1. Solar Home Improvement Agreement are not acceptable forms of determining calculation for Substantial Improvement. The required cost estimate needed for final permit approval and issuance must itemize all costs associated with the total contract cost. All work must be broken down into separate line items, material used needs to be separated from the equipment used for the work, i.e. solar panels, mounting brackets, hardware, roofing materials, ect. This breakdown of the cost estimate is done in order to evaluate items and costs related to the strict limits of Substantial Improvement and Substantial Damage (SI/SD) requirements.
2. The required cost estimate format must be submitted and approved prior to TC-COM-0426-00501 receiving final approval and issuance.
