel is a 12in PVC potable water main E zone, located on the west side of the lot, ROW of S Kolb Rd. 1. Additional information about the fire flow, the number, size and type of water meters needed for this development will need to be supplied to Tucson Water, to determine if modeling needs to be performed to verify the existing public water mains have the capacity necessary to serve the proposed development. This can be done via your interactions with the Tucson Water New Services Section 2. Any new on-site and off-site water mains needed to serve this development will need to be public water mains, constructed at the owner’s/developer’s expense. 3. When the fire flow requirements have been established by the local fire authority, the automatic sprinkler system demand, including the hose stream allowance, and the required fire flow are known, and a water fixture unit count has been conducted for the project using the 2018 International Plumbing Code, please contact Tucson Water’s New Services section by sending an e-mail to TW_COMMON@tucsonaz.gov to discuss: • Potential points of connection to Tucson Water’s existing water distribution system.
