Show a continuous pedestrian path that maintains a 4-ft unobstructed width. Stormwaters including roof discharge may not flow over sidewalks from up to a ten-year rainfall event. Show locations of both roof downspouts and sidewalk scuppers.
3. Provide waste stream calculations to establish solid waste capacity.
4. Provide grading quantities.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. A 30% set aside and an Environmental Resource Report were completed as part of the PAD-14 requirements for Native Plant Preservation.

2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

4. A drip irrigation plan and details are required for all proposed landscape planting areas.

5. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

6. This is a new development that includes a commercial standard parking lot. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: A Site Water Budget Calculation Spreadsheet and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements require coordination between project managers, site engineers and landscape architects from the inception of the project. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance. 7. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades, spot elevations and curb cut locations.

8. Maximize rainwater harvesting across the site into all landscape areas.

9. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. The existing zone is PAD-14. Per Section C-5.c. of the PAD-14 Document, “Civic Use Group – Civic Assembly” and “Civic Use Group – Instructional School” are both permitted uses in PAD-14. The PAD-14 Document specifically describes the use for this building as “Administrative Office and Learning Center”.

3. The development standards for PAD-14 are as follows, per Table C.1 of the PAD-14 Document:

• Minimum Lot Area: None
• Maximum Lot Coverage: None
• Maximum Floor Area Ratio: None
• Maximum Building Height: 40’
• Minimum Building Setback from Property Lines along perimeter of PAD Boundary: No closer than the back of the landscape border
• Minimum Building Setback from Adjacent Streets to the PAD: No closer than the back of the landscape border
• Minimum Building Setback from any Interior Street or PAAL: None

4. Per Section C-6.c.1. of the PAD-14 Document, parking for the administrative office and learning center areas is to be provided as follows:
• 1 space/200 square feet on first floor
• 1 space/250 square feet on all floors above first floor

Screening is not required for parking areas.

Electric vehicle supply equipment (EVSE) is not required.

Per Section C-6.c.2. of the PAD-14 Document, “physically disabled parking and two spaces of Class 2 bicycle parking will be provided at the learning center, administrative office, and all non-City owned and operated facilities.” “Class 2 bicycle parking’ is equivalent to short-term bicycle parking in the the current Unified Development Code.

5. Per Section C-6.c.5. of the PAD-14 Document, “One passenger drop-off parking area shall be provided by the Instructional School (aka Learning Center). The space shall be 14 feet wide by 50 feet long to accommodate school buses. It shall be located adjacent to curb allowing visitors to step off and into the building safely.” None is currently shown on the plans.

6. Ensure compliance with UDC Technical Standards Manual Section 7-01.3.0. This section requires pedestrian circulation to connect all public access areas and all pedestrian circulation located in any adjacent streets. None is currently shown to E Los Reales Rd.

7. Per Section C-6.a.2 of the PAD-14 Document, street landscape borders are required along E. Los Reales Rd.

8. This project is part of the Major Streets & Routes Overlay due to its frontage on E. Los Reales Rd.

Tucson Water has no objections to the proposed development and offers the following comments for your convenience:

1. The submitted site plan shows an existing 8” water main in the existing landfill entrance road. This is an existing 12” water main.

2. Keynote #19 on the submitted site plan shows a 3” domestic water service to the proposed Multipurpose Facility building. Please note that Tucson Water does not allow 3” water services. This water service will need to be a 1”, 2”, or 4” pipe between the water main and the water meter.

3. The required water meter size for the Multipurpose Facility building will be determined by a water fixture count conducted in accordance with the 2018 International Plumbing Code and Tucson Water’s Water Meter Sizing Guidelines. Tucson Water’s Water Meter Sizing Guidelines are available at https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/tucson-water/documents/signed_meter_sizing_guidelines_march_2020.pdf. A 3” or larger water meter will very probably not be needed to serve this facility.

4. But if a 3” or larger water meter is needed, the water meter and backflow prevention devices will need to be located within a large meter enclosure that is a minimum of 25’ long x 10’ wide x 5’ high per Tucson Water Standard Detail SD-314. The entire large meter enclosure must be located on the property described within a utility service agreement that will be recorded by the City of Tucson.

5. Keynote #20 on the submitted site plan shows an 8” fire service to the proposed Multipurpose Facility building. Please have the Tucson Fire Department verify such a large fire service is needed for this facility.
