SUBJECT: TP-ENT-1023-00039 Tucson Water Well Site
The Regional Flood Control District (District) has received and reviewed the request for a Special Exception on
this property in effort to construct a Tucson Water Well Site with parking. District staff has reviewed the
Preliminary Development Plan and the Site Analysis and has the following informational comments;
1. The project is not located Federal Emergency Management Agency Special Flood Hazard Area, or locally
determined floodplain.
2. The project is impacted by two regulatory washes as shown on Pima County Pima Maps. These
regulatory washes have an estimated 100-year peak discharge of up to 500 cubic feet per second and
have an associated erosion hazard setback of 25’. The proposed well site and parking are located outside
the of the regulatory washes at the south side of the parcel directly adjacent to Valencia Road.
3. Mapped Regulated Riparian Habitat (RRH) classified as Important Riparian Area with an Underlying
Classification of Xeroriparian Class C Habitat impacts the parcel but is outside of the project area. The
City of Tucson does not regulate said habitat however it should be noted this habitat is critical to the
stability and function of the regulatory wash. To the extent practicable disturbance to the mapped RRH
shall be avoided if future development is to occur in the area where it is located. Delineation of riparian
areas shall be compatible with the mapped RRH.
4. The project also does not have public easements where the Pima County Regional Flood Control District
has responsibility.
Therefore, the District has no objection to this Special Exception.

Thank you for the opportunity to comment on TP-ENT-1023-00039, a request for a special
exception permit of a new City of Tucson Water well site at 9355 E. Valencia Rd. This
development is in the S.E. quarter of the S.E. quarter of Section 15, Township 15S, Range 15E,
of the Gila and Salt River Meridian. The development site parcel number is 141-02-013G, it
covers 26.8 acres ±, and it is zoned for SR (Suburban Ranch Zone). The nearest major
roadway intersection is E Valencia Road and N. Nexus Rd., approximately 1000 feet to the
southwest of the subject development.
According to the Federal Aviation Administration (FAA) Notice Criteria Tool, there are no Notice
Criteria that are exceeded.
The Tucson Airport Authority approves the special exception request and has no additional
comments to provide.

4. Signs for utilities are generally not required to be permitted, as they are under 10 square feet in area and provide emergency contact information or conditions at the site. These signs are typically not illuminated, can be reflective, and may be attached to a fence or wall. Note that detached signs may be 10' tall and located in a manner that does not impede traffic nor pedestrian circulation. (Keep 1' setback from driveway.) Keep 20' back from face of curb and on the site.
