1) Tech Stnd Sec 4-04.2.2: Provide clarification in the report for the following:
a. Provide clarification for the intent of CLOMR in Section 1.1 of the TSDN that the approved CLOMR is required per City of Tucson requirements prior to issuance to a grading permit.
b. Please add to section 1.2 that the City of Tucson Floodplain Administration under the authority of the City of Tucson Floodplain Ordinance reviews flood studies and signs the Community Acknowledgement for the MT-2 forms.
c. Also in Section 1 (and to be corrected on PDF page 62 of Appendix H) Revise Community Official Name and Title to read: Alfredo Zuniga, P.E., Floodplain Administrator.
d. Revise first paragraph first sentence on page 7 section 1.4 to read: The project site is impacted by regulatory offsite flows of an unnamed tributary of the North Fork Airport Wash. For this project, this watercourse is called “North Fork Airport Wash Tributaries 1 & 2”… (or similar).
e. Revise Technical Reviewer on PDF page 8 section 2.1 to read:

2) Provide explanation in TDSN or in comment reponse letter regarding the following:
a. For section 2.2.2 on PDF page 9, regarding the Effective Model, Duplicate Effective Model, Corrected Effective Model, and Existing Conditions Model, explain further in the report regarding the error noted in the effective model was that default values of expansion and contraction coefficients that was used at cross-section 24.302 (located immediate downstream of existing cross-drainage culvert across Alvernon Way). Further explain what values were used for expansion and contraction for the Duplicate Effective Model and how the values used provide better accuracy.
b. On PDF page 6, clarify whether the Existing Conditions Model includes the development fill used at the development site. IOW, clarify whether the depiction in Exhibit 1 (Existing Conditions Model) shows the modified duplicate effective model, or the modified corrected effective model.
c. Regarding Known Water Surface Effective, clarify the term KWEL – whether this is the effective water surface elevation for which of the Models.
d. Explain choices for bank stationing used in model.
e. Explain whether City of Tucson Drainage manual was used for Mannings values for Corrective Effective model.
3) Provide a draft notification letter to the City of Tucson along with a list of impacted property addresses.
