Provide positive gradient for underground storage system. Revise elevations shown on sheet 13. Many of the elevations proposed are the same for junctions and outlet invert 2497.00. 2) As previously stated, the proposed underground detention is allowed however there shall be no disturbance of Tucson Diversion Channel (TDC). Disturbance in proximity to the TDC may be limited and subject to ACOE & PCRFCD review if activity is too close. Resubmittal plans have been provided to PCRFCD for assessment. 3) One 30-ft boring is required per Tech Stnds sec.4-04.14.2.6 to determine if building setback is needed from water harvesting or other basin features. The response indicates that there is a Geotech report with recommendations for the setback - please provide copy of Geotech report explaining setback based on 30-ft boring. 4) Clarify plans with additional cross sections along north side of project to clarify proposed protected slopes and proposed retaining wall system and to show positive gradient detention system and to comply with geotechnical recommendations for slope stability. Add an additional cross section for the access to existing TDC access ramp. Add additional cross sections for each proposed spillway to include proposed slope for spillway and positive gradient in underground system with minimum vertical cover in PAAL and additional section details for proposed outlets. 5) Explain and show on plans offsite drainage improvements and associated easements (private maintenance?) and how any existing maintenance roads (on parcel 132160580) are accounted for in design. | 05/06/2025 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Kino & Benson - Multifamily Development Package (2nd Review) TD-DEV-1224-00324 TRANSMITTAL DATE: May 6, 2025 DUE DATE: May 5, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 11, 2025. 2-06.4.0 CONTENT REQUIREMENTS 1. This comment was not fully addressed. Provide the phone number, email address for the owner and the email address for the Civil Engineer, Architect and Landscape Architect. COMMENT: 2-06.4.1 – Provide all information required by the AM section for the Project team. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. This comment was not addressed correctly. There is no R-2 zoning on any of the 8 parcels making up this site. COMMENT: 2-06.4.7.A.1 – The existing zoning listed under Site Note 1 is not correct. 3. This comment was not addressed correctly. The existing use should be Vacant & the proposed should be Multifamily and there are no Use Specific Standards associated with a Multifamily use in the C-2 zone, UDC Table 4.8-4. COMMENT: 2-06.4.7.A.4 – Provide a general note that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. This comment was not addressed. COMMENT: 2-06.4.9.E – As this site is made up of 8 parcels a lot combination is required. Provide approved documentation that the combination is complete, 5. This comment was not addressed. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate that the requirements of UDC Article 7.4.6.F.2.a.(1) are met for the covered parking called out under Keynote 13. 6. This comment was not fully addressed. Provide access lane width dimensions on the plan. COMMENT: 2-06.4.9.H.5 – Fully dimension what appears to be a round-about on the plan. 7. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. There is no requirement for the clubhouse unless users other than tenants of the development are allowed to use the facility. 8. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation does not appear to be correct. Accessible parking is based on the total parking spaces provided in parking facilities, not over and above the provided number of parking spaces. Based on 378 provided parking space the number of required accessible parking spaces is 8. 9. Your response to comment states “There is no need for wheel stops, the details has been removed”, but Detail M Wheel Stop Detail is still on sheet 21 and you show wheel stops for the accessible parking spaces and no location dimension is provided. COMMENT: 2-06.4.9.H.5.a - Detail M sheet 21 shows a wheel stop. Zoning was not able to find any wheel stops within the vehicle use area. If you are planning on using wheel stops show them on the plan and the details and provide a wheel stop location dimension, UDC Article 7.4.6.H.3. 10. This comment was not fully addressed. Clearly demonstrate how the requirements of UDC Article 7.4.9.B.1.e are met. COMMENT: 2-06.4.9.H.5.d – Provide a detail for both the short- and long-term bicycle parking that clearly demonstrates that the requirements of UDC Article 7.4.9 are met. Keynote 14 references “SEE LANDSCAPE PLAN FOR DETAILS” but there are not bicycle parking details provided on the landscape plans.
